The total disturbed area encompassed approximately 715-386-4674 9,400 square feet along the ditches and within the easement boundaries of a private access drive. According to your application, the filling and grading was minimal for the purpose of clearing Real Pr¢perry brush and weeds and adding Class V gravel to the drive surface, and did not result in any changes 715 7:, -4677 to existing topography or drainage. The site has been stabilized with grass seed and straw. Staff finds that the request meets the requirements of the St. Croix County Zoning Ordinance and the Reycling Lower St. Croix Riverway District,with the following findings: 715-386-4675 I. The property is in the Lower St. Croix Riverway District,specifically inRural Residential Management Zone; 2. The total disturbed area is less than 10,000 square feet and greater than 40 feet from the bluffline of the St.Croix River; 3. This project meets the spirit and intent of the Lower St.Croix Riverway District since it did not degrade the scenic or recreational values of the St. Croix River Valley. With conditions for maintaining permanent vegetation and monitoring drainage and potential erosion on the project site,this project will not degrade the natural values of the St. Croix River Valley and will not negatively affect the public health safety and welfare of County residents; g Y P Y h' 4. The Land and Water Conservation Department recommends that the applicant inspect and i p Pp p repair any erosion that takes place prior to vegetation establishment this spring; and 5. The W isc on sin o si Department of Natural Resources has confirmed that a Chapter 30 permit is not needed for this project and does not object to the approval of this permit. Approval of the land use permit is subject to the following conditions: 1. Within 30 days of this approval,the applicants shall submit to and have approved by the Zoning Administrator an operation and maintenance agreement for the vegetation planted within the project area to ensure that permanent vegetation establishes successfully this spring and is maintained for long-term site stability. As part of this agreement, the applicants shall regularly monitor the project area after rain events to check for drainage and/or erosion problems. 2. Within six months of this approval, the applicants shall submit to the Zoning Administrator photos of the project area and all existing vegetation. At this time, the Zoning Administrator may determine that additional vegetation and/or erosion control measures are required.
