'7 1/36 JEv 2U13Gw,.,,.e The correct operation of the below equipment significantly influences the life of the wastewater system. Periodic inspections will help extend the life of the system and prevent the need for costly repairs. This agreement authorizes access to your POWTS equipment by a trained and authorized technician during daylight hours to provide regular inspections and routine maintenance to help assure the equipment is working properly. It is hereby agreed by and between Purchaser and Petersen Management Co., LLC (Service Provider)that in consideration of the payments provided for herein, Service Provider will provide the services of a factory-trained representative to perform periodic inspections of the equipment described below. Service Provider will prepare a written report after each inspection and provide a copy of the report to the Purchaser. This report will contain recommendations for any operation and maintenance deemed appropriate by the inspector. This agreement does not assume any responsibilities or obligations that are normally the responsibilities of Purchaser and does not extend to cover any costs that may be associated with any recommendations made under this agreement. In no event shall Service Provider be responsible for any special or consequential damages, including but not limited to, loss of time, injury to person or property or incidental economic loss due to equipment failure or for any other reason whatsoever. Service Provider may supply additional services, parts or labor only after authorization by Purchaser. This agreement shall remain in force for a period of 2 years, beginning October 24. 2013 and will automatically renew each year thereafter for one year unless canceled by either party with at least 30 days written notice. This agreement may be canceled by the Purchaser only if replaced by a service agreement with an authorized service provider for the equipment listed below. Service Provider may delay or cancel future inspections if payment becomes at least 15 days past due. Periodic Inspections: The Purchaser agrees to pay Service Provider$ 135.00 per inspection for one(1) inspection each year. Code General This system shall be operated in accordance with Comm 82-84 Wis. Adm. Code. And shall maintained in accordance with it's component manuals and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 8" in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s.281.48, Stats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis Adm. Code. The operating condition of the septic tank and outlet filter shall be assessed at least once every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions are made to retain solids in the tank that may slip offthe filer when removed from its enclosure. If the filter is equipped with an alarm, the filter shall be serviced if the alarm is activated continuously. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank. If the contents of the tank are not removed at the time of a triennial assessment, maintenance personal shall advise the owner of when the next service needs to be done to maintain less than maximum scum and sludge accumulation in the tank. Pump Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms and pumps shall be tested to verify proper operation. If an effluent filter is installed within the tank it shall be inspected and serviced as necessary. Mound and Pressure Distribution System No trees or shrubs should be planted on the mound. Plantings maybe made around the mound's perimeter and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traff c (other than for vegetative maintenance) on the mound is not recommended since soil compaction may hinder aeration of the surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations dictate that the mound be heavily mulched as protection from freezing. Influent flow may not exceed maximum design flow specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral and it is recommended that each lateral be flushed at least once every 18months. When a pressure test is performed is should be compared to the initial test when the system was installed to determine if orifice clogging has occurred, if clogging has occurred orifice cleaning is required to maintain equal distribution within the cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner and any levels above 6" considered impending failure requiring additional, more frequent monitoring. The soil evaluations were done in response to a request by the Certified Soil Tester, Mr. David Steel of Steel's Soil Testing Service, in order to determine the feasibility of constructing mound POWTS on the property. In the locations outlined in this report, soil limitations (depth to seasonal saturation) was higher than that allowed in Comm 83 for the construction of a standard mound. It is the intention of the property owner(s) to subdivide this land into 18 lots. Five of the lots were highlighted by Mr. Steel as being unsuitable for standard mounds due to seasonal saturation. The purpose of this report is to present data to support an argument for the construction of mound type septic systems on the lots designated by Mr. Steel as unsuitable for standard mounds. The soils on these lots do not fulfill the requirements of Comm 85.30(2)(a) and (b) (i.e. "A+4 rule"). However, there are factors present that indicate that mounds would function adequately on these lots and that waste water treatment would be adequate to protect groundwater. RATIONALE FOR THE INTERPRETIVE REPORT High and low chroma features in the soil as compared with matrix soil colors are considered as indicators of seasonal saturation in the State of Wisconsin. Department of Commerce Comm 81.01 (118) states: "High groundwater" means zones of soil saturation which include perched water tables, shallow regional groundwater tables or aquifers, or zones that are seasonally, periodically or permanently saturated. Comm 81.01 (119) further defines evidence of seasonal saturation in the soils: "High groundwater elevation" means the higher of either the elevation to which the soil is saturated when observed as a free water surface, or the elevation to which the soil has been seasonally or periodically saturated as indicated by the highest elevation of redoximorphic features in the soils. At least 36 inches of soil separation is required between the bottom of the soil absorption system and the redoximorphic soil features in most types of soils (Table 83.44-3, Department of Commerce). Where this does not exist, an above ground SAS must be constructed (i.e. mound or At-Grade). The initial determination of this site has found the site to be unsuitable for mound type septic systems (Soil Absorption System), as per WAC Comm 85.30(2)(a) and (b). This code section mandates that: 1. Redoximorphic features be used as an indicator of seasonal saturation in the soils. 