The submittal has been CONDITIONALLY APPROVED. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. No person may engage in or work at plumbing in the state unless licensed to do so by the Dept. per s.145.06, stats. The following conditions shall be met during construction or installation and prior to occupancy or use: 1. Approval is hereby granted pursuant to s. Comm 85.60(2), Wis. Adm. Code, to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis. Adm. Code to designate the ground surface as the higest level of soil saturation when redoxiinorphic features are less than 4 inches below the bottom of the A horizon. 2. The estimated highest level of prolonged soil saturation approved under this determination is 8 inches below grade. At least 30 inches of sand lift on top of 6 inches of unsaturated, in-situ soil is required for adequate treatment and dispersal. 3 . The basal soil application rate for the mound shall be 0.20 gpd/sf, and the linear loading rate 4.0 gpd/ft. 4. Chisel plowing to a depth of 12 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. 6. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. '~ i SHAUN R BIRD Page 2 10/12/04 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. 9. This system is to be constructed and located in accordance with the approved plans and with the "Pressure Distribution Component Manual for Private Onsite Wastewater Treatment Systems Version 2.0" SBD-10706- P (N.O1/O1). 10. Pursuant to outlet filter product approval stipulations, maintenance information must be given to the owner of the POWTS explaining that periodic cleaning of the septic tank outlet filter is required. The access opening used to service the filter shall terminate at or above finished grade with a watertight cover. 11. Proper landscaping of the mound and land surface up slope of the mound is critical to proper operation. See the approved plans for details. 12. This approval is based in part on an interpretive determination approved pursuant to s. Comm 85.60(2), Wis. Adm. Code and must be in compliance with the conditions of that document. 13 . This system is to be constructed and located in accordance with the approved plans, and the "Mound Component Manual for Private Onsite Wastewater Systems Version 2.0" SBD-10691-P(N.O1/O1). 14. The pressure network is to be constructed in accordance with publications SBD-10706-P(NO1/O1) "Pressure Distribution Component Manual for Private Onsite Wastewater Treatment Systems -Version 2.0" and/or the sizing methods of publication "SSWMP Publication 9.6 Design of Pressure Distribution Networks for ST-SAS (01/81)". A copy of the approved plans, specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. Collova Bldrs. Da#e : 5/7/04 1. History and Site Background A. New Construction B. Land historically has been farmed for >50 years C. Continues to be farmed D. Vegetation is presently absent, previously a corn field, no appearance of wetlands that one can see. Surround acreage is farmed also. Historically, as determined by the soils series book of St. Croix County, the vegetation would be a sugar maple, red oak, and white pine. All trees that -would need soils that weren't completely saturated but did hold moisture for a extended period of time. E. No record of previous ground water monitoring can be found. 2. Local Hydrology A. The tested area is not in a drainage, and the property drains towards the SW toward a existing drainage, that would be considered seasonal B. Subsurface drainage appears to be occurring, due the lack of mottles in the A horizon and the mottles in the subsoil become more prominent at a lower depth. The drainages are very slight, and no dead furrows appear to be present. The soils area highly erodable but little erosion is taking place. Thus the water must be going somewhere.. The conclusion is the water must be going down into the soil and is being absorbed by the B horizon slowly and also, evaporation is taking place due the structure of the A horizon. After extensive rains lasting a period of 2 weeks occurring the first 2 weeks of June 2004, the tested areas had no ponding of water. Currently, some retention ponds have been built and diversions Z•d eTZ:Zi b0 SO ~~0 upslope toward the road are diverting run-off away from the system. The rention ponds are at a lower elevation, approximately 5' tower than the system. C. Up slope areas are similar, but the subdivision will have drainages created and will divert overland flows away from the tested areas. Also, diversions are to be created up slope of the mounds, upon installation, in order to prevent overland flows and possible divert subsurface drainage away from system. 3. Geomorphology A. The A horizon consists of a moderatelweak silt loam with a granular structure, and the slope can range from a 3% slope to a 10% slope. There really is no E horizon, only a B horizon. The subsoil is a silty clay loam or a clay loam with a weak structure and sometimes is platy. The size is a fine to moderate with a sbk shape. B. Soils survey map (see attached} C. The site has a great potential for evaporation due the southern and south western exposures except during the winter months. Also, the site is unshaded provided maximum sun exposure and also the open area will allow a great deal of wind for the evapotranspiration to occur through plants. The owner is to be advised not to plant trees within 15' of the mound. D. Parent materials consist of a loess overlying a glacial till. This is shown through out the parcel with the underlie stone and clay loams with some gravel deposited across the area. Despite the fine soils present, aggregate did manage to come to the surface from frost heaving over time indicating the deeper sub . soil consists of a glacial till. 4. Soil Disturbance and Modification A. The surfaces are plowed. The subsurface shows that poor farming practices occurred when the soils were tilled under wet conditions. Hence the reason for the platy structure in the sub soil. B. There has been a great deal of tilling on the site consistent with g•d eTZ=Zt b0 SO ~~0 ~ ] •. traditional farming practices. 