Adm. Code This system shall be operated in accordance with Comm 82-84 W .Code, and shall maintained in accordance with its component manuals [SBD-10570-P (R. 06/99) and SSWMP Pub. 9.6 (01/81)] and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be prosent that could cause death. Septic and pump tank abandonment shall be in acoordancxi with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall tie sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be roplaoed. Exposed access openings greater than 8-inches in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. SeMI~ Tank The septic tank shall be maintained by an individual cert-fied to service septic tanks under s. 281.48, Stets. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet filter shall be assessed at least once every 3 years by inspection. The outlet faker shall be cleaned as necessary to ensure proper operation. The fiker cartridge should not be removed unless provisions are made to retain solids in the tank that may slough off the filter when removed from its enclosure. if the filter is equipped with an alarm, the filter shall be serviced ff the alarm is activated continuously. Intermittent finer alarms may indicate surge flows or an impending continuous alam-. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 113 the liquid volume of the tank. If the contents of the tank aro not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the next service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. At-grade and Pressure Distrlbulfon Svstem No trees or shrubs shaukt be planted on the at-grade. Plantings may be made around the et-grade's perimeter, and the at-grade shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffx: (other than for vegetathre maintenance) on the at-grade is not recommended since soil compaction may hinder aeration of the inRkrative surface within the mound and snow compaction in the winter will promote frost penetration. Cokl weather installations (October-February) dictate that the at- grade be heavily mulched as protection from freezing. Influent quality into the at-grade system may not exceed 220 mg/L BOD5, 150 mg/L TSS, and 30 mg1L FOG for septic tank effluent or 30 mg/L GODS 30 mg/L TSS, 10 mg/L FOG, and 104 cfu/100 mL for highly troated effluent. Influent fkriv may not exceed maximum design flow specified in the pemtit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommemded that each ~teral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the in'dial test when the system was installed to determine if orifice clogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 4 inches conside-ed as an impending hydraulic failure requiring additkmal, more ftequent monitoring. ~~tlnaencv Plan If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. If the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defecYnre component(s) shall be immediately repaired or replaced with a component of the same or equal performance. If the at-grade component fails to accept wastewater or begins to discharge wastewater to the ground surface, it will be ropeired or replaced in its' present location by increasing basal area if toe leakage occurs or by ronovating the biologically clogged absorption and dispersal media, installing new piping, and replaclng other components as deemed necessary to bring the system into proper operating condition. I cannot find my inspection report for this site but I do recall being there with the county inspector last year on September 15 according to other records I keep, Anyway, my recollection of the site was that an at-grade system made the most sens® for the e~oil conditions present, The problem that I recalled Is that loamy bands were present In the sandy subsoil that would slow down wastewater dispersal. 1 didn't feel a below grade system would do the future owners Justice. I speaking with Fogerty on the telephone today he apparently used the term "saturated" on his report to describe a very moist condition (actually field capacity). Me did not report and redox were the soil was vary moist and because of the bands present It would be reasonable to assume that short term wetness would b9 appareht after major precipitation events. Fogerty stated that there was no free water (saturated) near khe 36 inch dopth since the water did not flow out of the soil M It was Just vary moist. I personally believe that this site is acceptable for an at-grado system and that theta is more than 36 Inches of suitable soil material for proper operatin of an at-grade system. CROIX COUNTY This onsite investigation was requested by the owner because of conflicting soil test reports by Certified Soil Testers Schumaker and Fogerty. The county inspector and myself had previously viewed this site and stated that we felt a below grade conventional system was not appropriate for the soil conditions present in the area of Schumaker's test. However, we felt the site and soils were suitable for an at-grade or mound type system. Three additional soil pits constructed by the owner were reviewed by the county inspector and myself on June 27, 2006. In addition, I have compiled a site plan locating the test pits reviewed on June 27th as well as the soil borings completed by Schumaker and Fogerty. The elevations given are referenced to Fogerty's bench mark, and the locations of Fogerty's and Schumaker's borings are taken from their site plans. All soil test boreholes are located on my site plan. The only overlap of soil borings is around X/4, T-2, and B-2. To compare the other soil borings or test pits to the site evaluated by Schumaker or Fogerty other than in this one area may be unfair considering the complexity of soil variations at this site. It is my opinion however, that based on the close proximity and similar topography, it would be acceptable to compare conditions in this overlap area. The soil pits reviewed on this date had been excavated and left open for some time and were very dry. Moist soil colors were reported by spraying the soil with water. The upper 31 inches of T-2 were so dry and hard that it was impossible to report conditions accurately so none were recorded besides horizon thickness. However, the lower portion of this pit was in better condition and was described in detail. Page 2 of 3 Lot 72 Emerald Acres, 1st June 27, 2006 The soil series in this area appear to be mapped as the Chetek-Onamia Complex. Generally, these soils are well-drained and acceptable for subsurface onsite systems. However, included in this mapping unit are areas were the subsoil formed primarily in reddish colored sandy foam or loam glacial till. This seems to be the case at this site. Glacial till subsoil material is most times very dense and compact. This limits or restricts water movement through the till and this is often indicated by the presence of redoximorphic (redox) features (indicators of seasonal soil saturation) consisting of iron (Fe) concentrations and depletions. The presence of redox features in the till layer was not reported by Schumaker and this fact is the major reason an above grade system such as an at-grade or mound needs to be used at this site. Fogerty also reported soil saturation at around 4 feet depth in several of his soil pits and this. roughly corresponds with the presence of redox features in my T-1. Schumaker did not report saturated conditions or any redox features in the sandy substratum in any soil pit. However, Fogerty's observations at X/4 are similar to mine at T-2 and these unsuitable conditions are in contrast to Schumaker's B-2 where he reported suitable conditions. These three soil pits are very close to each other and therefore I believe Schumaker's report is in error by not reporting similar unsuitable conditions. Soil profile data collected at this site by Fogerty indicates that an above grade system needs to be used for onsite wastewater treatment and dispersal in order to function properly. By proper function I mean effective wastewater treatment and dispersal. I am in agreement with Fogerty's determination and proposal to install an at-grade system at this site. Even though there is not much of an overlap of Schumaker's tested area with that of Fogerty's and the test pits dug by the owner, it is my opinion that Schumaker's tested area should not be used for a below grade type of system. In addition, part of the new driveway now runs through the western end of the area evaluated by Schumaker which makes an above grade system in this area impossible due to soil compaction.
