I. a { iii n -s 11 contact the Zoning Administrator prior to commencing construction and when all
construction mpleted.
2. The height of the additions shall not exceed 35 feet as measured from the lowest adjacent grade to the
midpoint between the eaves and the peak.
3. Prior to commencing construction,the applicant shall install a double row of silt fence around the
perimeter of the construction site draining toward the lake. During construction,the smallest amount of
bare ground shall be exposed for as short a time as possible. Immediately upon completing
construction,temporary ground cover shall be used until permanent groundcover is established.
4. No phosphorous fertilizers shall be used to establish and maintain a lawn on the disturbed area of the

5. Within 60 days of completing construction,the applicant shall install a roof gutter on the lake ward side

applicant shall plant additional native trees and shrubs(see attached Native Plant List) on the steep

7. Within 60 days of completing construction,the applicant shall submit to the Zoning Administrator
photos of the completed construction as viewed from all angles, including the shoreline of Bass Lake.
The applicant shall plant additional native trees and shrubs as required by the Zoning Administrator to
meet the conditions above.
This approval does not allow for any additional construction, structures or structural changes, grading,

Re: Howard Land Use Permit, Shoreland District
Parcel#26.30.19.251F,Town of St.Joseph
Dear Mr. Howard.
Code Administratiq.;r
715-386-4680
This letter confirms zoning approval according to the plans you have submitted to construct a
Land Inforrnarion 1268 square foot addition on the north side of an existing residence, as well as a 294 square foot
Planning addition and )15 square foot deck to the south. The residence is located within the Shoreland
715-386-4674 ,',. District of Bass Lake in the Town of St. Joseph. Staff finds that the proposed project meets the
spirit and intent of the St.Croix County Zoning Ordinance and Shoreland District with the following
Real Pra rty findings:
715- -4677 n Shoreland
1. Principal structures are allowed with a land use permit in the St. Croix County S
Overlay District pursuant to Section 17.35(2)(b)of the St.Croix County Zoning Ordinance;
R yc mg 2. The existing principal structure is located over 81 feet from the OHWM setback of Bass
5-386-4675 Lake and meets the road and side yard setbacks. The proposed additions and deck will be
located at least 75 feet from the OWHM and will meet all other applicable setbacks and
height requirements;
3. The amount of filling and grading for the proposed additions is less than 2,000 square feet in
area on slopes estimated to be approximately eight percent. A land use permit for filling and
grading is not required as part of this project as long as the disturbed area does not exceed
2,000 square feet or extend onto steep slopes exceeding 12 percent;
4. The slopes between the principal structure and the lake are approximately 40 percent. With
conditions to control erosion, manage storm water runoff, and ensure that the slopes are
stabilized with native vegetative cover, the negative impacts of the project on the ecology
and water quality of Bass Lake will be minimized;
5. Numerous mature trees will be removed within the construction site, but the applicants do
not propose to remove any trees on steep slopes or within the 75-foot OHWM setback. With
conditions for enhancing the current level of native vegetative cover to substantially screen
the residence and all additions from the lake during summer, leaf-on conditions, the natural
appearance and ecology of the shoreline will be maintained;
6. The St. Croix County Land and Water Conservation Department has reviewed the plans and,
due to the sensitivity of the steep slopes between the residence and the lake, recommends
that the applicants install a rain gutter on the lake ward side of the residence to direct water
to a storm water retention area off the northwest corner of the north addition; and
7. The Wisconsin Department of Natural Resources has reviewed the plans and has verified
that a Chapter 30 permit is not required.

Subject: Howard LUP
Jenny,
Thank you for the opportunity to review and comment on the Greg Howard LUP. This site is located on a very
sensitive slope to Bass Lake. The LWCD has concern that by not addressing stormwater runoff from this site
could impose unnecessary erosion and runoff to Bass Lake. After completing a site visit on August 31 with Scott
Counter and yourself the LWCD has the following comments to address stormwater runoff from the project. A
roof gutter should be installed on the lake ward side of the house to direct roof runoff to a stormwater retention
area on the northwest corner of the new addition. This retention area should be sized to capture 1.5 inches of
runoff form the square footage of roof area directed to it. The retention area should be constructed so that
overflow is allow to discharge onto stable ground. If you or the applicant should have any questions in regards to
my comments please don't hesitate to contact me. Thanks again for the opportunity to comment.

To Whom It May Concern:
I am respectfully requesting a Shore land Land Use Permit to construct an addition on the property of Greg
Howard at 1336 Howard Road in the Town of Saint Joseph,County of Saint Croix. Please see the attached plans.
Mr.Howard has contracted us to build a 1268 square foot addition with full and partial foundation and a 14'x 21'
dining room addition that will sit on mostly existing piers with some new piers.
This plan requires no new need for upgrade of sanitary expansion. The existing septic system is rated for the
remodeled bedroom count. The home currently has a functioning well meeting the needs of the remodeled
home.
This project will commence late summer or early fall 2006,be shelled in and ground cover planted by late fall
2006,and be completed by spring 2007. All final landscaping will be complete by late spring 2007. Soil erosion
control will be maintained and monitored during construction in accordance with`Best Management Practices".
A double silt fence will be installed,one reinforced,on the hillside to ensure no site erosion will not creep from
the disturbed areas.Please review the Erosion Control Plan. There should be well under 2000 square feet of
disturbed site area.
The following contractors are involved with the project:
Home Tec-General Contractor,Alwin Excavation of Baldwin-excavator,Wiersgalla Plumbing-Plumber,R&S
Heating-HVAC,Electric-Home Tec,Erosion Control-Home Tec. Any further information needs in regards to
subcontractors may be addressed to me at the above phone number.
Thank you for your consideration.
