The following conditions shall be met during construction or installation and prior to occupancy or use: 1. Approval is hereby granted pursuant to s. Comm 85.60(2), Wis.Adm.Code,to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis.Adm. Code to designate the ground surface as the highest level of soil saturation when redoximorphic features are less than 4 inches below the bottom of the A horizon. 2. The estimated highest level of prolonged soil saturation approved under this determination is 9 inches below grade. However,at least 30 inches of sand lift on top of 9 inches of unsaturated,in-situ soil is required for adequate treatment and dispersal. 3. The basal soil application rate for the mound shall be 0.20 gpd/sf,and the linear loading rate 3.75 gpd/ft. 4. Chisel plowing to a depth of 16 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. 5. Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. 6. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. If the Interpretive Determination Report was accompanied with a plan and an expiration date is shown on this letter, the expiration date only applies to the plans for the design,not to the decision on the Interpretive Determination Report. Grote, CSTM 222774, Certified Soil Testing, conducted a Soil and Site Evaluation on the Stan Thompson property for the purpose of establishing the potential for an onsite wastewater dispersal system. These evaluations were conducted on the 19.83 acre parcel described as part of the E %of the SE '/4 of the SE '/4 plus a small portion of the E '/2 of the NE '/4 of the SE '/a of Section 29, T 29 N, R 15 W, Town of Springfield, St. Croix County, Wisconsin. The parcel is located just north of USHW 12 and extends north to border the right of way of the Chicago and Northwestern Railroad. Methods Soil color, texture, structure, consistence and redoximorphic features have been evaluated and reported on the accompanying Soil Evaluation Report in accordance with guidelines under Comm 85 of the Wisconsin Administrative Code. Pertinent information has been abstracted from the Soil Survey of St. Croix County, Wisconsin. Topographic detail has been obtained from the DeLorme 3-1) TopoQuads CD mapping release. Information has also been obtained from the St. Croix County Land Information web site. Field investigation included nine backhoe pits with soil profiles documented on the attached Soil Evaluation Report. Rod and transit elevations were obtained at pertinent pit locations, along a tentative design contour line, and over twenty foot grid intervals to allow the insertion of nominal contour lines on the detailed plot plan. Henry Grote, Stan Thompson, 11/7/05 report for the NW-NE-32-29-15W,approved Interpretive Determination, Trans# 1231007,and approved mound,Trans# 1230798,both 1/20/06. showed soils which lacked A+4" and resulted in a two state on-site investigations which confirmed suitability for A+0 mounds.2 Local Hydrology The major local hydrology input is from.annual precipitation. This is estimated at from 29.57 inches to 31.5 inches.4 Surface runoff is an additional input most significantly during heavy precipitation events. The proposed mound site and upslope land use is currently weedy sod. The upslope ground extends about 300 feet south of the proposed system area and can be expected to adsorb significant volumes of precipitation during the growing season when most of the precipitation occurs. Upslope topography then is almost flat to slightly downslope from north of the Highway 12 right of way. Larger scale upslope topography shows a gradual rise to the east, southeast for about 1/8 mile. Due to the convex, nose slope orientation of the proposed site, upslope toe landscaping to divert surface runoff to the west and southeast is the preferred method of minimizing adverse impact on mound performance due to excessive surface drainage. Dense glacial till beneath a shallow loess cap provides significant groundwater protection from possible surface contamination. Water outputs consist of surface runoff, soil infiltration, and evapotranspiration. Surface runoff will generally be minimal unless frozen soil conditions or excessively heavy and prolonged precipitation occurs. Soil infiltration is described as "somewhat poorly drained" for typical Skyberg series soils.5 This is reasonable for the observed moderately and weakly structured silt loam A horizons; the B horizons are uniformly weakly structured with textures varying from sandy loams to silt loams in the proposed system area. Restrictive, massive, sandy loam and sandy clay loam till units were observed at depths below 20 to 24 inches. Slower infiltration is anticipated during wet spring periods when the soils are closer to field capacity and slow to dry. The underlying massive till unit will be significantly restrictive to vertical infiltration. Heavy and prolonged precipitation - 2.5 inches in 24 hours; described as once in two years6 - will also slow infiltration as the A horizons near field capacity. Evapotranspiration will be a significant factor during the growing season but of no value during the winter season Geomorphology Limestone bedrock underlies most of St. Croix County. Typically the limestone is sandwiched between layers of sandstone which is then overlaid with glacial till forming the principal soil parent material. Rockian till, correlated with the first sub-stage of Wisconsin glaciation, is the parent till for Skyberg soils. The Rockian till is overlain by a thin concurrent and/or post- glaciation loess cap. Soil Disturbance and Hydraulic Modification The proposed mound location is uniform topography. Land use was weedy sod in 2005; the site was likely plowed in early 2005 judging from the 2005 dated aerial photograph