On June 1,2001,I conducted an onsite inspection of your property. Your property is adjacent to the Willow River. According to the St.Croix County Floodplain Zoning Maps, your entire property is shown to be in the floodplain(see attachment). It is my understanding that the proposed fill project will cover an area approximately 40 feet by 60 feet(2,400 square feet)and will be 3 to 4 feet deep. This proposal constitutes a significant fill that may affect the flood storage capacity of this reach of the Willow River and may adversely affect adjacent properties. If you wish to proceed with your proposal, you will have to apply for a Special Exception permit for filling in a Floodplain according to Section 1743(3)(1). Once your application is found to be complete by staff,a public hearing will be scheduled. I have included a copy of the St.Croix County Floodplain Ordinance and a Special Exception application for your review. Permits may also be required from the Wisconsin Department of Natural Resources for this project. Please contact Eunice Post,Water and Zoning Specialist with the DNR for permit information. Mrs.Post can be reached at 715-684-2914. In your case,it may be necessary to contact with a registered surveyor in the State of Wisconsin to establish the floodplain boundary and provide elevations at the proposed fill site. I have included a list of surveyors for your reference. If you have any questions, please do not hesitate to call. Sincerely, 'lti1 fJ Rod Eslinger Zoning Specialist Enc.
