Croix County Board of Adjustment conducted a public hearing on November 19, 1986 to consider the request of Thomas Lovick for a special exception use, Article 3 . 4 B( 1) , Filling and Grading, ST. Present were Su[pervisors Meinke and Kinney. Absent, Supervisor Sweitzer . Minutes of the October meeting and hearings approved as written. OLD BUSINESS ; Mr. Tom Soderberg talked to the board on the erosion plan for their property. The project cannot be completed until spring due to weather conditions . Cost of the project is $5, 010 . Motion by Supervisor Kinney to accept the SCS proposal, and have Mr . Soderberg put $5, 010 in escrow to ensure the project will be completed . Seconded by Supervisor Meinke . Motion carried . Mr . Soderberg will have the money at the Zoning Office prior to approval . Mr . Ronald Dulitz and Robert Duzak discussed their problems with the A T & T building in the Town of Troy. Greg Timmerman, Assistant District Attorney, spoke to the board on the problems with A T & T. It is his opinion that he has no objections to the i variance . The Town Board has no objections to the variance, but there have been violations from the Zoning Office . Motion by Supervisor Kinney to approve the request of A T & T for an 84 foot setback from a town road . It shows the pro- posed location and design of the road, the existing ponding areas and the direction of water flow. The proposed road follows the higher ground between the swamps . Water should flow off both sides of the proposed road and in all directions off the cul-de-sac . VEGETATIVE PLAN Native soil will be stripped, stockpiled and reapplied in the ditches and graded areas. All ditches and graded areas will be seeded with a mixture of grasses consisting of 8 pounds of Kentucky Bluegrass and 16 pounds of Creeping Red Fescue per acre. The seed bed will be prepared. with the application of 20-10-10 fertilizer at the rate of 435 pounds per acre mixed into the top 3 inches of soil. Hay or straw mulch will be applied at the rate of 1� tons per acre . and will be punched into the soil with a dull weighted disc. On the steeper slopes, southwesterly of the cul-de-sac, a silt fence will be constructed or straw bales will be dug in and staked in place to slow down the rate of water flow coming off the graded areas. CULVERTS An 18" culvert will be placed at the intersection of the proposed road and Highway "35" & 1164" . WATER DRAINAGE The proposed direction of water flow is nearly identical to that which currently exists. Water will flow off to each side of the proposed road and then follow the natural drainage patterns. The area immediately surrounding the proposed road is covered with thick tall grasses which will allow for maximum water percolation.
