RESOLUTION AUTHORIZING ST. CROIX RIVER CROSSING
GROWTH MANAGEMENT MITIGATION FUNDS TO
PURCHASE COUNTYWIDE LIDAR DATA
1 WHEREAS, the surface waters of St. Croix County are an important resource used by the public
2 for recreation and enjoyment of natural beauty; and
3
4 WHEREAS, rapid population growth, land-use changes, and agricultural practices within St.
5 Croix County watersheds have contributed both point and nonpoint sources of pollution to the
6 waters of St. Croix County; and
7
8 WHEREAS, the State of Wisconsin and the State of Minnesota have designated the Lower St.
9 Croix River as an impaired water resource because of excess phosphorus; and
10
11 WHEREAS, development and agricultural practices play critical roles in how nutrients and
12 sediments are delivered to the watersheds of St. Croix County; and
13
14 WHEREAS, high resolution Light Imaging Detection and Radar (LiDAR) data terrain analysis
15 can significantly reduce the time and cost of detecting critical areas that contribute a
16 disproportionate amount of point and nonpoint source pollution so their effects on water quality
17 can be mitigated or minimized with the installation of best management practices; and
18
19 WHEREAS, LiDAR data will provide accurate elevation data for land use planning,
20 conservation planning, construction site planning and estimating, agricultural field applications,
21 zoning code enforcement, wetland delineation, flood plain mapping; and
22
23 WHEREAS, St. Croix County has entered into a Memorandum of Understanding (MOU) with
24 the Wisconsin Department of Natural Resources, Minnesota Department of Transportation,
25 Wisconsin Department of Transportation, and the Federal Highway Administration; and
26
27 WHEREAS, through the MOU St. Croix County has received $750,000 in financial support to
28 revise and/or develop local comprehensive plans, neighborhood plans, ordinances and other
29 planning tools that will result in natural resource enhancement, pollution prevention, protection
30 for historic properties or other environmental protection; and
31
32 WHEREAS, the St. Croix River Crossing Growth Management Advisory Team recommended
33 approval of countywide LiDAR data acquisition to assist in countywide natural resource
34 enhancement and protection; and
35
36 WHEREAS, the Community Development Department has acquired a St. Croix Basin Team
37 River Crossing Mitigation grant of $30,000, Wisconsin Department of Natural Resources Lake
38 Protection Grant of $50,000 and budgeted Wisconsin Land Information Program Retained Fees
39 of $55,000; and

41 WHEREAS, countywide LiDAR data acquisition and analysis software- will cost $165,000; and
42
43 WHEREAS, the LiDAR data will be made available to federal, state, and local governments,
44 agencies and the public for the cost of reproduction; and
45
46 WHEREAS, the Community Development Department requests $30,000 to acquire LiDAR data
47 collection services for St. Croix County, and develop a terrain analysis system identifying critical
48 areas for mitigation;

50 THEREFORE, be it resolved the St. Croix County Board of Supervisors authorizes the
51 Community Development Department to spend $30,000 from the St. Croix River Crossing
52 Growth Management Mitigation funds, to purchase LiDAR data collection services for St. Croix
53 County and develop a terrain analysis system.

Fiscal Impact: The 2014 Budget will increase by $30,000 with the revenue coming from the St.
Croix River Crossing Growth Management Mitigation Funds.
