We need to refund his remaining application fee. I believe we did advertise at least once in the papers before finding out that the lot wasn't on the PZPC agenda for approval. The lot needed to be approved prior to hearing the special exception request, thus Glen did have time to wait for this to happen and found another site in the Village of Baldwin to locate his business.
