A G R E E M E N T
TO WHOM IT MAY CONCERN:
John J. Raleigh, the owner of the River Edge, Somerset,
Wisconsin, and Calvin Powers, a licensed septic tank installer,
hereby agree that the said Calvin Powers will begin the installa-
tion of a new sanitation system for the River Edge on July 5, 1971,
in compliance with all necessary codes, and that until the entire
drainfield system is completed, the parties agree that the tank
will be pumped as often as is necessary to prevent any overflow
on the ground or in the river.
That it is agreed between the parties that the said Calvin
Powers will pump the cesspool now in use at the Rivers Edge
every day, and oftener, if necessary, so as not to allow any
overflow on the grass and pollution.
The said Calvin Powers agrees to dispose of the sewage
as required by Wisconsin Sanitation regulations.

Please send our office and Mr. Harold Barber, St. Croix County, County
Zoning Administrator, a copy of a notarized contract between you and a
licensed septic tank cleaner stating that the septic tank will be pumped
on a daily basis (7 days a week) or as often as needed. A statement
should be included that no effluent will be pumped on the lawn or premises
and that all effluent pumped will be hauled and disposed at an approved
site until such time that the new private sewage disposal system is installed
and put into use. On receipt of the notarized statement, we will grant an
extension until September 14, 1971, for the installation and connection of
an approved private sewage disposal system to serve your establishment.
We would appreciate a copy of the notarized agreement at your earliest
convenience. We will forward a copy to the Department of Justice for
their file. They can then inform the town board as to whether a Class "B"
license can be issued.

A copy of your letter of June 17, 1971 to Mr. Harold Johnson, District
Administrative Officer at Lau Claire, has been referred to our office for
a reply. We also received a letter dated June 9, 1971 from Mrs. Ruth A.
Johnson, Town Clerk, New Richmond, regarding a time extension until
DSeptember 8, 1971, for installing a private sewage disposal. system.
In checking with the Plumbing Section of the Wisconsin State Division of
Health, and in a review of our correspondence file, we would like to
briefly summarize past inspections made at your establishment and the
current status of your private sewage disposal system.
The overflow pipe from the sump in the basement, which intermi.ttedly flowed
into the Apple River, has been removed. The septic tank serving your
establishment has been sporadically pumped by a licensed septic tank
, ( cleaner. Between pings by the septic tank cleaner, the septic tank
u effluent has been pumped on the lawn of the night club. her. Calvin Powers,
who lives at New Richmond, has conducted soil percolation tests and sized
a new septic tank. Plana were submitted to the Plumbing Section and were
approved on June 4, 1970.
Mrs. Ruth Johnson's letter of June 9, 1971 states the County Zoning Committee,
which is comprised of members of the County Board, has agreed to giving
you an extension until 6eptember 8, 2971 to start installation of your new
private "sewage disposal system. You stated in your letter of June 172 1971
that the private sewage disposal system will be completed by September 10,
1971 and connected.

to start not later than September first, or sooner, and complete the cess-
pool job here, in about ten days thereafter. I also have made arrangements
with Mr. Bud Powers, his father to pump the cesspool at least once a week,
to keep it real clean--this probably every Sunday morning, since that is my
big day of business.
Am also sending you a contract signed by Mr. Cal. Powers, stating he will
take care of this, on, or before September first.
