The St. Croix County Board of Adjustment conducted a public hearing
on May 26, 1981, to consider the request of Alice Inc. (John Raleigh)
for a special exception to Article 3. 11 C 3, Campground, ST. CROIX
COUNTY ZONING ORDINANCE.
The St. Croix County Board of Adjustment conducted an on-site
inspection,,*,f,, the site in question,
After inspection, the St. Croix County Board of Adjustment entered
an Executive Session to discuss the request.
After returning to open session the following decision was .rendered:
Motion by Supervisor Handlos to grant permission for a campground
of 150 spaces . There shall not be any double - campsites . Seconded by
Meinke. Motion carried. Vote to approve:

3. Recreational camps and campgrounds provided all buildings
shall be more than 100 feet from the side lot line. Rec-
reational camps shall conform to Chapter H-75, Wisconsin
Administrative Code and campgrounds shall conform to H-78,
Wisconsin Administrative Code which shall apply until
amended and then apply as amended.
4. Gift and specialty shops customarily found in recreational
areas.
5. Marinas, boat liveries, sale of bait, fishing equipment,
boats and motors, fish farms, forest industries.
6. Mobile home parks provided:
a. The minimum size of a mobile home park shall be 10
acres.
b. Maximum number of mobile homes shall be 10 per acre.
C. Minimum dimensions of a mobile home site shall be
fifty (50) feet wide by eighty-five (85) feet long.
d. All drives, parking areas and walkways shall be hard-
surfaced.
e. In addition to the requirements of Article VIII of
this Ordinance, there shall be a minimum setback of
forty (40) feet from all other exterior lot lines.
f. The parks shall conform to the requirements of Section
H-78, Wisconsin Administrative Code which shall apply
until amended and then apply as amended.
g. No mobile home site shall be rented for a period of
less than thirty (30) days.
h. Each mobile home site be separated from other mobile
home sites by a yard not less than 15 feet wide.
i. There shall be two (2) surfaced automobile parking
spaces for each mobile home.
j. Unless adequately screened by existing vegetation cover,
the mobile home park shall be screened by a temporary
planting lantin of fast growing material capable of reaching
a height of 15 feet or more, such as hybrid poplar;
and a permanent evergreen planting, such as White or

3.10 This section reserved for addition of later material.

3.11 Recreational Residential District.
A. Purpose: The purpose of the Recreational Residential District
is to protect the waters and shorelands of St. Croix County by
providing for safe and orderly shoreland development.
In this district, residential, recreational and conservancy
uses are permitted and a limited number of commercial uses serv-
ing recreational needs are allowed as special exceptions.
B. Permitted Uses.
1. Any use permitted under Section 3.9 B.
2. Year-round or seasonal one family dwellings for owner
occupancy, rent or lease.
3. Accessory uses.
4. Signs, subject to the regulations of Section 3.6.

C. Special Exceptions: The following uses are permitted upon the
issuance of a Special Exception Permit as provided in Section
9.8 of this Ordinance. Unless a greater distance is specified,
any structure shall be at least 100 feet from a residence other
than that of the owner of the establishment, his agent or em-
ployee; 75 feet from a residential property line; or 25 feet
from any side lot line for the permit to be granted.
1. Two family dwellings or multiple family dwellings involving
three (3) or more units.
2. Hotels, resorts (including two or more seasonal family
dwellings for rent .or lease) , motels, restaurants, dinner
clubs, taverns and other private clubs.

Norway pine, the individual trees to be of such num-
ber and so arranged that within ten (10) years they
will have formed a screen equivalent in capacity to
a solid fence or wall. Such permanent planting
shall be grown to and maintained at a height of not
less than fifteen (15) feet.
7. Travel trailer parks provided:
a. The minimum size of a travel trailer park shall be
five (5) acres.
b. The maximum number of travel trailers shall be fif-
teen (15) per acre.
C. Minimum dimensions of a travel trailer site twenty-
five (25) feet wide by forty (40) feet long.
d. Each travel trailer site be separated from other
travel trailer sites by a yard not less than fifteen
(15) feet wide.
e. There shall be 360 square feet of automobile parking
space for each trailer site.
f. The provisions of Section 3.11 C-6 (e) , (f) and (j)
are met.
8. All special exceptions listed in Section 3.9 C.
9. Boathouses, provided they are set back 20 feet from the
water's edge,. and are of a height and color so as not to
detract from the natural beauty of the shoreline and
shall not be used for habitation.
3.12 St. Croix River Valley District.
A. Purpose: The purpose of the regulations imposed within this
district is to protect and maintain the natural, rugged and
wooded appearance of the shorelands, the bluffs and the bluff-
tops along the St. Croix River, to prevent soil erosion and to
avoid hazards connected with structural development of these
lands.
The shorelands, bluffs and blufftops within this district are
outstanding in their natural beauty. Their attractiveness has
long been valued as a significant element in the overall quality
of life enjoyed by residents of and visitors to St. Croix
County. County residents also acknowledge that the Lower St.

715-386-4674,-- 1 am writing this letter in regards to the proposed picnic shelter to be added to the existing ranger
station at the River's Edge Campground. According to plans submitted for review by"hom
Real Prc� ecty Geistfeld,owner of Sunnyside Erecting,the 1,984-square foot picnic shelter w'11 be no more than
7157 , -4677 eight feet in height and will be attached to an existing canopy extending out from the ranger
station. The existing ranger station is located more than 300 feet from the OHWM of the Apple
R#O#yChng River and is therefore outside of the Shoreland District. The proposed shelter addition appears to
5-386-4675 meet all applicable setbacks and dimensional standards required in the St.Croix County Zoning
Ordinance, and therefore will not require any permits from the County.
I have also reviewed the special exception permit for the River's Edge Campground, which was
approved by the St.Croix County Board of Adjustment on May 26, 1981,and find that the
proposed shelter addition will not change or expand the campground use approved by the Board.
Please be advised that the proposed shelter will still require a building permit from the Town of
Star Prairie,and that you are responsible for obtaining any other required local, state, and federal
