Subject: UW-RF- Livestock Facility Permit Requirements
Hi Bill,
I am writing this e-mail as a follow-up to conversations I recently had with Steve Olson and Kevin Grabau regarding the
land use permit requirements for the proposed dairy operation. We found that the proposed livestock facility, which will
exceed one animal unit per acre, does NOT require a land use permit pursuant to Section 17.14(6)(h) of the St. Croix
County Zoning Ordinance based on the following findings:
• The proposed facility is within the City of River Falls Extraterritorial Zoning (ETZ) district and therefore is not
subject to the St. Croix County Zoning Ordinance.
• No facilities or animal units will be on the —111 acres that are located outside of the ETZ and within the St. Croix
County Agricultural District.
• The land use permit approved on May 31, 2007 for an animal waste storage facility pursuant to Ordinance No. 130
(85), the St. Croix County Animal Waste Management Ordinance (which is separate from the St. Croix County
Zoning Ordinance), addresses the handling and utilization of waste on the property.
Please let me know if you have any questions or concerns. Since you do not need a land use permit, we will be able to
refund your application fee in full. Please allow up to two weeks for us to process the refund on this end. We will also
send the extra copies of your application along with your refund check.
