The height of the additions shall not exceed 35 feet as measured from the lowest adjacent grade to the midpoint between the eaves and the peak. 3. Prior to commencing construction,the applicant shall install a double row of silt fence around the perimeter of the construction site draining toward the lake. During construction,the smallest amount of bare ground shall be exposed for as short a time as possible. Immediately upon completing construction,temporary ground cover shall be used until permanent groundcover is established. 4. No phosphorous fertilizers shall be used to establish and maintain a lawn on the disturbed area of the site, unless a soil test confirms that phosphorous is needed. 5. Within 60 days of completing construction,the applicant shall install a roof gutter on the lake ward side of the residence to direct roof runoff into a storm water retention and infiltration area on the northwest corner of the north addition. This retention area shall be sized to capture 1.5 inches of runoff form the square footage of roof area directed to it. The retention area shall be constructed so that overflow is allowed to discharge onto flat, stable ground. 6. The current level of native trees,shrubs,and groundcover on steep slopes greater than 12 percent between the residence and the lake shall be retained. Within six months of completing construction,the applicant shall plant additional native trees and shrubs(see attached Native Plant List) on the steep slopes between the residence and the lake as needed in order to: • substantially screen the residence from the lake during summer leaf-on conditions, • filter and slow storm water runoff from impervious coverage on the lot before reaching the lake, • stabilize the steep slopes to prevent erosion and sedimentation, and • preserve the natural ecology and wildlife habitat in this sensitive area(see Condition #7 below). 7. Within 60 days of completing construction,the applicant shall submit to the Zoning Administrator photos of the completed construction as viewed from all angles, including the shoreline of Bass Lake. The applicant shall plant additional native trees and shrubs as required by the Zoning Administrator to meet the conditions above. This approval does not allow for any additional construction, structures or structural changes, grading, filling, or clearing of vegetation beyond the limits of this request. Your information will remain on file in the St. Croix County Planning and Zoning Department. You must obtain a building permit from the Town of St. Joseph prior to commencing construction. Code Administratiq.;r 715-386-4680 This letter confirms zoning approval according to the plans you have submitted to construct a Land Inforrnarion 1268 square foot addition on the north side of an existing residence, as well as a 294 square foot Planning addition and )15 square foot deck to the south. The residence is located within the Shoreland 715-386-4674 ,',.­­ District of Bass Lake in the Town of St. Joseph. Staff finds that the proposed project meets the spirit and intent of the St.Croix County Zoning Ordinance and Shoreland District with the following Real Pra rty findings: 715- -4677 n Shoreland 1. Principal structures are allowed with a land use permit in the St. Croix County S Overlay District pursuant to Section 17.35(2)(b)of the St.Croix County Zoning Ordinance; R yc mg 2. The existing principal structure is located over 81 feet from the OHWM setback of Bass 5-386-4675 Lake and meets the road and side yard setbacks. The proposed additions and deck will be located at least 75 feet from the OWHM and will meet all other applicable setbacks and height requirements; 3. The amount of filling and grading for the proposed additions is less than 2,000 square feet in area on slopes estimated to be approximately eight percent. A land use permit for filling and grading is not required as part of this project as long as the disturbed area does not exceed 2,000 square feet or extend onto steep slopes exceeding 12 percent; 4. The slopes between the principal structure and the lake are approximately 40 percent. With conditions to control erosion, manage storm water runoff, and ensure that the slopes are stabilized with native vegetative cover, the negative impacts of the project on the ecology and water quality of Bass Lake will be minimized; 5. Numerous mature trees will be removed within the construction site, but the applicants do not propose to remove any trees on steep slopes or within the 75-foot OHWM setback. With conditions for enhancing the current level of native vegetative cover to substantially screen the residence and all additions from the lake during summer, leaf-on conditions, the natural appearance and ecology of the shoreline will be maintained; 6. The St. Croix County Land and Water Conservation Department has reviewed the plans and, due to the sensitivity of the steep slopes between the residence and the lake, recommends that the applicants install a rain gutter on the lake ward side of the residence to direct water to a storm water retention area off the northwest corner of the north addition; and 7. The Wisconsin Department of Natural Resources has reviewed the plans and has verified that a Chapter 30 permit is not required. This site is located on a very sensitive slope to Bass Lake. The LWCD has concern that by not addressing stormwater runoff from this site could impose unnecessary erosion and runoff to Bass Lake. After completing a site visit on August 31 with Scott Counter and yourself the LWCD has the following comments to address stormwater runoff from the project.