but crops were apparently not planted. Hydraulic conductivity of the solum can—and should be—improved by deep chisel plowing to a depth of at least sixteen inches. Landscape Position The landscape position of the proposed mound site is on the northern slope near the midpoint point of the west end of a glacial ground moraine. The proposed location, along the 100.0 contour, is located on mapped Skyberg soils in a classic "nose" landscape, convex orientation. The 100.0 contour is located on a north slope with small scale cross slopes generally north at 2.9 to 7.0% although the general slope of the moraine is to the west. The moraine rises to the east southeast to a nominal elevation of 1280 MSL, about '/a mile south of Highway 12,just east of 6 Soil Survey of St. Croix County,United States Department of Agriculture,Soil Conservation Service,July 1987,p 140. 3 2901" St., approximately '/4 mile southeast of the 100.0 contour which is at a nominal elevation of 1220 MSL. The moraine slopes from just above the 100.0 contour about 1/8 of a mile to the northwest; natural surface drainage is small scale to the north, northeast, and northwest of the 100.0 contour and large scale about 600 feet northwest to a surface drainage feature which trends g g north about '/4 mile, and into a significant tributary to the Eau Galle River at a nominal elevation of 1181 MSL; the tributary then flows west to join the Eau Galle River at a nominal elevation of 1153 MSL about 3/4 mile to the west. Northeast of the proposed 100.0 contour/design line is a shallow surface drainage feature which drains north,then northwest joining the above described surface drainage feature south of the railroad right of way in the SE 1/4 of the NW-SE quarter-quarter. The centerline of the shallow drainage feature is located approximately 100 feet northeast of the east benchmark of the proposed 100.0 contour/design line. No structures are down-slope to interfere with lateral movement of effluent. The 2.9 to 7.0 percent slopes at the proposed mound site will increase the hydraulic gradient and encourage lateral movement of treated effluent. Upslope surface runoff can—and should—be minimized by landscaping fill up-slope of the system. The upslope toe of the proposed system should be extended with additional fill such that surface runoff is diverted to the east then to the north around the east end of the mound. The small scale cross slopes at the proposed mound location combined with the available length are significant reasons to favor this location. Enhanced lateral effluent movement plus low linear loading are excellent indicators of good system performance for an A+0 mound system. Pits B-1 and B-2 are located on more level topography while pits B-7 to B-9 have somewhat less, but comparable, topographic slopes but feature less advantageous contours and a poor general lot location. Soil Series The Soil Survey of St. Croix County maps the site soils as Skyberg Series with a tongue shaped inclusion of Auburndale Series running slightly west of north from the shallow drainage feature 4 located near the center of the parcel. These soils are respectively described as "somewhat poorly drained" (Skyberg)? and"poorly drained" (Auburndale)$. Field observations of soil pits are in i reasonable agreement with these mappings. Both series are Alfisols; Families are Fine-loamy mixed, mesic (Skyberg) and Fine-silty, mixed, frigid (Auburndale); subgroups are Udollic Ochraqualfs (Skyberg) and Typic Glossaqualfs (Auburndale). Field observations show redoximorphic features absent to depths of 9-11 inches in pits representative of the proposed mound site. The B horizon redoximorphic features in the system area were few and faint or distinct in two pits below the observed A horizons. Periodic soil saturation is indicated below 9 inches by these observations. The silt loam A horizon in one pit, B-3, was noted as being gritty with sand and the subsoil in pit B-3 textured as loamy sand. The proposed site is preferred over other possibilities, in part, due to the improved permeability caused by increased sand content. Sand rich Amery Series soils are located on the north slopes of a north south drainage divide whose crest is about 1/8 mile south of USHW 12. Erosional deposition of sandy soils downslope to the north possibly accounts for their presence in Skyberg mapped soils which do not show sand in typical profiles. Auburndale soil profiles do describe sandy loam subsoils. These profiles are a significant reason for choosing this area over possible sites explored by the six other soil pits at differing topographic locations. The Amery soils are described as formed in areas of pitted drift which are typically formed by the third sub-stage of Wisconsin glaciation, the Cary till. It is possible that these sandy subsoils were formed by the influence of this later glaciation sub-stage over the older Rockian sub-stage. More likely they were formed by erosional deposition from the upslope mapped Amery soils. In either case the better drained, sandy subsoils add weight to the conclusion that a successful A+0 mound can be installed in this area. Soil Survey of St. Croix County,United States Department of Agriculture,Soil Conservation Service,July 1987, p. 16. 5 Data The soil and site evaluation report and data are similar to other sites which have received Department of Commerce approvals for A+0"mounds with a minimum of six inches of seasonally unsaturated soils in the upper A horizon. Examples include the Lisa Mosentine site, ID #636612, Anthony Ludwig site, ID#634143, Jon Mentink site, ID#787909, Tim Holldorf site, ID # 849265, and Karen& Keith Anderson site, ID #639788. Conclusions/Recommendations 1. Seasonally saturated soil conditions do not occur in the upper 9 to 11 inches of the soil profile as indicated by the absence of redoximorphic features. 2. The A horizons in the proposed system area are Munsell colors l OYR 3/3 to IOYR 3/2 which indicates an organic matter content nominally of 25 g/kg in the range of 20-30 g/kg or 2.5 percent.9 This level of organic matter is indicative of relatively good drainage and aerobic conditions. 3. The relatively low level of organic matter indicated by the Munsell value of 3 would facilitate observation of high chroma redoximorphic features in the A horizon. The general lack of observation of these features in the A horizons is strengthened by the low organic matter content which lends further evidence to a conclusion that at least nine inches of soil is present which is not periodically saturated for more than seven days, while; 4. Site conditions did allow the observation of redoximorphic features in a down-slope pit (pit 6) located about 100 feet below the 100.0 contour, at an elevation of 94.4, which showed an organic rich A horizon, 7.5YR 3/1 Munsell, with few, fine faint observed redoximorphic features in the lower four inches; which 5. Adds weight to the conclusion that at least nine inches of suitable soil are found at the proposed 100.0 elevation. No hydric soil indicators10 are present in the observed system area soil pits; this conclusion is based on particularly careful review of the indicators for All Soils and Loamy and Clayey Soils; however 7. Pit 6, about 100 feet down-slope and northwest of east benchmark of the proposed 100.0 contour/design line, does approach hydric indictor F6, Redox Dark Surface, with a matrix value of 3 and a chroma of 1; this pit is located in the shallow surface drainage feature. Hydric indicator F6 requires distinct to prominent redoximorphic features and the observed A horizon features were noted as faint. 8. System area pits demonstrate root penetration to depths of 16-27 inches; such depths are not expected in soils which remain saturated for significant time periods. 9. The small scale cross slopes of 2.9%to 7.0% indicate excellent potential for lateral movement of effluent down-slope into the more permeable upper soil horizons and away from the mound system without surface ponding. 10. The available length which allows for a 120 foot long rock cell gives a low linear loading rate of 3.75 gallons per day per foot which enhances the ability of the system to allow effluent to infiltrate the in situ soils. 11. The site is acceptable for a mound septic system with a minimum of six inches of unsaturated soil for treatment and dispersal of treated wastewater effluent as allowed by Comm 83.44(3)(b)l. The observed nine to eleven inches of redoximorphic-free natural soil will allow treated effluent to be assimilated into the subsurface without ponding on the ground surface. 12. No primary or secondary, restrictive platy structures were noted in any of the nine pit profiles at various locations on the parcel,however such structures are not uncommon in these silt loam soils due either to natural deposition processes or induced by farm equipment traffic, therefore: 13. Site preparation requires mowing and removal of as much vegetation as possible followed by deep chisel plowing to at least a 16 inch depth. 14. Additional fill landscaping soil shall be added to the upslope area of the mound structure filling the concave, upslope area between the west and east system ends. The final, settled 10 Field Indicators of Hydric Soils in the United States,A Guide for Identifying and Delineating Hydric Soils, Version 4.0(March 1998),p5 ff, 13 ff,&20 ff.;p 16 for F6 indicator. 7 slope of this landscape fill shall be at least 2%to the east such that any near-system surface drainage will be diverted around the east end to the north. 15. Mound construction requires 2.5 feet of ASTM C-33 sand lift immediately placed on the freshly plowed ground surface. Construction must take place under relatively dry conditions. This depth of sand creates an effective sand filter and can be expected to produce a treated effluent with less than 30 mg/L of both BOD5 and TSS and fecal coliform concentrations of<10,000 cfu/100mL. 16. Site observations indicate that a minimum of 2.25 feet of sand fill is required; however 2.5 feet is recommended to ensure a conservative design and maximize system longevity. 17. The rock cell in the mound structure shall be 3.75' by 120 for a linear loading rate of 3.75 gallons per day per foot for a three bedroom residence. 18. A horizon silt loam soils are uniformly moderate structure throughout the A-1 horizons in two pits and throughout the A horizon in a third pit representative of the proposed system area, which; 19. Indicates the potential for soil application rates as high as 0.6 gallons per day per square foot for untreated effluent in the upper 4-11 inches of soils, while; 20. The A-2 horizons and upper B horizons silt loam soils exhibit weak structure to depths of 20-24 inches indicating soil application rates as high as 0.4 gallons per day per square foot for untreated effluent to depths of 20-24 inches, but; 21. The sand basal area loading must be a maximum of 0.2 gallons per day per square foot which can be accomplished by extending the sand toe to 15.0 feet below the lower edge of the rock cell giving a total system basal area loading rate of 0.16 gallons per day per square foot. This will ensure a conservative design for maximum system performance. 22. The system management plan must provide adequate maintenance information to maximize the system longevity. Final authority for this site's approval rests with the appropriate regulatory authorities, the Wisconsin Department of Commerce and the St. Croix County Zoning Office.
