You may or may not be aware that Mr. Liddle did locate an industrial site within the extraterritorial limits of the City of River Falls. On November 24th, a lease was signed with the owner of that site, allowing Mr. Liddle to have his containers placed on that site during the course of the contract. The site is located east on Quarry Road (just north of Wolf Auto in River Falls) on property owned by Paul and Janet Cudd. If you or Mr. Thompson or Mr. Nelson have concerns about this site, you are more than welcome to go out and take a look at it, announced or unannounced. Again, if you have any questions of myself or Mr. Liddle in the future, please feel free to contact us. By the way, it's my understanding Mr. Liddle was the first hauler to apply for a license in St. Croix County. I want to assure you that from my contacts with Mr. Liddle, it is his intention to operate his business in an efficient manner and in compliance with not only state but also county regulations. CROIX COUNTY WISCONSIN OFFICE OF DISTRICT ATTORNEY .; ST. CROIX COUNTY COURTHOUSE 911 FOURTH STREET • HUDSON,WI 54016 —. (715) 386-5581 ` Y November 20, 1987 Mr. Steven B. Goff < City Attorney 710 North Main street P.O. Box 167 River Falls, WI 54022 I Re: William Liddle Garbage Contract Dear Steve: I have been asked to advise you in writing of St. Croix County's position regarding Ed Vlack's proposal that Liddle's garbage truck directly transfer refuse to Hennekens truck. Ed contends that this transfer could take place at any location because no dumpster would be left behind. After considerable thought concerning this matter, it is our position that so long as this transfer occurs within either the City of River Falls or its extraterritorial zoning jurisdiction, Liddle may do this. It is our understanding that Liddle intends to appear before the Board of Adjustments at its December meeting to request a special exception to Ag-Residential zoning. Therefore, Vlack's new proposal is a temporary solution until such time as the Board of Adjustments decides Liddle's request. I have suggested to Ed Vlack that Liddle attempt to locate the transfer of garbage, whether it be by the old proposal or the new proposal, at a site zoned industrial. I am not aware whether Liddle has found such a site. If you have any questions about this letter, please contact either Greg Timmerman or myself. Thank you for your cooperation.
