Although you are only in a lease agreement 715,x'86-4677 � with the owner of the billboard and do not actually own the structure, our ordinance does not distinguish between the owner of the sign and the owner of the land that the Recycling 5-386-4675 sign is located on. The billboard is considered a legal non-conforming sign built in 1989 71 that exists on your parcel. Because the billboard exists on your property and is being used to advertise your business, it is considered an on-premise sign by definition and counts as your one on-premise business sign allowed along that frontage. However, this billboard could be considered an off-premise sign if it was leased to another business. Should you decide to stop leasing the sign or remove the sign from your F property, you would then be allowed to apply for a new on-premise sign for your business subject to the conditions of the ordinance. The other sign that currently exists along your frontage is the 'hay for sale' sign. This Department has no documentation of this sign and do not know exactly when it was erected. In your last email, you asked about all the other signs that exist around St. Croix County. Our Sign Ordinance has different standards for different kinds of signs, such as the real estate signs or"hay for sale" type signs. As described in Section 17.65 I'M ,. (D)(2(g), a sign used for agricultural products legally grown and offered onsite is allowed without a permit subject to specific standards. Among other standards, only F one sign per frontage is allowed with a maximum size of 32 square feet per sign. Since rk you grow and sell hay onsite, you qualify to have a sign like this. However, your existing "hay for sale" sign already counts as your one agricultural product sign allowed along I-94. Should you decide to remove the existing "hay for sale" sign, you would be wW allowed to put up a new sign for agricultural products granted the sign meets the standards of Section 17.65 (D)(2)(g). I have enclosed a copy of the Sign Ordinance for your reference. Appeals to the Board of Adjustment may be taken by any person aggrieved by a decision made by this Department. Administrative appeals to the Board of Adjustment are in accordance with Section 17.70 (6) of the St. Croix County Zoning Ordinance. Such appeals should be taken within a reasonable time. A general written statement that specifically explains the request and provides information on lighting and electrical components,method of attachment to a building or the ground,contact information for whomever will be erecting the sign, alculations for compliance with the Uniform Sign Code,and all related permits and applications(which must be attached). Detailed conceptual drawing of the sign with dimensions(scale should not be greater than I inch to 200 feet). A complete site plan showing: • project location in the town; • lot/parcel dimensions with total lot area,property lines,and all applicable setbacks; • location of existing and proposed signs and other structures with their square footage and distance from setbacks; • location of all existing access roads,driveways,parking areas,right-of-way,road setbacks,and recorded easements; • location of all blufflines and slope preservation zones and setbacks from bluillines(Riverway); • location of the OHWM of any wetlands and abutting navigable waterways and setbacks from the OHWM(Shoreland); • location of floodplain and floodway limits on the property(Floodplain);and • any other unique limiting conditions of the property or information deemed necessary by the Zoning Administrator. APPLICATION: Applications will not be accepted until the applicant has: • met with the Zoning Administrator to review the application; • submitted a minimum of 2 Copies plus the original of the completed application to the Zoning Administrator, • resolved any land use violations and paid any outstanding fees owed to the Planning and Zoning Department; • signed the application form(the signatures of the property owners and agents acting on their behalf are required),-and • submitted the appropriate application fee(nonrefundable)payable to:St.Croix County Planning and Zoning Department. REVIEW: The Zoning Administrator will review the application for completeness and assign a file number to the application.The Zoning Administrator may require additional information and will notify the applicant of this within a reasonable timeframe_Upon receiving a complete application and supporting documents,the Zoning Administrator will: • send copies of the applications to the appropriate reviewing agencies for comment.Applicants are encouraged to contact their town to discuss their application and inquire about necessary building permits and approvals at the town level • schedule a site visit to the applicant's property,at which time the applicant shall flag all applicable property/project comers and label the flags accordingly;and • review the file and prepare findings for approval or denial of the permit within 30 days.Upon reaching a decision,the County will prepare a written decision with 10 days of the decision. If approved,the land use permit will be valid for one year from the date of the permit issuance.The applicant may also be required to apply through the Town for a local building permit.All site plans,pictures,and other materials submitted with the application become the property of the Planning and Zoning Department and will remain in the file. NOTE: All maps, plans, and engineering data shall be no larger than 11" x 17". No covers, binders, or envelopes. Please staple or paperclip your application in the upper left-hand corner.
