The St. Croix County Board of Adjustment conducted a public hearing on
April 24, 1984 to consider the request of Alice, Inc. for a special exception
use, Article 4.4 D(5) and 3.4 B(11) , Bridge and Rip Rap, ST. CROIX COUNTY ZONING

I
The' St. Croix County Board, of Adjustment conducted an on site inspection
of the site in question.
After inspection, the St. Croix County Board of Adjustment entered an
Executive Session to discuss the request.
After returning to open session, Ulu "-flowing derision was rendered:
Motion by Supervisor Stephens to approve the rip rap and bridge upon written
receipt of approved plans by D.N.R, and Zoning Administrator inspect the property
upon completion. Seconded by Supervisor George.

Stephens, yes;
Meinke, yes.
All variances approved must be acted on or constructed within one (1) year
from date of approval or they shall be null and void.

i. Mrs. Paul Germain presented their request to construct an addition to their present
house that would not be closer to the road than their present home.
0. Mr. Terrence Barrette presented their request to construct an addition tc their present
liouse and garage that would be 128 feet from the centerline of CTH "V". Questions
by members of the Board.
7. Mr. Robert Raleigh presented the request of Alice, Inc. to construct a foot bridge
and rip rap the shore of the Apple River.
Motion by Supervisor Stephens to close the hearing to inspect the properties in que-: Lon.
lioard went into executive session and returned to open session to render the following
decisions:
1. c_r_tIory Hu ert: Motion by Supervisor Stephens to grant a 100 foot setback from
Chapman Road to accommodate the hill on the property. Seconded by Supervisor
George. Motion carried. Vote to approve: Meinke, yes; George, yes; Stephens, yes.
_'. ViIJaLy. o1-Baldwin: Motion by Supervisor George to grant approval in order to accom-
modate present sewage treatment plant and its addition. It presents little future
interference with county highway. Seconded by supervisor Stephens. Motion carried.
Vote to approve: George, yes; Stephens, yes; Meinke, yes.
3. 1,'-dwrird 1'. Johnston: Motion by Supervisor Stephens to approve the request for a dock
)n the Sr. Croix River upon receipt of written approval of the U. S. Corps of En-
hio, , and receipt of a building permit for a house on the property; a written
,,u;irantee that: the dock will be removed alter the boating season, and approval from '
O.N.R. and M.W.B.A.C. 'Zoning Administrator to inspect upon completion. Seconded
Supervisor Meinke. Motion carried. Vote to approve: George, yes; Stephens,

Meeting called to order by Chairman Mei.nke at 10:00 a.m. in the County Board Room of
the St. Croix County Courthouse, Hudson. All members present. Minutes of the March
hearings and meeting approved as written.
Old Business: Decision on the Park Broadcasting radio tower in the Town of Somerset.
Zoning Administrator read conditional use permit as drawn up by the District Attorney.
Motion by Supervisor Stephens that conditional use permit not be approved until all
1)etsons have signed the permit. Seconded by Supervisor George. Motion carried.

1. Mr. Gregory Huppert presented his request to construct a house that would be 100 feet
from the centerline of a town road. A hill restricts the 133 foot setback. Mr. Louis
Huppert, owner of the property, has no objections.
2. Al Berg, Consulting Engineer for the Village of Baldwin,explained the reason for
the requested variance. Questions by members of the Board.
3. Edward T. Johnston (Richard G. Frietag) presented the request of Mr. Johnston to
have a dgck on the St. Croix River. Approval has not been received from the U. S.
Corps of Engineers. Mr. Steve Johnson, M.W.B.A.C. , encourages consolidation of
slips on the river. Docks not be constructed until the houses are constructed.
Docks shall be removed at the end of each season. Mr. Jake Vander Voort, DNR,
stated tYat the docks not be constructed until houses have been built.
4. Mr. David Black presented the request to have a feed lot on his parcel of approx-
imately (`!ight (8) acres. He will be constructing a manure storage pit on the property.

depth of water at the point to which the proposed riprap layer will extend is
12 inches.

Re: Apple River
We have received your inquiry regarding the bridge you wish to build
over the Apple River, located in the NE-I,, SW-1., Sec. 3.1, T31N, R18W,
Star Prairie Township, St. Croix County.
An application for authority to construct a bridge has been enclosed.
Fully complete both sides of each application form and provide all the
information requested under the sections entitled Bridge Plan Require-
ments, Site Plan Requirements and Planimetric Information. If you hire
a consulting engineering firm with the capability, then submit the
information under Hydraulic Computations. If you do not hire a firm
with this capability, our engineers may be able to do it.
Please be advised that the U.S. Army Corps of Engineers may hold federal
jurisdiction over projects such as yours under its 404 Program. Therefore,
you should contact the Corps, at the address listed below, to determine
if a 404 Permit is required.
