As we discussed, your project cannot be processed as a land use permit since the disturbed area will exceed 10,000 square feet within the Shoreland District of a pond. The project will require a special exception permit pursuant to Section 17.29(2)(e) of the Ordinance. I have attached the application form and supplemental information sheet for your convenience The due date is Monday, August 6th. We can apply the $350 fee you paid for your land use permit toward the fee for the special exception permit, so you will need to submit an additional $750 at the time you submit your application. According to the information you provided, the project area is currently used as cropland and does not feature any slopes of 12% or greater based on your estimation. Given these site characteristics and the lack of steep slopes or sensitive areas, it may not be necessary to submit pre-and post-construction 2-foot contours. At minimum, we will need to see the grading limits and total square footage of the disturbed area, approximate percent slopes and existing drainage areas, placement and description of proposed erosion control measures, and the location of proposed drainage and infiltration areas (such as rain gardens) shown on the site plan. Please be advised that while this may be sufficient for staff, the Board of Adjustment may wish to see more accurate topographic information. The more information you provide as part of your application, the better your chances for approval at the time of the hearing and the less likely the Board will be to table your application. Any photos you could submit of the site would be very helpful. If you have any questions on how to calculate the volume of storm water runoff for the design of the infiltration area, please contact Steve Olson at the LWCD. We are building a single family home with a private sewer system on a portion of our 40 acres. Our property is currently undeveloped and has no existing structures on it. We have already filed and obtained a state sanitary permit from St.Croix County to construct a private sewer system. Per discussion with Steve today,documentation requirements will be met with the enclosures herein and descriptions below. They are: • Enclosed is a site plan showing dimension of the house,sewer,driveway,setbacks,etc. Included are slope directions indicated by arrows and the pond location. A separate drawing of the exact measurements of the house is included as a separate page. • Our property is on M&street between 130th avenue and 140"'avenue. Neighboring properties are approximately Y mile from our property in all directions. • Soil composition is sandy. • The grade of the soil is flat to the west,southwest and south of the house location. The grade is flat between the house location and the pond(to the back of the house). The grade slopes to the north and west from the front of the house. The slope above and below of the sewer system slopes to the north. All slopes are away from the pond. Furthermore,the pond is surrounded by trees and brush. These slopes are included in the site drawing and are indicated with arrows. • Rain water drainage would soak into the lawn and grassy areas as no excessive slopes exist. No special drainage considerations are needed. • No special erosion considerations such as retaining walls,etc.will be necessary. • Brad Wevers Construction will be building the house. During construction a silt fence will be erected behind the house for the full length of the house between the house and the trees/brush surrounding the pond in order to control sediment and the flow of any water. Additional silt fencing will be erected as needed around any dirt/soil piles during construction. • No vegetation(trees/brush)will be disturbed during construction. The house, driveway,and sewer areas are on open land and all trees and brush are around the exterior perimeter of the building location. • Post conversion,grass/lawn will be established via seeding/sodding in order to beautify the property and prevent erosion. WRDA HB Rev.118/2004 1 of 2 J r' Storm Water Management Plan,Operation and Maintenance Agreement,and Vegetation Management Agreement A condition of the special exception request granted by the St. Croix County Board of Adjustment on September 28,2007 was to create the above mentioned plans and agreements for the long term maintenance of the 75 foot setback area surrounding the pond. This comprehensive document serves as those agreements/plans. This document will also be recorded as an affidavit as required. 1. A 2'wide, 1'deep,112.5'long"berm"will be created and maintained between the back of the house and the border area of the pond. The purpose of this berm is to capture storm water runoff from the roof on the back of the house prior to it reaching the pond. 2. Rules as described in the St.Croix County Code of Ordinances Land Use and Development Chapter 17 Zoning,Subchapter III Shoreland Zoning 17.28 regarding tree cutting regulations will be followed. 3.