5. Landscape position: The landscape is slightly sloping with a south by southwest slope. The slopes are between 4% and 8% depending on landscape position. The drainages are just at a slightly lower elevation and gradually rise up normal slope of the sight. (see soil test and attached contour map) 6. Soil Series is the Vlasaty Series. These soils are moderately well drained and consist of a subsoil (E horizon} or horizon (2} that is saturated for Fong periods of time during the year. The soils test shows with mottles present in the sicl/cl underlying the sil foams in the A horizon. The series indicates that farming would be delayed in the spring and after heavy rains, but the A horizon has such a good structure for drainage, one could till the soil after ample rain fall if the soils are given 72 hours or more to dry out as witnessed on Oct.1, heavy rains to Oct. 4th 2004. The soils on the 4th, would be considered plowable by Comm. 83 standards. This series consists of weak structured silt foams and that is not the case for what was found in field. The structure of the A horizon was always moderate and in the sub soil was always a weak to a massive structure. The Vlasaty series -says just the opposite that the sub soil is moderate structure. The moderate structure of the A horizon allows for movement of the horizontal and vertical flows, thus the water does not saturate the soil. The A horizon does not affect the level of soil saturation. 7. No government reports have been found nor is any area in a flood plain. The initial soil boring were found. to be inaccurate and will not be used. The sun light conditions did not allow for the viewing of the mottles properly. 8. ConclusionslRecommendation A. After consulting with a soil scientist, it is my conclusion that a above mound system will work on this site. Reasons are as follows: 1. After excessive rains for a period of the first 2 weeks of June 2004, I visited the .site and found the A horizon to retain structure and did not smear or ribbon after a 3 day drying time. The structure in the horizon allowed the surface waters to drain into the soil and not saturate the A horizon: The soil was still very friable and would have allowed a plowing b'd eiZ=ZT b0 SO 1~0 the day after it rained. The B horizon was very damp and ribboned easily, suggestion that. water does pass through the A horizon at a rate feasible for a mound system to work. 2. After digging is lower areas in the property and drainages, not on this lot, the A horizon became darker and small mottles were present indicating that the soil was saturated for a period of time. The tested areas showed no signs of saturation occurring in the A horizon. Additional, testing was done in the southern lot line 200' east of the lot in the undisturbed areas and found to have no mottles for at least 4" indicating that if the soils were not farmed, they would probably not be mottled in first 4 inches of the B horizon and pass for a normal mound system. The profiles are described in the adjoining lots 11 and 10 of this subdivision. 3. The mottles in the B horizon become more prominent and distinct as you go deeper indicating a difference in flows are you go deeper. This was not described on the soil test for the report is being used for this description. This shows that the B horizon does take water but as you go deeper the rate does decrease. 4. The B horizon consists of a Silty Clay loam and Clay loam. These soi! types with weak structures will mottle under many conditions even though ground water may not be present. B. Install a mound system with enough sand fill to make the 36" separation require by Comm. 83. A 2.5' sand lift will be used. Designing system to be as long and narrow as possible to provide a low linear loading rate (.2). The cell should be 4' wide and consist of one cell per mound. The grading around the mound will divert run-off away from system. Also, a diversion will be placed up slope to divert run-off and possible some ground that could be present. The diversion will be placed 5' above the mound and will be 12' wide and 6" deep at the top and end up 2' deep at the ends of the diversion. The slope directions help with this. The slope of the diversion will be <4 to 1 in order allow mowing and maintenance. The tilling of the mound should be done when soils are dry and no possibility of ribboning be present. The tilling should go as deep as possible between 14" - 16" " in order to break up the platy structures if S•d eTZ=zi b0 SO ~~0 present and provide maximum infiltration. Some of the other borings in the subdivision did show a weak platy structure that is commonly found in farmed soils that have some seasonal saturation. The toe of the mound will be 15' or greater to compensate for the slow infiltration rate of the subsoil. The horizontal flows of the waste water will have to travel a greater distance thus allowing more time infiltrate the soil. The basal loading rate will be between a 0.2. The linear loading rate will be 4 gpd/ft . The waste water entering the system should meet the standards found in Comm. 83 for domestic flow and will not allow water softener discharge into system. Vegetation should be planted immediately on the mound after installation to prevent erosion. The system should be dosed from the center of the mound to provided even distribution of effluent. What you put into the system can affect the function of the septic tank as a treatment stage in the waste disposal system.
