RESOLUTION OF COMMITMENT AND SUPPORT FOR
WISCONSIN DEPARTMENT OF TRANSPORTATION
(WISDOT) 2014-2018 TRANSPORTATION ALTERNATIVES
PROGRAM (TAP) AWARD CYCLE TO DEVELOP A COUNTY-
WIDE COMPREHENSIVE BIKE AND PEDESTRIAN PLAN
1 WHEREAS, the Community Development Department has been made aware of a highly
2 competitive grant program through the Wisconsin Department of Transportation called the
3 Transportation Alternatives Program (TAP), which funds bicycle and pedestrian plans at a 80%
4 grant, 20% local match; and
5
6 WHEREAS, the Community Development Committee discussed, supported, and
7 instructed the Community Development Department to proceed with the TAP application for
8 funding of the bicycle and pedestrian plan update that would combine two existing plans into one
9 document that will also incorporate local municipal bike planning; and
10
11 WHEREAS, the St. Croix County Highway Department has regularly and consistently
12 utilized the current St. Croix County Transportation Bicycle Plan to guide improvements on the
13 County Highways for the last 19 years, and
14
15 WHEREAS, the St. Croix County Transportation Committee has reviewed the resolution
16 as supported by the St. Croix County Community Development Committee, and
17
18 WHEREAS, the St. Croix County Board of Supervisors supports the pre-scoping and
19 second-round TAP application submitted to WisDOT for the 2014-2018 award cycle in order to
20 create a St. Croix County Comprehensive Bike & Pedestrian Plan; and
21
22 WHEREAS, St. Croix County recognizes that WisDOT reimburses project sponsors for
23 the federal share of 80% of the approved TAP project costs. St. Croix County agrees to secure
24 and commit the required 20% match from the county levy and county growth management fund.

26 THEREFORE, be it resolved if St. Croix County is awarded funding by WisDOT for the
27 2014-2018 TAP award cycle the County of St. Croix is authorized to and agrees to accept the
28 award and enter into all necessary agreements with WisDOT for the above referenced project;
29 and

31 FURTHER, be it resolved that the Comprehensive Bike Plan development will be
32 coordinated with the St. Croix County Highway Department Transportation Enhancement Plan
33 and presented to the County Board for approval_

35 FURTHER, be it resolved that St. Croix County agrees to comply with all applicable
36 laws, requirements, and regulations as outlined in the WisDOT 2014-2018 TAP application
37 materials, the state-municipal agreement between WisDOT and St. Croix County, and any other
38 program or project documentation.
