RESOLUTION AFFIRMING CHAPTER 77 - ANNUAL COUNTY
VEHICLE REGISTRATION FEE OF THE ST. CROIX COUNTY
CODE OF ORDINANCES
1 WHEREAS, transportation is one of the priority areas for the St. Croix County Board;
2 and
3
4 WHEREAS, maintaining and rebuilding the highway infrastructure and bridges and
5 maintaining the quality of Wisconsin's roadways are vital to the state, counties and all
6 municipalities to support commerce, tourism and safe transportation of people, goods and
7 services; and
8
9 WHEREAS, Wisconsin Statutes § 341.35 gives authority to counties to enact an
10 ordinance imposing an annual flat registration fee on all motor vehicles under a gross weight of
11 not more than 8,000 pounds registered in their county; and
12
13 WHEREAS, on August 21, 2007 the St. Croix County Board of Supervisors enacted
14 Ordinance No. 760(2007) creating Chapter 77 - Annual County Vehicle Registration Fee of the
15 St. Croix County Code of Ordinances (attached) with an effective date of January 1, 2008; and
16
17 WHEREAS, the revenues generated are an integral part of the Highway Department
18 business plan that assists the County in the highway maintenance efforts on the County highways
19 along with the various associated facilities and infrastructure; and
20
21 WHEREAS, the vehicle registration fee has contributed to an increase in St. Croix
22 County's bond rating; and
23
24 WHEREAS, the annual county vehicle registration fee is a designated revenue source
25 assisting for the core service of highway maintenance in St. Croix County that comes directly
26 from the users of highways.

28 THEREFORE, be it resolved, that the St. Croix County Board of Supervisors hereby
29 recommends continued utilization of the County vehicle registration fee under Chapter 77 of the
30 St. Croix County ordinances; and
31
32 FURTHER, be it resolved that the St. Croix County Board of Supervisors continues to
33 direct these annual fees to be an additional resource for the St. Croix County Highway
34 Department operations for highway purposes as a supplement to other funding currently being
35 utilized.
