RE:Construction of four-season porch
Dear Mr.Oppegard:
This letter confirms zoning approval according to the building plans you have submitted. I have reviewed
your plans you submitted on September 26,2000 to the Zoning Office. Your proposal involves
constructing a 10-foot by 32-foot four-season porch of the north side of your residence.
Staff finds that the proposal to construct a four-season porch at this location meets the spirit and intent of the St.
Croix County Zoning Ordinance for the following reasons:
1. The structure meets the required 75-foot setback per staff onsite;
2. The approval of this project will not effect the public health,safety and welfare of the residents of St.Croix
County;
3. Single family residences are a permitted use in this district;
4. The addition will not create additional wastewater flows;and
5. No excavation is proposed.
A copy of your application will remain on file in the Zoning Office. Please contact Charles Andrea,town
chairman,at 425-5970,to obtain a building permit for the proposed addition.

Dear Mr. Eslinger:
The enclosed plans for our proposed +season porch were developed by Arrow
Building Center, River Falls. This included an on site visit by Arrow and review of the
original building plans of the existing structure.
Windows and doors have not been selected and are not drawn. The floor depth is 9 ft
allowing for the roof eve to fall within the 10' extension permitted for the house
expansion. The footings are dimensioned as requested.
I trust this schematic drawing meets the guidelines you outlined earlier.

RE:Construction of deck(Possible four season porch)
Dear Mr.Oppegard:
I have reviewed your site plan you submitted on June 26,2000 to the Zoning Office. On July 6,2000,in
your presence,I observed your property,specifically the location of the proposed deck. I have the
following comments regarding your proposal.
The onsite visit by staff confirmed that the proposed deck could be constructed to comply with the required
75-foot setback from the ordinary high water mark(OHWM)in accordance with the Shoreland provisions.
A grading permit is not required at this time for the project. The proposed deck is shown on the plot plan to
meet the required 75-foot setback from the Kinnickinnic River.
However,since your entire property is shown to be in the floodplain of the Kinnickinnic River according to
the St.Croix County Floodplain Zoning Maps. (See attachment#1) We can't approve any construction
without identifying the floodplain boundary on your property. You must show that the site is out of the
floodplain by contracting with a registered surveyor in the State of Wisconsin to establish the floodplain
boundary and provide elevations at the proposed construction site. I have included a list of surveyors for
your reference. These elevations are required to determine if we can proceed with our review of the
project.
Per our discussion onsite regarding the floodplain boundaries,I indicated that I would need to verify the
accuracy of the boundaries with Gary Lepak,Floodplain Engineer,Wisconsin Department of Natural
Resources. Mr.Lepak indicated that it is necessary to have proper elevations at the site to determine the
actual floodplain boundaries. Furthermore,Mr.Lepak recently reviewed the floodplain boundaries along
this stretch of the Kinnickinnic River and found the maps to be accurate.
To finalize our zoning review,you must submit the following information:
1. A floodplain survey of your property and elevations at the construction site(the survey must depict the
100-year regional floodplain).
2. A schematic drawing of the proposed deck,including footings.
Staff will revisit this request when the floodplain data and schematic drawings are submitted to this office.