2. Redoximorphic features appearing at depths of within 4 inches of the bottom of the A horizon shall be interpreted as seasonal saturation occurring at ground surface ("Unless determined otherwise..., the highest elevation of seasonal soil saturation shall be the ground surface where redoximorphic features are present within 4 inches of the bottom of the A horizon.") Although Comm 85.30(2)(b) mandates that redoximorphic features within 4 inches of the A horizon be interpreted as seasonal saturation to ground surface, Comm 85.60(2)(a) allows for an interpretive determination of the soil conditions and depth to seasonal saturation should this condition exist. This section states in part: "A written report by a certified soil tester evaluating and interpreting redoximorphic soil features ... may be submitted to the department in lieu of high groundwater determination data. The written report shall conclusively demonstrate that the existing soil morphological features or color patterns are not indicative of current conditions of periodic soil saturation." This is the basis for the current report. GEOLOGICAL HISTORY The subsurface formation in St. Croix County consists of the Prairie Du Chien Group (dolomite and sandy dolomite). Depth to bedrock ranges from 0 - 15 meters (Brown, B.A. (1988)). This formation is of Ordovician origin (Paleozoic era 425 mya). Dolomite appears to have been laid during the early Ordovician period, while the sandstone was laid during the late part of the period (Paull, R.K. and Paull, R.A. (1977)). Glaciation of St. Croix County occurred many times during the history of the earth, although the most recent glaciation, during the Pleistocene epoch (approximately 1 million to 10,000 years before present), is the most apparent. There were several stages of glacial advance, the most recent being the Wisconsinan stage. This was the result of the advance of the Superior Lobe and, from this, the Chippewa Lobe (Martin, L. (1965). The Physical Geology of Wisconsin. University of Wisconsin Press, Madison, Wisconsin). St. Croix County appears to be part of the geographical province of the Western Upland. As noted by Paull et al (Paull, R.K., R.A. Paull (1977) Geology of Wisconsin and Upper Michi an. Kendall /Hunt Publishing Company, Dubuque, IA), "The Paleozoic rocks ... are the retreating erosional edges of marine sediments that once extended across the Northern Highland.... Late 2 Cambrian seas washed over the Precambrian erosional surface to deposit more than 1,000 feet of sandstone, with minor amounts of interbedded dolomite." The St. Croix River has its origin in the Northern Highlands and its resistant Precambrian rock. The loess deposits in St. Croix County appear to be the result of the westerly winds carrying fine textured soils easterly to the eastern bluffs of the river and beyond. The soils observed on site suggest that the area has been influenced by glaciation. Soils appear to be loess (fine-textured, wind blown soil), underlain by glacial till. The glacial till present as parent material in the subsoil of this site is most likely the result of deposit from the Superior Lobe (Chippewa Lobe) material. Loess, present as soil of the Ap horizon, may be the result of the influence of the wind-blown fines of the St Croix River floodplain. LOCAL HYDROLOGY The Northern Highland in general, is characteristically an area of lakes, swamps and bogs. It is the primary recharge area for the major rivers in the area -the St Croix River and the Chippewa River (Paull, R.K. and Paull, R.A. (1977). The Central Plain is relatively flat or rolling hills and receives many of the waters originating in the Northern Highland. As noted on the accompanying topographic map, locally, the land surface has a gentle slope to the west on the west side of County Road F. The property itself appears to lay on a plateau, so that land east, north, and west of the property decreases in slope. The immediate area around the proposed mound system slopes west approximately 3%. Seasonal creeks are located east and southwest of the property and flow south to north or south to northwest. The topographic map consulted for this report does not indicate any wetland areas in the immediate vicinity of the proposed mound SAS. No naturally occurring areas of standing water were observed in the immediate area of the proposed mound SAS. SOIL MAPPING OF THE AREA Information on the soil series and soil characteristics for this area was gleaned from the St Croix County Soil Survey (Soil Conservation Service, 1978) and Keys to Soil Taxonomy (Soil Survey Staff, US Department of Agriculture 6~" Edition, 1994). Soils in this area have been designated Typic Glossoboralfs by the Soil Conservation Service. This has been confirmed by direct observation of the soils (see soil report attached). Typic Glossoboralfs are alfisols with: 1) a texture finer than loamy fine sand in 1 or more horizons above the argillic horizon; 2) a glossic horizon; 3) a cryic temperature regime; 4) elluvial and illuvial horizons. Soil series designation for this soil is Freeon (FoB). The soil series publication describes this soil type as "moderately well-drained soils." The drainage designation is most likely due to the fact that these soils are found on slopes of approximately 6%. The soil survey further describes