I also received a complaint that a shed on your property does not meet the required side vard

and 10 feet from your principal structure(as measured from the roof overhangs). All construction
debris must also be removed from your property at this time.

Based on these findings, approval of the land use permit is subject to the following conditions:
1. The applicant shall contact the Zoning Administrator prior to commencing construction and when all
construction is completed.
2. The height of the additions shall not exceed 35 feet as measured from the lowest adjacent grade to the
midpoint between the eaves and the peak.
3. Prior to commencing construction,the applicant shall install a double row of reinforced silt fence
around the perimeter of the construction site and stockpile areas draining toward the lake. The silt fence
shall be in talled on the flat area along the top of the steep slopes. Daring con st i►ctio►

amount of bare round shall be exposed for as short a time as possible. Immediately upon completing

construction, temporary ground cover shall be used until permanent groundcover is established. Silt
fence shall be maintained until self-sustaining vegetation is successfully established.
4. No phosphorous fertilizers shall be used to establish and maintain a lawn on the disturbed area of the
site, unless a soil test confirms that phosphorous is needed.
5. Within 60 days of completing construction,the applicant shall install a roof gutter on the lake ward side
of the existing residence to direct roof runoff to a storm water infiltration area on the south side of the
residence. This infiltration area shall be sized to capture 1.5 inches of runoff form the square footage of
roof area directed to it. The infiltration area shall be constructed so that overflow is allowed to discharge
onto flat, stable ground. Runoff from the proposed addition must also be diverted to an infiltration area
or open area on the lawn where it can infiltrate into the ground before reaching the steep slopes.
6. The current level of native trees, shrubs, and groundcover on steep slopes greater than 12 percent
between the residence and the lake shall be maintained in order to:
• substantially screen the residence from the lake during summer leaf-on conditions,
• filter and slow storm water runoff from impervious coverage on the lot before reaching the lake,
• stabilize the steep slopes to prevent erosion and sedimentation, and
• preserve the natural ecology and wildlife habitat in this sensitive area(see Condition #7 below).
7. Within 60 days of completing construction,the applicant shall submit to the Zoning Administrator
photos of the completed project as viewed from all angles, including the shoreline of Bass Lake. The
photographs must also show all storm water management measures including roof gutters, rain gardens,
and/or any designated infiltration areas. The applicant shall plant additional native trees and shrubs as
required by the Zoning Administrator to meet the conditions above.
This approval does not allow for any additional construction, structures or structural changes, grading,
filling, or clearing of vegetation beyond the limits of this request. Your information will remain on file in
the St. Croix County Planning and Zoning Department. You must obtain a building permit from the Town of St.
Joseph prior to commencing construction. It is your responsibility to ensure compliance with any other local,
state, or federal rules or regulations.

LWCD comments for Roulleau LUP.
• Applicant should divert stormwater runoff from the existing and proposed structure away from the steep
slope. This could be accomplished by diverting it with roof gutters to a rain garden or infiltration basin or as
simple as diverting the runoff to a area away from the bank and allow it to infiltrate into the lawn.
• The applicant shall maintain the silt fence until self-sustaining vegetative cover is established.
• All disturbed areas should be seeded and mulched or soded as soon as possible after construction.

Subject: Roulleau Land Use Permit
From the information you've sent me on the above referenced project,
there is no filling or grading greater than 10, 000 s. f. in the setback
area or with the project as a whole so no chapter 30 permits are
required. All construction appears to be outside the 75 ft. setback, as
well as the existing structure, so NR 115 does not apply to the addition
or foundation replacement. Questions, please contact me.
