INTRODUCTION In November 2013 this soil tester was contacted by another soil tester as there are A+0 soil conditions within the subdivision that now is in the phase for final approval. Shawn Bird, Master Plumber/Certified Soil Tester did find sites for Private On-site Wastewater Treatment Systems (POWTS) on Lots 26, 33, 34, and 35. Site and soil evaluation reports were completed by that soil tester. It was determined that Lots 28, 29, 30, 31 and 32 did not have A+4 conditions that is required per the State of Wisconsin, Department of Safety and Professional Services (DSPS) regulations. After further soil investigation, lot 28 does have A+4 conditions and was approved by this soil tester. At this time the POWTS for Lot 32 wilt be placed on Lot 30 with an easement. This report is required to determine the suitability for installation of POWTS for tots 29, 30, 31 and 32 in lieu of groundwater monitoring. This property was an existing farmstead. Cottonwood South was approved with twenty-five tots. Most of these tots have been developed with POWTS that range from in-ground conventional trench systems to pretreated systems. Cottonwood South 1St Addition had preliminary approval. See attached soil evaluation reports submitted November 2007. Pits that were evaluated had depths to limiting factors from 0 to 110 inches. The property is located 3 miles east of Hudson and 4,h miles west of Highway 65 off from County Road N. The property owner has requested the interpretive determinations so that he may obtain final subdivision approval with property functioning POWTS. ll. PREPARATION OF REPORT This report is being prepared according to the standards set forth by DSPS of the Wisconsin Administrative Code for Soil Evaluation Reports and a guideline prepared by Leroy Jansky called "Preparing the interpretive Determination Report" (March 13, 2002). s Page 2-'Cottonwood South 1'Addition Ill. REQUIRED INFORMATION A. The Soil Evaluation Report has been conducted according to SPS 385, Wis. Adm.-Code and is attached as part of this report. Field work included twenty two backhoe pits that were evaluated. Fifteen pits where used to complete this report for 5 lots. (Plan attached) B. Local Hydrology 1. Surface Water: no ponding appears to take place on the Site (40 acres) based on the-slope of the land and constructed waterways to divert water from the site in one direction. Outlot 3 is used for the purpose of water diversion to the pond located near the northeast corner of the property. 2. The tested areas are sloped that will allow movement of water. 3. Subsurface Water: some rainfall leaves the site and some is absorbed into the A horizon. Some evapotranspiration will take place. The silt loam texture within the A horizon has good structure with root and worm action taking place. The subsoil has a higher clay in some areas and sandier in other areas based on parent material and a weaker structure which tends to hold more water due to the evidence of redoximorphic features which varies from 10 inches to various depths. 4. Soil Saturation: soil appears to become saturated under the A horizon due to evidence of the redoximorphic features. This does vary depending on the subsoil`and parent material. The site soil association-stated',in the Soil Survey of St Croix County is a Santiago-Otterholt-Arland. It is a well-drained, gently -sloping to steep site with medium textured soils on tilt J . Page 3 - Cottonwood South 1"Addition plains. 5. Surface Water Elevations - this area is within the St. Croix River Valley located between the Willow River and Kinnickinnic River. There are surface waters that consist of two small ponds near the proposed site. The nearest bodies of water is Little falls Lake located within the Willow River State Park approximately five miles to the northwest and Twin Lakes located 2 '/z miles east. Smaller bodies of water are also noted. See the map below from the St. Croix County website showing the location of these bodies of water. The elevation decreases to the north. See the attached St. Croix County Soil Survey map and USGS topographic map below. Parent Material - The parent material varies from dolomite, sandy material or windblown silt. 2. Landform Type - The proposed system is glacial deposits of ground moraines created by the glacial period in Wisconsin. 3 r Page 5 - Cottonwood South 1'Addition 3. Landscape Position and Local Topography - The slope positions are on the backslope of the landscape. The shape of the slope is linear and convex to a minimum degree on the side slopes. The ground surface elevations range from 1057 to 1068 feet mean sea level. Real elevations were used at this time so as duplicate work did not have to be completed. D. Soil Series and Mapping Units - The Soil Survey of St. Croix County has the area mapped as mostly Santiago Series with some Jewett and Freeon Series. There is a smaller area of Derinda Variant. This soil tester encountered the conditions similar. See St. Croix County Soils map: N NNE C 'f t2� a GItMRt!,I� O A1, Id a �l *.ty ^ 3 Page 6 - Cottonwood South 15t Addition The typical profile for the Santiago Series is (in a cultivated area): 0-7", dark grayish brown, very friable, weak fine silt loam 7-11", brown, very friable, weak thin and medium platy silt loam 11-17", brown, very friable, weak fine silt loam 17-20", dark brown, very friable, weak thin platy