this soil type as being found on "low ridges and foot slopes of ground moraines" and "They formed in silty sediment and the underlying reddish sandy loam till." This interpretation is consistent with the soils observed by me. As noted in the CST Soil and Site Evaluation, sandy clay loam was encountered in pits in the vicinity of the proposed SAS as shallow as 20 inches. Seasonal saturation (perched water table) appears to be the result of perching above this sandy clay loam horizon. Thus, this is not a true water table. As noted in the soil reports and in the body of this report, subsoils were present which had platy structure. In some cases, the platiness was due to natural causes (resulting in an E horizon). In some cases, the plantiness was found in the Bt horizon, suggesting that this was the result of plowing (plowpan or plowsole). WATER FLOW /N THE TOPSOIL AND SUBSOIL General surface water flow in the area appears to be primarily vertical for the first 9inches as a result of the well-structured, permeable, upper horizons. No redoximorphic features were observed in this horizon in the area of the proposed mound systems. Soil colors, although dark (lOYR 3/2) do not indicate that this horizon is anoxic. The sloping sites (4% to 6%) indicate that there is lateral water movement away from the proposed mound areas. This in turn, indicates that effluent will not pond under the respective systems. No puddled or massive soils were observed in the area of the proposed SAS's. Close inspection of the Ap horizons in the immediate areas of the proposed mounds did not indicate the presence of redoximorphic features. This suggests that although there is not an A+4 situation, there is adequate depth in the Ap horizons (approximately 9inches) to allow for the placement of mound SAS's. HISTIC / HYDRIC SOILS Note that the following discussion deals with histic soils as opposed to hydric soils. Both soils are saturated for extended periods of time. However, "histic" refers to saturated soils with high organic matter content. "Hydric" refers to soils that are saturated for extended periods of time, but may or may not have high organic content. "Hydric" conditions are synonymous with Aquic conditions. The reference in the first part of this discussion to histic soils is in order to identify the soils on site as being Aquic, but not histic. Keys to Soil Taxonomy (1994) defines a histic epipedon as follows: "... It consists of organic soil material ... if the soil has not been plowed. If the soil has been plowed, the epipedon normally has a high content of organic matter ... The histic epipedon either has aquic conditions for some time in most years or has been artificially drained." The Keys to Soil Taxonomy defines aquic conditions as: "those [soils] which currently experience continuous or periodic saturation and reduction.... Saturation is characterized by zero or positive pressure in the soil-water and can generally be determined by observing free water in an unlined auger hole." In neither the auger holes nor in the shallow hand-dug pits was standing water observed in the epipedon. In addition, soil colors in the epipedon were not those characteristic of organic soils (1 OYR 2/ 1). 4 Vepraskas (1996) points out 3 possible redoximorphic conditions: 1. Redox depletions around macropores and redox concentrations within the matrix; 2. Redox concentrations around macropores and redox depletions within the matrix; 3. Combination of the 2 conditions. Each of the 3 conditions has a unique etiology. Condition 1 will occur, according to Vepraskas, in situations where there is perching above a dense and slowly permeable layer. Such appears to be the condition described on the site outlined in this report. However, redox depletions were not observed in the macropores in the A horizon. DISCUSSION AND CONCLUSION General surface water flow in the area may be primarily vertical for the first 6 inches (approximately) as a result of the relatively permeable upper horizons. Permeability is moderately slow in the subsoil and is most likely perching above the dense silty clay loam and clay loam subsoil layers. Slopes of 3% west indicate that water movement is away from the mound area. This slope ensures that effluent will not pond under the system. Groundwater monitoring data, although not suitable for submission as evidence in itself that groundwater does not rise to within 6 inches of the surface, suggests that this does not take place for extended periods of time. Topographic maps and soil series maps do not indicate that this is a wetland area or an area of water accumulation. Areas where evidence of seasonal saturation was noted in the 0 to 5 inch range of the A horizon (B 1 - Sinches) is an area immediately south of the driveway. Water from the driveway contributes to an excessive amount of water in the area. In addition, this is an area of compacted soils. Compacted soils have few macropores. The predominant method of water infiltration is through the micropores. Micropores have a high matric potential, which in turn, limits water movement. PROPOSALS This soil tester feels that a mound system on this site would adequately provide effluent treatment and dispersal as long as the follows design conditions are implemented: 1. The construction of the soil absorption system must be in the area designated on the plot plans. 2. Areas lower in the landscape must not be used for soil absorption systems. The distribution cell must be designed very long and narrow with a linear loading rate less than 4.0 gpd/ft. This may limit the number of bedrooms and / or occupancy that can be serviced on the site. .~ 4. At least 2.50 feet of ASTM C-33 sand must be used under the laterals for the proposed system. 5. Maximum hole spacing in laterals must be 30 inches. 6. Slopes around the mound must be 1:4 rather than the traditional 1:3 to increase the toe absorption area. 7. The area upslope of the proposed SAS must be provided with a constructed waterway to divert water around the mound. The purpose of the waterway will be to prevent water from being trapped in the mound.
