Land Information 8'.0 This letter confirms zoning approval for filling and grading to install a sanitary system on your
Planning property in the Lower St. Croix River in the Town of Troy. Staff finds that the proposed project
715-386-4674,:;F meets the requirements of the St. Croix County Zoning Ordinance and the Lower St. Croix Riverway
District, with the following findings:
Real Pro rty 1. Section 17.36 F.2.a.5) of the Ordinance allows filling and grading less than 10,000 square
715;;- G-4677 feet outside of the slope preservation zone and greater than 40 feet from the slope
preservation zone a land use permit subject to the standards in Section 17.36 H.5.
R CIng 2. The proposed grading limits to install the sanitary system span an area of less than 1,000
5-386-4675 square feet and are located greater than 40 feet from the slope preservation zone.
3. The standards in 17.36 H.5 of the Ordinance have been met as follows:
• No filling and grading of wetlands will occur as a part of this project.
• No filling and grading will occur on or within 40 feet of a slope preservation zone.
• With a condition for using BMPs for erosion control before, during and after
installation of the sanitary system, the proposed project will minimize erosion,
sedimentation, tree damage, and impairment of fish and wildlife habitat.
• With a condition to replace any native trees and shrubs that need to be removed, the
proposed project will not have a negative impact on the existing native vegetation
along the St. Croix River.
4. The Land and Water Conservation Department has reviewed the plans and recommends
that all disturbed areas are seeded and mulched immediately after installation.
5. The Wisconsin Department of Natural Resources has reviewed the plans and
recommends that disturbance to soils and existing vegetation be minimized, and that all
disturbed areas be seeded and mulched immediately.
Approval of the land use permit is subject to the following conditions:
I. This approval if for the applicant to do filling and grading to install a sanitary system on
his property in accordance with the plans received on October 2, 2006, and as provided in
the conditions below.
2. Prior to commencing construction,the applicant shall submit a Compliance Deposit in
the amount of$300 to be held by the Zoning Administrator until all conditions have been
completed and approved, at which time it will be refunded in full pursuant to Section
17.36 J.8 of the Ordinance.
3. The applicant shall follow the Best Management Practices recommended for erosion
control in the enclosed document titled Erosion Control for Home Builders.
4. Immediately upon completing installation of the sanitary system, the applicant shall seed
and mulch the disturbed area.

The installation of the new septic tank and related hookups for which the above-referenced land use
permit was issued has been completed.
Enclosed are pictures of the completed project that shows that the project has been completed as
approved. Submission of the photos thereby completes all conditions that were specified in your letter of
October 6,2006,which accompanied issuance of the permit.
Therefore, as provided in your permit approval letter,I request refund of the $300 Compliance Deposit
which I submitted to the Planning and Zoning Department prior to commencement of construction. The

REVIEW:
The Zoning Administrator will review the application for completeness and assign a file number to the application.The Zoning
Administrator may require additional information and will notify the applicant of this within 10 days.Upon receiving a complete
application and supporting documents,the Zoning Administrator will:
• send copies of the applications to the appropriate reviewing agencies for comment.Applicants are encouraged to contact their
town to discuss their application and inquire about necessary building permits and approvals at the town level;
• schedule a site visit to the a pp licant's property, which time the applicant shall flag all applicable property/project corners
and label the flags accordingly;and
• review the file and prepare findings for approval or denial of the permit within 60 days.Upon approval,the permit will be
mailed to the applicant or to the applicant's agent.
If approved,the land use permit will be valid for one year from the date of the permit issuance.The applicant may also be required to
apply through the Town for a local building permit.All site plans,pictures,and other materials submitted with the application become
the property of the Planning and Zoning Department and will remain in the file.

• lot/parcel dimensions with total lot area,property lines,and all applicable setbacks;
• location of existing access roads,right-of-way,road setbacks,and recorded easements;
• location of all existing and proposed structures and their square footage and distance from setbacks;
• location of existing and proposed POWTS,wells,driveways,parking areas,access,signs,and other features;
• location of slopes 12%and greater(minimum contours to be determined by the Zoning Administrator);
• all blufflines and slope preservation zones(Riverway)and setbacks from blufflines;
• location of the OHWM of any abutting navigable waterways and all setbacks from the OHWM;
• location and landward limit of all wetlands,specifications and dimensions for areas of proposed wetland alteration;
• existing and proposed topographic and drainage features and vegetative cover;
• location of floodplain and floodway limits on the property;and
• any other unique limiting conditions of the property or information deemed necessary by the Zoning Administrator.
For projects that involve land disturbance requests,the following additional information may be required:
❑ Detailed drawings(scale should not be greater than I inch to 200 feet).
❑ Grading plans showing grading limits and pre and post contours with a m)
❑ Project schedule and contractor list.
❑ Erosion control plans(Best Management Practices).
❑ Storm water management plan stamped by an engineer and including all calculations.
