According to the information provided by Planning 715-386-4674 your agent,Doug Zahler of Auth Consulting and Associates,the Town of Kinnickinnic approved ,:; ,a�w. the private road to be constructed to town standards with a gravel surface on the condition that the maintenance agreement for the road contain language re regarding the payment of fees for review and Rea!Prca 'rry � g g p Y 715 -4677 inspection services by the town's engineer. The plans submitted on July 11, 2007 reflect the final design approved by the town. Staff finds that the proposed project meets the spirit and intent of the St. R cling Croix County Zoning Ordinance with the following findings: -386-4675 1. Any construction or land disturbance activities affecting more than 10,000 square feet in area on slopes of 12— 19.9 percent is allowed with a land use permit pursuant to Section 17.12(7) of the St. Croix County Zoning Ordinance; 2. Any construction or land disturbance activities on slopes of 20-24.0 percent is allowed with a land use permit pursuant to Section 17.12(8)of the St.Croix County Zoning Ordinance; 3. In an order filed on May 14,2007,the St. Croix County Circuit Court approved and ordered a five-lot land division without need for County or municipal approval pursuant to Wisconsin Statute§ 842.08; 4. The St.Croix County Land and Water Conservation Department has reviewed the plans and tY p p r finds the erosion control and storm water management plans to be adequate,and recommends g p q that the applicants record long-term operation and maintenance plans for the storm water ponds and drainage easements against the property; and 7. The St. Croix County Highway Department has reviewed the plans, verified the arrangement a:> between the Town and the applicants regarding the terms of the approved road construction and maintenance, and affirmed that it will issue the access permit to the applicants. The applicant shall contact the Zoning Administrator when all construction is completed. 8. The applicant shall maintain the erosion control measures until permanent,self-sustaining vegetation is successfully established on all disturbed areas of the site. 9. No phosphorous fertilizers shall be used to establish and maintain a lawn on the disturbed areas of the site, unless a soil test confirms that phosphorous is needed. 10. Within 30 days of completing construction,the applicant shall execute and record an affidavit against the property referencing the storm water management plan and long-teen operation and maintenance plans for the storm water ponds and drainage easements with the Register of Deeds,and provide the Zoning Administrator with recorded copies of these documents. 11. Within 60 days of completing construction,the applicant shall submit to the Zoning Administrator photos of the completed project as viewed from all angles.The photographs must also show all storm water ponds and drainage easements. This approval does not allow for any additional construction, structures, grading, tilling, or clearing of vegetation beyond the limits of this request. Your information will remain on file in the St. Croix County Planning and Zoning Department.
