The St. Croix County Board of Adjustment conducted a public hearing on
April 24, 1984 to consider the request of Paul Germain for a special exception
use, Article 8.4 B(4.) (b) , Setback from a Town Road, ST. CROIX COUNTY ZONING
ORDINANCE.
The St. Croix County Board of Adjustment conducted an on site inspection
of the site in question.
After inspection, the St. Croix County Board of Adjustment entered an
lixecutive Session to discuss the request.
After returning to open session, the following decision was rendered:
Motion by Supervisor George to grant approval of the setback as the addition
presents no further intrusion to the highway. Seconded by Supervisor Stephens.
Motion carried.
George, yes;
Stephens, yes;
Meinke, yes.
All variances approved must be acted on or constructed within one (1) year
From date of approval or they shall be null and void.

BOARD OF ADJUSTMENT MEETING AND HEARINGS
April 24, 1984
10:00 - 3:30 p.m.
Meeting called to order by Chairman Meinke at 10:00 a.m. in the County Board Room of
Liu, St. Croix County Courthouse, Hudson. All members present. Minutes of the March
hearings and meeting approved as written.
Old Business: Decision on the Park Broadcasting radio tower in the Town of Somerset.
Zoning Administrator read conditional use permit as drawn up by the District Attorney.
Motion by Supervisor Stephens that conditional use permit not be approved until all
persons have signed the permit. Seconded by Supervisor George. Motion carried.
Hearing called to order at 10:00 a.m. to hear the following requests:

1 . Mr. Gregory Huppert presented his request to construct a house that would be 100 feet
from the centerline of a town road. A hill restricts the 133 foot setback. Mr. Louis
Huppert, owner of the property, has no objections.
2. Al Berg, Consulting Engineer for the Village of Baldwin,explained the reason for
the requested variance. Questions by members of the Board.
3. Edward T. Johnston (Richard G. Frietag) presented the request of Mr. Johnston to
have a dock on the St. Croix River. Approval has not been received from the U. S.
Corps of Engineers. Mr. Steve Johnson, M.W.B.A.C. , encourages consolidation of
slips on ,the river. Docks not be constructed until the houses are construct, '.
Docks shill be femoved at the end of each season. Mr. Jake Vander Voort, DNR,
stated tl.st the docks not be- constructed until houses have been built.
4. Mr. Davic_ Black presented the request to have a feed lot on his parcel of approx-
imately eight (8) acres. He will be constructing a manure storage pit on the property.
5. Mrs. Paul Germain presented their request to construct an addition to their present
house that would not be closer to the road than their present home.
0. Mr. Terrence Barrette presented their request to construct an, addition to their present
Ionise nand gar;age that would be 128 feet from the centerline of CTH "V". Questions
by members of the Board.
7. Mr. Robert Raleigh presented the request of Alice, Inc. to construct a `oot bridge
and rip rap the shore of the Apple River.
Motion by Supervisor Stephens to close the hearing to inspect the properties in question.
Board went into executive session and returned to open session to render the following
decisions:
1 .1 . Gregory Ruppert: Motion by Supervisor Stephens to grant a 100 foot setback from
Chapman Road to accommodate the hill on the property. Seconded by Supervisor
George. Motion carried. Vote to approve: Meinke, yes; George, yes; Stephens, yes.
2. Village of Baldwin: Motion by Supervisor George to grant approval in order to accom-
uwdate present sewage treatment plant and its addition. It presents little future'
interference with county highway. Seconded by Supervisor Stephens. Motion carried.
Vote to approve: George, yes; Stephens, yes; Meinke, yes.
3. Edward T. Johnston: Motion by Supervisor bL,� ns to approve the request for a dock
on the St. Croix River upon receipt of written approval of the U. S. Corps of En-
gineers, and receipt of a building permit for a house on the property; a written
guarantee that the dock will be removed after the boating season, and approval from
D.N.R. and M.W.B.A.C. Zoning Administrator to inspect upon completion. Seconded
by Supervisor Meinke. Motion carried. Vote to approve: George, yes; Stephens,
ves; Meinke, yes.
h. Urcvid_Bluc_k: Motion by Supervisor Stephens to grant approval as the feed lot would
i,resent no problems and it is the best use of the set of farm buildings. Seconded •
by Supervisor George. Motion carried. Vote to approve: George, yes; Stephens,
yes; Meinke, yes.
5. I'anl Germain: Motion by Supervisor George to grant approval of the setback as the
;.addition presents no further intrusion to the highway. Seconded by Supervisc:,-
Stephens. Motion carried. Vote to approve: George, yes; Stephens, yes; Meinke, yes.
6. 'I_c•rrence Barrette.: Motion by Supervisor George to approve the request as the new
,•onstruction will be in line with present buildings and be no closer to CTH "V". `
:ieconded by Supervisor Meinke. Motion carried. Vote to approve: George, yes;
Stephens, yes; Meinke, yes.

J. ;%lice, Inc. : Motion by Supervisor Stephens to approve the rip rap and bridge
L11)011 written receipt of approved plans by U.N.R. and Zoning Administrator inspect
the property upon completion. Seconded by Supervisor George. Motion carried.
Vote to approve: George, yes; Stephens, yes; Meinke, yes.
Motion by Supervisor George to adjourn. Seconded by Supervisor Stephens. Motion carried.
