RESOLUTION TO ENDORSE THE CONCEPT OF A MERGED
_ PIERCE-ST. CROIX COUNTY PSAP
1 WHEREAS, currently the 9-1-1 call answering and public safety dispatching in St. Croix
2 County and Pierce County are performed separately through their Public Safety Answering
3 Points or PSAP's, also called Dispatch Centers; and
4
5 WHEREAS, St. Croix and Pierce County have been engaged in discussions about ways
6 to avoid service duplication, achieve economies, and deliver high quality service through
7 potential collaboration; and
8
9 WHEREAS, resolutions were adopted by St. Croix County (Resolution No. 14(2013))
10 and Pierce County (Resolution 13-10) approving a feasibility study regarding potential
11 consolidation of the St. Croix County and Pierce County 9-1-1 Centers, and to share the costs of
12 said study; and

14 WHEREAS, the purpose of the feasibility study was to begin the in-depth analysis to
15 identify the technological, connectivity, governance, operations, budgetary and facility
16 challenges and efficiencies of a potential merger; and
17
18 WHEREAS, a consultant, PSC Alliance, was retained to conduct the feasibility study and
19 has completed its Final Report dated February 4, 2014; and
20
21 WHEREAS, St. Croix County has made significant improvement to its 9-1-1
22 infrastructure to address end of life issues; and
23
24 WHEREAS, the PSC Alliance Final Report regarding the potential 9-1-1 merger
25 concludes that it is feasible for such a merger to take place, but identifies numerous challenges
26 and obstacles that need to be addressed, overcome and agreed upon between the two Counties in
27 order for there to be a successful 9-1-1 merger; and

29 WHEREAS, further discussion between both Counties would be necessary to consider
30 the identified challenges and obstacles, to provide more definitive answers as to whether 9-1-1
31 merger is desirable and in the best interests of both Counties; and
32
33 WHEREAS, the development of an implementation plan to address issues of governance,
34 financing and operations will require additional consulting services; and
35
36 WHEREAS, in the event Pierce County does not elect to further consider a merger,
37 Administration and Emergency Support Services will explore collaborative contracts/purchases
38 and/or shared systems as identified in the Final Report for the respective 9-1-1 systems; and
39
40 WHEREAS, on February 12, 2014 the Committee of the Whole was presented the Final
41 Report by PSC Alliance; and
42
43 WHEREAS on March 21, 2014 the Public Protection Committee considered action with
44 respect to the Final Report.

46 THEREFORE be it resolved by the St. Croix County Board of Supervisors that it
47 ender-ses commit to further study of the concept of a merged Pierce-St. Croix County PSAP, and
48 directs County Administration to continue to develop an implementation plan which will address
49 issues of governance, financing, and operations. Spending on this plan will be capped at $20,000
50 before administration will be required to come back to the full board to request any additional
51 financial contributions from the taxpayers of St. Croix County.

53 FURTHER be it resolved that the implementation plan will be presented to the Board for
54 final approval.

Legal Note: None
Fiscal Impact: The Final Report estimates the one-time cost of merging the two PSAP's at $1.58
million and suggests a 62% (St. Croix) - 38% (Pierce) split. Additional costs are
unknown at this time.