silt loam 20-24", reddish brown, friable, moderate loam 24-30", reddish brown, friable, heavy, moderate loam 30-34", yellowish red, friable, heavy sandy loam The Series is described as well drained soils on gently sloping to steep areas on foot slopes of ground moraines. The A horizon is of a dark grayish brown Munsell color 10YR4/2 which indicates it is not a wet soil. This indicates that relatively good drainage is occurring with aerobic conditions in the top seven inches. It is not black as a histosol soil. The typical profile for the Jewett Series is (in a cultivated area): 0-9", very dark grayish brown, friable, moderate silt loam 9-11", dark grayish brown, friable, weak silt loam 11-19", brown, friable, moderate silt loam 19-26", brown, friable, moderate silt loam 26-37", yellowish red, friable, weak heavy sandy loam 37-60", yellowish red, massive sandy loan The Series is described as well drained, moderate permeabte soils on nearly level to sloping in till plains, ridges and wide drainageways of ground moraines. The A horizon is of a very dark grayish brown Munsell color 10YR3/2 which is not a wet soil color. The typical profile for the Freeon Series is (in a cultivated area): 0-8", very dark grayish brown, friable, moderate silt loam 8-11", brown, very friable, moderate silt loam 11-18", brown, friable, moderate silt loam K Page 7 - Cottonwood South 1"Addition 18-23", dark brown, friable, moderate silt loam with common mottles 23-29", reddish brown, firm, moderate loam with common mottles 29-34", reddish brown, firm, weak loam with common mottles 34-60", yellowish red, firm, massive sandy loam with common mottles The Series is described as moderately well drained on low ridges and foot slopes of ground moraines with underlying reddish sandy loam till. The A horizon is a dark brown Munsell color 10YR3/2. i The typical description of the Derinda Variant Series is (in a cultivated area): 0-9", very dark gray, fri ble, moderate silt loam 9-14", dark grayish bro n, firm, moderate silt loam with common mottles 14-18", brown, firm, moc erate silt loam with prominent mottles 18-25", olive, very firm, strong silty clay with prominent mottles 25-30", olive gray, very firm, moderate silty clay with prominent mottles 30-40", olive gray and pale green, massive, silty clay weathered from shale with prominent mottles 40-60", olive gray and pale green, massive, clay shale The Series is described as somewhat poorly drained soils of the shale uplands formed in silty sediment and the underlying silty clay weathered from shale. The A horizon is a very dark gray Munsell color 10YR3/1. E. Field Observations - the proposed site is a cultivated field and has been for many years. The soils identified were similar to the Series described above. Y Page 8 - Cottonwood South 1'Addition It was observed that the area has been tilled and planted with grasses. There has been some construction on the sites as the building pads with driveway entrances, roads and ditches have been built. The POWTS locations have not been disturbed. F. Comparative Analysis - Most pits had low and high redoximorphic conditions under the A horizon that were few, fine, faint to many, large, distinctive. There were a few pits that did meet the A+4 inch requirement which indicates that the soil and moisture conditions vary in the subsoil. There is no prolonged saturation for more than 7 consecutive days within the A horizon or 0-10 inches on any of the lots 23 thru 31. Development has occurred surrounding the 40 acre proposed addition on soils mapped the same. See attached area maps. G. Government Reports and Comments - County Zoning Specialists Pam Quinn and Ryan Yarrington met with this Soil Tester on December 12, 2013 and reviewed soil reports and backhoe pits on each lot and agrees with the findings and necessity for A+0 interpretation determination reports. IV. Conclusion and Recommendations - the sites are suitable for a POWTS as evidenced by the redoximorphic conditions described in the Soil Evaluation Reports. There appears to be no evidence of hydric soils or hydrophytic vegetation. Most of the surface water leaves the site due to the position in the landscape and water diversions already constructed. There is a slope to the sites of 3.5 to 7 percent and no surface ponding anywhere near the POWTS location. No prolonged saturation occurs within the top 10" or A horizon as evidenced by lack of the redoximorphic features. There are no soils having peat or muck. These are for all the lots (29-32) 1. The sand fill shall be 2.50 feet of code required ASTM C-33. . r Page 9 - Cottonwood South 15L Addition 2. The systems shall be as long and narrow as possible. 3. Plow depth should be the depth of 16 inches during construction to break up the platy conditions to enhance vertical infiltration and during dry soil conditions so there is no chance of soil smearing. 4. The system loading rate to be a maximum of 0.4 GPD/ft2. 5. Construct the toe area of the mound systems at a 1:4 ratio instead of the required 1:3 to increase basal absorption area. 6. System contours should be located at the highest possible elevation within the tested area. 7. Final construction shall included diversion of any surface waters from the POWTS area. The State of Wisconsin, Department of Safety and Professional Services will review the site and report to make a final decision.
