The St . Croix County Board of Adjustment conducted a public hearing
on May 24 , 1983 to consider the request of Steven Conroy for a special
exception use , Article 4 . 8C3b , Map Amendment , ST . CROIX COUNTY ZONING
ORDINANCE .
The St . Croix County Board of Adjustment conducted an on-site
inspection of the site in question .
After returning to open session , the following decision was rendered.
Motion by Supervisor Stephens to grant approval of the flood plain
map amendment taking a portion of his land out of the flood plain.
Seconded by Supervisor George .
Motion carried.

Stephens , yes ;
Meinke , yes .
Zouing Administrator is. to notify Mr . Conroy that he cannot start
construction until the map has been corrected by the County Board on
June 14 , 1983,

Mr . Tim Gagin of Ed Kraemer & Sons , Inc . presented the request to remove
gravel from the Kenneth Lee pit to be used for rebuilding 194 . There would
be between 40 & 80 ,000 yards removed . They also Would like to use the pit
in 1984 for replacing the .east bound lane . When the project is completed
the pit will be graded and seeded. Questions by Board members and Zoning
Administrator . There were no objections .
Mr . Steve Stuhr of Mathy Construction presented the request to put a hot
mix plant on the Cassius Booth property !on S . T .H. 128 , the blacktop to be
used for overlay on 128 .
Mr. Edward -T . Johnston and Richard Frietag requested to construct a lift
that would serve four lots in a Minor Subdivision . Covenants will be written
so that each property owner will pay for maintenance . Mr . Steve Johnson ,
MN-WI Boundary Area Commission is in favor of the lift . Mr . Jake Vander -
Voort , DNR, is in favor of the lift as long as it cannot be seen from the
river.
Mr. Steve Conroy , William Radosevich and Jim Rusch presented Mr. Conroy ' s
request to amend the flood plain ordinance taking a portion out of the flood
plain that was erroneously placed In when maps were drawn up . Mr. Conroy
wishes to construct a house to replace one destroyed by fire. Questions
py Board members .
Mr. Gerald Schouten requested to construct a garage that would be approx-
imately 85 feet from the centerline of a town road. Mr . Schouten explained
that there are hills and steep slopes around his house and this is the only
area in which he could build . The garage will not be seen from the road.
Board recessed in order to review the parcels in question.
The Board returned to sessiQ4 and presented the following decisions :
1 . Kraemer Gravel Pit . Motion by Supervisor George to grant approval
of the gravel pit on condition that land is restored after completion
of the project . Seconded by Supervisor Stephens . Motion carried .
Vote to approve : George , yes ; Stephens , yes ; Meinke , yes .

2 . Mathy Construction Hot Mix Plant . Motion by Supervisor George to
approve the temporary hot mix plant . Seconded by Supervisor Stephens .
Motion carried. Vote to approve : George , yes ; Meinke , yes ; Stephens ,
yes .
3 . Edward T . Johnston, Lift in Riverway District . Motion by S.upervisor
George to approve the lift , but Mr. Johnston will be required to wait
30 days before installation or until approval is granted from DNR.
Seconded by Supervisor Stephens . Motion carried. Vote to approve :
George, yes ; Stephens , yes ; Meinke , yes .
4 . Gerald Schouten, Setback from Road . Motion by Supervisor George to
approve the setback of 85 feet from the centerline of the road.
Seconded by Supervisor Stephens . Motion carried . Vote - to approve ;
Stephens , yes ; George , yes ; Meinke , yes .
5 . Steven Conroy Map Amendment . Motion by Supervisor Stephens to
grant approval of the flood plain map amendment taking a portion of
his land out of the flood plain . Seconded by Supervisor George .
Motion carried. Vote to approve : George , yes ; Stephens , 'yes ;
Meinke , yes . Zoning Administrator is to notify Mr . Conroy that he
cannot start construction until the map has been corrected by the
County Board on June 14 , 1983 .
Being no further business before the Board , a motion by Supervisor George
to adjourn. Seconded by Supervisor Stephens . Motion carried. Meeting ad-
journed at 2 : 30 p .m.
