Andrea Project During the 1998 field season the Department of Natural Resources Fisheries and Habitat Management staff at the Baldwin field office propose to remove woody streambank vegetation to improve trout habitat and discourage severe bank erosion on a Fish Management Conservation Easement on the Charles and Dixie Andrea Property. The project will be conducted on the Andrea property found in T28N - R18W., Section 15 (Document 1 & 2) This land is covered by a Conservation Easement which permits habitat enhancement (Document 3). The attached work site map shows the exact location of work (Document 4). The current make up of woody vegetation on the site is primarily box elder (95%). The Department proposes to remove undesirable trees and shrubs along approximately 1,550 ft. of streambank primarily on the north bank of the river. The width of the brushing operation will vary, but for the most part will remain within 5 yards of the streambank. All undesirable trees and shrubs to be removed will be agreed upon by the Department and the landowner, and a Department Forester will help with identification and marking. All desirable trees such as oaks will be preserved. All instream cover (large woody debris) will be preserved, except where it causes severe bank erosion, in which case it will be modified as needed to keep banks stabilized and avoid log jams. A variety of methods will be used including cutting and treating stumps with Rodeo (an approved herbicide for aquatic applications) near the stream edge, and basal bark treatments of standing woody vegetation with Garlon 4A ( an approved herbicide for use in seasonally dry floodplains). Cut material will be piled and burned at a later date (winter) or chipped into mulch as time and equipment permits. Removal of woody streambank vegetation to improve trout habitat and discourage bank erosion through maintenance of "sturdy turf" grasses is a proven enhancement technique on the Kinnickinnic River and other trout streams throughout the state. Document 5 & 6 provide an excellent introduction to the reason streambanks need to be brushed. Document 7 shows the evolution of a stream such as the Kinnickinnic River: a prairie stream from a grazed state to a wooded state and to the preferred stable state. On Feb. 2, 1998 DNR Fisheries Technician and Forester met with Charles Andrea to review the proposed brushing project. On Feb. 3, 1998 the Department met with the St. Croix County Land Conservation Committee (LCC) to inform and review the project with County Representatives. The LCC encouraged the Department to continue and make application for a Special Exception Permit to St. Croix County Zoning Code 17.28 Tree Cutting Regulation. On March 3, 1998 the Department is scheduled to review project plans with the Town of Kinnickinnic and seek endorsement of the proposal.
