Staff finds that the proposed project meets the spirit and intent of the St. Croix County Zoning Ordinance with the following findings: 1. Filling and grading of 12 to 24.9% slopes is allowed with a land use permit in the Industrial District pursuant to Section 17.12 (8) (a) through (f) of the St. Croix County Zoning Ordinance. 2. The applicant submitted a stormwater management and erosion control plan that was approved by the DNR for their storm water runoff permit. With conditions to follow the approved plan this proposal will not be detrimental to the steep slopes or cause erosion. 3. Steve Olson from the Community Development reviewed the stormwater and erosion control plan and concurred with the DNR's approval. 4. The proposed structure will be connected to an existing sanitary system. 5. The proposed structure has conditional approval from the State Building Inspector. Prior to commencing construction, the applicant shall install the approved erosion and sediment control measures. 2. The applicant shall obtain all applicable permits and approvals required for construction of the structure and a reconnect permit for the sanitary system. 3. The applicant shall maintain all erosion and sediment control measures until permanent, self- sustaining vegetation is successfully established on all disturbed areas of the site. 4. No phosphorous fertilizers shall be used on the disturbed areas of the site, unless a soil test confirms that phosphorous is needed for establishing permanent vegetative cover. Within 30 days of completing the project, the applicant shall submit to the Zoning Administrator photos of the stormwater infiltration devices and disturbed areas for documentation of compliance with conditions. Photos may be sent electronically via e-mail attachment. This approval does not allow for any additional construction, structures or structural changes, grading, filling, or clearing of vegetation beyond the limits of this request. It is your responsibility to ensure compliance with any other local, state, or federal rules or regulations, including obtaining a building permit from the Town of Warren. CROIX COUNTY LAND USE PERMIT APPLICATION Request Statement The purpose of this request is to excavate/grade for a proposed 12,000 SF building on the Enterprise Park property (see attached plat page showing location).The building is I re- proposed to be a slab on grade (except for the loading dock foundation wall), pre- engineered a mason building, engineered building. The grading will include demolishing masonry g, excavating (including a borrow area on the property), slo a construction, borrow area 9 ( 9 p restoration, storm sewer, biofilter bed construction, sanitary sewer, water lines, and rough grading of salvaged top soil. The landscaping subcontractor will fine grade the top soil, seed, mulch and place erosion mat as necessary. The existing septic tanks and drain field will serve the new building. The existing septic tanks and drain field were designed for the former military base, which served about 50 military personnel. The existing well and pump house will also be utilized for the new building. Project Schedule The intent is to start the project this fall. Construction is expected to be completed by the end of June. Seeding, fertilizing and mulching will take place in mid to late May 2014. Paving will take place in June 2014. Contractor List Cedar Falls Building Systems, Inc. is the Design/Build General Contractor. TL Sinz Plumbing is the plumbing subcontractor. Cedar Falls Heating &Air Conditioning is the HVAC subcontractor. Landscaping subcontractor is RB Landscaping. Paving subcontractor has not been selected yet.
