Community Development Department(CDD)staff reviewed your application on Jun 25th for the addition onto
your house for a dining/hearth room,laundry room,and a deck that would add approximately 960 sq. ft.to your
principal structure. Staff determined that the proposed project meets the spirit and intent of the St. Croix County
Shoreland Overla District ordinance based on the following findings:

17.30 F.4 The existing house is a legal conforming principal structure that is>75' from the Willow
&G.1 &G.2 River OHWM. The addition will meet all required structural setbacks.
17.301. There will be less than 1000 sq. ft. of land disturbance required for this project;the additional
roof will increase the impervious surface on this site by 960 sq.ft. This amount of land
disturbance is exempt from a land use permit.
17.30.J.I -4 The combined impervious surface area will be 8312 sq. ft. or 12.9%of the 64,599 sq. ft.
within 300' of the river's OHWM. (The existing impervious surfaces were at 11.4%prior to
the proposed addition.) A land use permit is required for greater than 10% impervious surface
and must include a mitigation plan per 17.30.M.
17.30 L.1 There is an existing vegetative buffer within a 35' shoreline buffer zone from the OHWM,
which is not mowed to the shoreline and will be maintained with an access corridor that meets
the 30%of frontage or 30'width requirement.
17.30.M.1.b.2) Mitigation—new impervious surface 10.1 — 15%=1 mitigation point. This will be achieved
&3.c.5) by reducing surface runoff from existing&new impervious surfaces by adding new gutters
and routing downspouts' discharge into several infiltration areas per 17.30.K.I stormwater
management requirements.
17.30 PA. A complete Land Use Permit application was submitted on 6/24/14 with the$350 permit fee
and a$350 compliance deposit.

A pre-construction on-site meeting must be scheduled with the CDD staff to document pre-
construction site conditions. Erosion control measures(sediment logs)will be installed between
disturbed soil areas and the vegetative buffer zone >35' to the Willow River OHWM.
The applicant or their agent will be responsible for implementation of storm water management
and plans. No vegetation removal is approved outside the construction area shown in the approved
plans or within 35' of the OHWM.

Community Development Department The applicant shall obtain all applicable permits and approvals required for construction of the
house addition. The contractor will need to provide the erosion control plan to the town's building
inspector for compliance with Uniform Dwelling Code requirements.
The applicant shall maintain all erosion and sediment control measures until permanent, self-
sustaining cover is successfully established on all disturbed areas of the site.
No phosphorous fertilizers shall be used on the disturbed areas of the site,unless a soil test
confirms that phosphorous is needed for establishing permanent vegetative cover.
Within 30 days of completing the project,the applicant shall submit to the CDD photos of the new
gutters/downspouts and stabilization of disturbed areas for documentation of compliance with
permit conditions. Photos may be sent electronically via e-mail attachment.
This approval does not allow for any additional construction,structur or structural changes,grad g,
filling,or clearing of vegetation beyond the limits of this request. Your information will remain on file in
the St.Croix County Community Development Department. It is your responsibility to ensure compliance
with any other local,state,or federal rules or regulations,including obtaining a building permit from the
