Existing vegetation is mowed and raked off the site. The mound basal area(L x V) is plowed with a moldboard or chisel plow. Plowing may not proceed if the soil is wet enough at the plow depth to form a 1/4 inch soil wire when a sample is rolled between the palms of the hands. 'ASTM C-33 quality sand is placed immediately after plowing. Sand is placed with a tracked machine keeping 12 or more inches of sand under the tracks or is placed overhead by a backhoe. Special care must be used when placing sand of less than one foot thickness to miirimize compaction of the plowed surface. After the topsoil cap is placed, the entire mound is seeded and mulched to promote vegetative growth, limit erosion and protect from freezing:. The observation pipes are slotted in the lower 6 inches and secured in place with rebar or a closet flange. 9 10/071gj Page 3 of Pressure Lateral Layout Two Laterals -- End Manifold 4 Threaded f Ceeanout Lateral Turn-up 10 Plug Manifold ' i M X -- F; Long L Force Main ,r . E 400 South 2"d Street '`,, Hudson, WI 54016 Code Administrat 1, RE: Compliance deposit refunds for Cottonwood South '07 lots 715-386-4680 Section 36, Town of Hudson c Land Information Fri. Plannin Dear Mr. Bast: g 715-386-4674 1 recently reviewed the Board of Adjustment Decision for the above subdivision while processing a sanitary Real Prope;. '"`` p 9 permit application and noted that you have compliance deposits that 715-3 `677 may be eligible for refund. According to Condition #5: Y00 Q'f a i C'TGrJ--L Re .:cling "The plan shall be accompanied by a $100 nonrefundable staff review fee and a cash 5; -386-4675 compliance deposit for the lot. The compliance eposit or a six o s un er cons ruc ion shall be $1,100 each, and the compliance deposit for the remaining lots in the subdivision shall be $300 eachThe cash compliance deposit will be held by the Zoning Administrator until construction is complete, permanent vegetation has been established, and the project ' is found to be in compliance with the conditions of this approval, at which time the deposit will be refunded in full. Upon completing construction on each lot, the applicant shall submit to the Zoning Administrator photos of the completed construction and certification from the project engineer that the construction has been completed as approved to serve as proof of compliance." AV Our sanitary database records show eight(8) permits were issued whose POWTS have been installed and inspected. However, there are some non-compliance issues that must be resolved before lots 2 and lot 24 will be considered "complete". We need to obtain elevations and documentation of the building sewer and tanks that were installed on lot 24 without county inspecto and the mound on lot 2 does not meet the required setback from the north lot line. When we have received photos that document completion of construction on each lot, your deposit refunds will be processed. hifZ' S' ely, A ` 1 Pam Quinn Zoning Specialist Cc: Brian & Molly Hayes, lot 24 property owners Andre Buechner, lot 2 property owner ST.CRoIX COUNTY GOVERNMENT CENTER 1 101 CARMICHAEL ROAD, HUDSON, WI 54016 715386-4686 FAX PZ @CO.SAINT-CROIX.WI.US WWW.CO SAINT-CROIX WI US Cover Page Shaun Bird Bird Plumbing Inc. 1432 120th St. New Richmond Wi 54017 715-246-4516 Date: 3/26/14 Owner: Kernon Bast Location: SE 1/4 SW1A S36 T29 N,R19W 855 Settlement Dr. Hudson System type: In-ground absorbtion system(conventional) Manuals Used: In-ground absorbtion system (version 2.0) Page# 1. When power is restored the excess wastewater will be discharged to the dispersal cell(s)in one large dose, overloading the oell(s)and may result in the backup or surface discharge of effluent. To avoid this situation have the contents of the pump tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POWTS Maintainer to assist in manually operating the Frump controls to restore normal levels within the pump tank. dispersal cells. Do not drive or park over,or otherwise disturb or compact, the area within Do not drive or park vehicles over tanks and 15 feet down slope of any mound or at-grade soil absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and prolong the life of tthhe POn dra: antibiotics; baby wipes; cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; (sump pump) water; fruit and vegetable peelings; gasoline; grease; herbicides; meat scrape; medications; oil; painting products; pesticides;sanitary napkins;tampons;and water softener brine. ABANDONMENT When the POWTS fails and/or is permanently taken out of service the following steps shall be taken to insure that the system is properly and safely abandoned in compliance with chaptor Comm 133,33,Wisconsin Administrative Code: • All piping to tanks and pits shall be disconnected and the abandoned pipe openings sealed. • The contents of all tanks and pits shall be removed and properly disposed of by a Septage.Servicing Operator. • After pumping, all tanks and pits shall be excavated and removed or their covers removed and the void space filled with soil, gravel or another inert solid material. CONTINGENCY PLAN It the POWTS fails and cannot be repaired the following measures have been, or must be taken, to provide a code compliant replace ant system: 21,a S /S -- suitable replacement area has een evaluated and may be utilized for the location of a replacement soil absorption system. e rep acement area should be protected from disturbance and compaction and should not be infringed upon by required setbacks from existing and proposed structure, lot lines and wells. Failure to protect the replacement area will result in the need for a new soil and site evaluation to establish a suitable replacement area. Replacement systems must comply with the rules in effect at that time. ❑ A suitable replacement area is not w0lable due to setback and/or soil limitations. Barring advances in POWTS technology a holding tank may be installed as a last resort to replace the failed POWTS. ❑ The site has not been evaluated to identify a suitable replacement area. Upon failure of the POWTS a soil and site evaluation must be performed to locate a suitable replacement area. If no replacement area is availkible a holding tank may be installed as a last resort to replace the failed POWf S. ❑ Mound and at-grade soil absorption systems may be reconstructed in place following removal of the biomat at the infiltrative surface. Reconstructions of such systems must comply with the rules in effect at that time. «WARNING>a SEPTIC, PUMP AND OTHER TREATMENT TANKS MAY CONTAIN LETHAL GASSES ANDIOR INSUFFICIENT OXYGEN.
