APM The following conditions shall be met during construction or installation and prior to occupancy or use: �EF RTMEI OF Reminders • This system is to be constructed and located in accordance with the enclosed approved plans and with the SEE CORF "Mound Component Manual for Private Onsite Wastewater Systems VERSION 2.0" SBD- 10691 -P (N.01/01) and the "Pressure Distribution Component Manual for Private Onsite Wastewater Treatment. Systems VERSION 2.0" SBD - 10706 -P (N.01101). • This plan has an approved Soil Saturation Determination (Transaction I.D. # 1079283) associated with the design and construction. All of the conditions of that approval shall be upheld for the construction of the system. • Per manual cited above, limited activities are allowed in the area 15 feet down slope of the component area. Soil compaction, excavation, vehicular traffic and other similar activities that impact the treatment and dispersal are prohibited. • The well must be a minimum of 25 feet from any POWTS tank, and a minimum of 50 feet from the absorption area. chs. Owner Responsibilities: • Comm 83.52 Responsibilities. The owner of a POWTS shall be responsible for ensuring that the operation and maintenance of the POWTS occurs in accordance with this chapter and the approved management plan under s. Comm 83.54(1). • Comm 83.52(2) A POWTS that is not maintained in accordance with the approved management plan or as required under s. Comm 83.54(4) shall be considered a human health hazard. • Comm 83.55 The owner is responsible for submitting a maintenance verification report acceptable to the county for maintenance tracking purposes. Reports shall be submitted at intervals appropriate for the component(s) utilized in the POWTS. All permits required by the state or the local municipality shall be obtained prior to commencement of construction /installation/operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. The 4 percent surface slope would also aid the slower permeability of the soils. Summer temperatures and plant growth would provide removal of soil moisture through evaporation and evapotranspiration. Just down slope from the site is a small drainage way, which provides limited drainage for an area southwest of it and down gradient from this site. As this would be an issue for the immediate down slope portion of the mound, there will be a need to adjust its location. Local Geomorphology, Soil Disturbance, and Local Topography The geologic interpretation of this area directly related to the glacial geology of the Eastern St. Croix Moraine, a ground moraine that wac formed by the accumulation heneath the Glacier and reeiiiteA in a composition of stony, reddish -brown glacial drift. Post - glacial windblown silts formed loess deposits that overlays this till. Below is the Cambrian bedrock Prairie Du Chien formation, a dolitimized limestone formation. Soil forming activities have resulted in what is known as the Northern Till Uplands soils resulting in dark silty soils. The site was probably originally in crop production prior to its development. Currently it is planted in winter wheat with stem heights being 2 to 3 feet in length. It's position on the landscape is located near the top of an upland hill, being divided by a property fence on it's upslope side with the opposing field on the other side of the fence having a pronounced berm, probably created from plowing activities in the past. This hillside has a 5 percent slopes and was probably formed as the advancing ice scoured the landscape, retreated, depositing the till material, forming the rounded knobs of the hillside: In most recent geologic history, the road was build creating a division of the topography. Soil Series and Mapping Units The St. Croix County Soil Survey has mapped this area as being of Jewet soils series, which consists of well drained soils in till plains, ridges, and wide drainage ways of ground moraines. The JsB soils of this series are representative with the exception that the substratum contains more sand and gravel. These soils as described by the Soil Survey, are represented by a surface layer that is approximately 9 inches of very dark grayish brown silt loam and a subsoil consisting of sandy loam, sand, and gravel. Redoximorphic features are absent in the upper 8 to 9 inches of the soil profile, indicating a well- oxidized condition and free of soil saturation. Also represented in the soil borings were plant roots at depths of 15" and the presence of worms at a depth of 10 ". Data ➢ The soils evaluation report and system design have been included with this report. ➢ A copy of the USDA Soil Survey map that provides the soil- mapping unit described above. ➢ A USGS Topographic Map, revealing the topography of the site. ➢ POWT site plan, representing the best location and layout of the system that best treats and distributes the systems discharge water. Government Reports Leroy Jansky, Wisconsin Department of Commerce Wastewater Specialist, has visited the site and found no reason not to support the site's soils and landscape position, being suitable for an A +0 mound septic system with a minimum of 9 inches of unsaturated soils. He also stated that the down slope toe of the mound should be well clear of the drainage way and the possibility of moving the eastern property boundary. Additional Information Unique to the site During the evaluation there was the observation of biological activity in the form of worm burrows and roots. Worm activity was recognized at a depth of 10 inches in boring 1 and at a depth of 9 inches in boring two. Root activity was observed at 14 inches on boring 1, 15 inches on boring 2, and 14 inches on boring 3. It is recognized that these biological activities are normally not apparent in zones that are saturated for long periods of time. This being a first year crop (winter wheat) and a very wet spring these factors further support the suggestion that this portion of the profile dries quickly after a precipitation event. t Recommendations The recommendation for the site would be for the site to be chisel plowed to a depth of at least 15 inches so as to breakup the soil interface and reorient the platy structure in a more vertical position, thus aiding infiltration. From the upside slope of the system area, 30 inches of ASTM C-33 sand lift will be placed on the plowed area. This provides the 36 inches of vertical separation to provide the treatment of pathogenic organisms. The recommended mound design uses a Iinear loading rate of 4.5 gpd/ft and an in -situ soil application rate of 0.2gpd/fl�. This will be accomplished by designing the absorption area to be long and narrow and extended the down slope toe area to a 4:1 dimension, effectively increasing the basal area and eliminating the chances of toe seepage. Additionally, the slope on the upper toe edge of the mound will be constructed so as to be a slope with a 3:1 side slope at each end and a 6:1 side slope for thej dimension (upper slope) at a point L/2 (this being the location at half the distance of the total length of the mound) so as to help divert surface water from the upper slope (See included suggested mound detail plan). Finally the design requires that a water diversion ditch be installed above the mound so as to divert surface waters from the upslope area This should be installed with 'a 5:1 slope, a width of eleven feet, and oriented so that it traverses the contour slightly, draining the run off water north and down slope of the mound area. The concern of the existing waterway below the toe of the mound can be resolved by repositioning it during the construction activities of the mound. My recommendation would be to relocate it a distance of 30 feet from the down slope'toe. Conclusions It is my belief that the soils in the area of the proposed POWS will not be saturated above 6" for seven or more consecutive days for the following reasons: D The described soils in this location supports some the mapped description, which represents in its description more sandy loams and sands in the substratum. This site is also represented in two of the borings by sandy loams and loamy fine sands, possibly providing better drainage. The soil series description also does represent moderate permeability, and is evident by the 8 to 9 inches of redox colors seen. The platy soils located at depths of 4 to 9 inches are possibly due to farming practices and can be over come by the deep chisel plowing. ➢ The biological activity in the soil as represented by the roots and Earth Worm presence, suggest that the soil has not been saturated in the most recent history of the soils. These activities cannot survive in saturated conditions. > A design with a long and narrow system representing a linear loading rate of 4.5 gallons per day per foot and an in -site soil application rate of .0.2gpd/ft This configuration represents the best distribution of the wastewater, spreading it over a longer area. With the increased height of the mound, there is the assurance that there will be 3 feet of filtration between the bottom of the system and the zone of saturation. Also built into the plan is the increased dimension of the upslope of the mound, providing a 6:1 slope at the L/2 location, and the addition of a drainage ditch above the mound. These last two additional features will minimize surface runoff onto the mound area from higher elevations behind the system. The total design assures that the requirements of Comm. 83.41 of the 'Wisconsin Administrative Code are being met so as to properly filter the wastewater and to assure that there is no surface discharge, with discharge going below grade. The mound septic design and management plan provides proper treatment of wastewater and expected system longevity. Accordingly, the plan submittal addresses the methods and design for treatment and dispersal of the wastewater below the surface as addressed by the code requirements. ➢ The month of May and early June had a great number of rain event days and even with this unusual amount of precipitation the holes had no free water except for hole number two as measured at 28 inches. Additionally, the redox features that were observed were few in numbers in borings I and 2, and not observed at all in boring 1. Y Observed in boring 2 the silt clay loam soils do have a few medium distinct redox features between 8 and 16 inches. This is then underlain by courser loamy fine sand suggesting the need for temporary saturation before water movement would continue into the lower soil body. The final authority for this site's approval rests with the appropriate regulatory agencies: the Wisconsin Department of Commerce and the St. Croix County Zoning officials. The down slope toe of the proposed mound area on Lot 5 is very close to a drainage way. Soil conditions in this area are very marginal for proper dispersal of effluent from a mound system immediately up slope. It is recommended that the proposed mound area be moved approximately 50 feet up slope. Property line boundaries would have to be reconfigured or an easement granted for placement of the mound on Lot 4. Soil tests would need to be redone to verify suitable conditions in the new area. 2. Even though I specified the maximum linear loading to be 4.5 gpd /ft, designers should try to design systems at 3.5 to 4.0 gpd /ft. 3. Two soil borings in the proposed mound area on Lot 15 exhibited redox concentrations in the lower part of the A horizon. This area is somewhat more level than other areas and more precipitation may infiltrate than on a sloping site. In addition, agricultural practices may have caused some compaction in the lower part of the A horizon and upper part of the B horizon. The combination of more infiltration and weak soil compaction may result in a higher level of saturation at this site than at other areas of the plat. Options include moving to another area on the lot, monitoring the area with observation pipes this next spring [see Comm 85.60(3) for requirements], or compiling a convincing explanation of why this is occurring and why it's not a problem for proper system operation.
