According to your plans,the filling and grading will be 715-386-4674 :>` done to construct a house with an attached garage and a walkout design, and install a sanitary system and driveway. The total disturbed area for the project will be 16,425 square feet. Real Prorty Approximately 8,000 square feet of the total area to be disturbed will be on slopes of 715:_; 6-4677 approximately 23 percent. Staff finds that the proposed project meets the spirit and intent of the St. Croix County Zoning Ordinance with the following findings: Recycling I. Filling and grading on slopes 20 — 24.9 percent is allowed with a land use permit 5-386-4675 pursuant to Section 17.12(8) of the St. Croix County Zoning Ordinance; 2. No filling and grading will occur on slopes 25 percent and greater, which is prohibited pursuant to Section 17.12(9)of the St..Croix County Zoning Ordinance; 3. The proposed house and garage meet all required road,side yard,and rear yard setbacks; 4. Storm water runoff from the site will be directed to a drainage easement that is recorded against the property. The storm water runoff will outlet to storm water ponds that were designed for and approved as part of the Seven Oaks subdivision; 5. The St. Croix County Land and Water Conservation Department has reviewed the storm water information and erosion control plan and recommends that the applicants trench in the silt fence that has already been installed around the southern perimeter of the building site, and extend it up along the eastern side of the building site consistent with the erosion control plan. The Department also recommends that the silt fence remain in place until permanent self-sustaining vegetation is successfully established. Based on these findings, approval of the land use permit is subject to the following conditions: 1. Prior to commencing construction,the applicants shall trench in the silt fence around the perimeter of the construction site, as well as all stockpile areas, consistent with the erosion control plan. During construction,the smallest amount of bare ground shall be exposed for as short a time as possible. Immediately upon completing construction, temporary ground cover shall be used. Silt fence shall remain in place and be maintained until permanent self-sustaining vegetation is successfully established. 2. The applicants shall contact the Zoning Administrator prior to commencing construction and when all construction is completed. 3. The height of the proposed house and garage shall not exceed 35 feet as measured from the lowest adjacent grade to the midpoint between the eaves and the peak. The applicants shall not disturb slopes of 25 percent or greater. 6. Within 60 days of completing construction, the applicants shall submit to the Zoning Administrator photos of the completed project as viewed from all angles. 7. Within 60 days of completing construction,the applicants shall execute and record an affidavit against the property referencing a maintenance agreement for the drainage easement and storm water management measures on the property, and provide a copy of the recorded document to the Zoning Administrator at this time. The purpose of this is to alert subsequent purchasers of the land of the maintenance requirements. This approval does not allow for any additional filling, grading, construction, structures or structural changes or clearing of vegetation beyond the limits of this request. Your information will remain on file in the St. Croix County Planning and Zoning Department. You must obtain a building permit from the Town of St. Joseph and a sanitary permit from the County prior to commencing construction.
