Dear Mr. Doornink:
This letter confirms zoning approval according to the plans you have submitted to construct a grassed
waterway and reinforce the existing walls of a manure storage lagoon for soil conservation and restoration
purposes within the Shoreland district of an existing stream on site.
Staff finds that the proposed soil conservation and shoreland restoration project meets the spirit and intent of
the St.Croix County Shoreland Ordinance with the following findings:
1. The project was designed as a two-phase soil conservation practice by the St.Croix County Land and
Water Conservation Department;
2. Soil conservation practices such as runoff diversions and grassed waterways used to control
sedimentation are allowed without a special exception permit according to Section 17.29(4)of the
Shoreland Ordinance;
3. The amount of filling and grading to be done will not exceed 10,000 square feet of area during
each phase;
4. Erosion control measures will be implemented during construction as per the recommendations of
the Land and Water Conservation Department; and
5. The approval of this project will improve the existing situation by reducing the risk of manure
spillage and sedimentation and will not negatively affect the public health, safety and welfare of
County residents.
Approval of this land use permit is subject to the following conditions:
1. The applicant shall ensure that the silt fence will remain at the toe of slope of the manure storage
lagoon until self-sustaining vegetative cover is established.
2. Upon completion of the construction, the slope of the manure storage lagoon shall be mulched
immediately after seeding.
3. Prior to beginning the second phase, the applicant shall contact the Land and Water Conservation
Department to approve that there is self-sustaining vegetation on the first phase and that the site is
ready to commence the second phase.
4. Any minor change (or addition) in the project shall require review and approval by the Zoning
Administrator. Any major change and/or addition to the originally approved plan will require a
new land use permit as stated in the Ordinance.

It is important to note that some information may be waived by the Planning&Zoning Department following review of the plans
and/or a site visit by staff.

A complete site plan showing at a minimum the location of the following:
■ Identify all slopes of 20%and greater.

■ Lot dimensions—total area,
■ Location of any structures with distances measured from the lot lines and centerline of all abutting streets or highways,
■ Location of any existing or proposed on-site septic system or private water supply systems,
■ Location of the ordinary high water mark(OHWM)of any abutting navigable waterways and show all setbacks from the
OHWM.
■ Location and landward limit of all wetlands,specifications and dimensions for areas of proposed wetland alteration.
■ Existing and proposed topographic and drainage features and vegetative cover,
■ Location of floodplain and floodway limits on the property as determined from the County floodplain zoning maps.
