GENERAL DEVELOPMENT PLAN
The property was purchased from Mrs . Phil Larson in May of
1979 . It consists of a small cabin approximately forty x sixty
feet, an old metal tool shed, eight x ten feet on an eight x
thirteen foot cement slab and an unused outhouse. Outhouse to be
destroyed.
The old metal shed is in very poor condition with leaks and
rust areas . It is used for storing tools and lawn furniture plus
feed for birds .
Because of its bad condition, squirrels and field mice have
been a problem.
The shed does not have sufficient room for firewood, wheel-
barrow, ladder, etc. This has resulted in unsightly litter around
the cabin.
Further, the roof of the metal shed is sharp projecting and
at eyebrow level. It has resulted in a number of injuries to
people entering and exiting the shed with several lacerations .
The new shed would be used for tools . wild animal feed, wheel-
barrow, ladders and firewood storage. It will be bolted down to
the cement slab and will be made of wood, painted dark with a roof
to coincide with the esthetic qualities of the area and the cabin.
The wooden shed contains no windows and one sliding door.

ADJACENT TO SITE
The new shed is thirteen x fifteen feet on thirteen feet x
fifteen feet concrete slab. The shed is seventy-six feet from
the cabin.

There is only one easement across the property which consists
of a power line. Please see survey sheet Exhibit "B".

Subject: Schloff's home construction, Willow River Floodway, St. Croix County
On Monday, April 26, 1982 I inspected property owned by Dr. Ivan Schloff
which is located in the Willow River floodplain in St. Croix County.
With me was Tom Nelson of the St. Croix County Zoning office.
~' Our purpose for the inspection was to inspect what I was told was some
recent building and construction on the Schloff cottage. It was apparent
when we got there that the cottage had quite recently had some extensive
work done on it. The smell of fresh paint was very noticeable. The
entire west side -of the house has a remodeled porch. The entire wall is a
series of large sliding glass combination door/windows. There is also
an additional bedroom built on the northwest end of the building. It, too,
is entirely built with glass walls. The inside of the cottage is clearly
visible from the outside and it is quite evident that the addition is a
bedroom - it contains two bunkbeds.
The house is located approximately 25 feet from the OHWM of the Willow
River. It is approximately 3 feet in elevation above the "normal" water
level of the river, and without doubt within the floodway of the Willow
River.
The anonymous phone caller that I spoke with about this construction said
that when the cottage was purchased by Schloff 3 or 4 years ago it was a
rectangular shaped building with a screened in porch. The screened in porch
was at that time converted to a permanent living space. The caller also
stated that the entire structure was re-roofed three years ago.
Mr. Schloff was granted an after-the-fact permit allowing him to keep a
small storage shed which he built in 1981 without proper county zoning
authorization.
The last time I spoke with Dr. Schloff was at a Trout Unlimited meeting at
JR Ranch. At that time I explained floodplain zoning to him.
There are developers from Minnesota that have been proposing to establish
a 40 unit subdivision in this area of the floodplain for several years.
To allow Dr. Schloff's violation of the floodplain zoning ordinance to go
unchecked will set a precedent that will be very damaging to the program
in this area.
