HomeMy WebLinkAboutResolution 2014 (23) Resolution No. 23 (2014) RESOLUTION TO DISCONTINUE FURTHER STUDY OF A MERGED PIERCE-ST. CROIX COUNTY PSAP 1 WHEREAS, St. Croix and Pierce County have been engaged in discussion about ways to avoid 2 service duplication, achieve economies, and deliver high quality service through potential 3 collaboration; and 4 5 WHEREAS, resolutions were adopted by St. Croix County (Resolution No. 14(2013)) and Pierce 6 County (Resolution 13-10) approving a feasibility study regarding potential consolidation of the 7 St. Croix County and Pierce County 9-1-1 Centers, and to share the costs of said study; and 8 9 WHEREAS, the PSC Alliance report regarding the potential 9-1-1 merger concludes that it is 10 feasible for such a merger to take place, but identifies numerous challenges and obstacles that 11 need to be addressed, overcome and agreed upon between the two Counties in order for there to 12 be a successful 9-1-1 merger; and 13 14 WHEREAS, the St. Croix County Public Protection Committee at its regular meeting on July 18, 15 2014 discussed the challenges and obstacles that need to be addressed between the two Counties; 16 and 17 18 WHEREAS, there is currently no State fiscal incentives to assist PSAP's with the substantial 19 costs associated with consolidation; and 20 21 WHEREAS, the St. Croix County Public Protection Committee has determined that it is not in 22 St. Croix County's best interest to continue further actions to merge with Pierce County. 23 24 THEREFORE be it resolved by the St. Croix County Board of Supervisors that further actions to 25 merge Pierce-St. Croix County PSAP's be discontinued and that Wisconsin legislative officials 26 be contacted and encouraged to pass legislation adopting fiscal incentives to assist PSAP 27 mergers in the future. Sponsored By: Public Protection Committee on July 18, 2014 Le-gal- Fiscal- Administrative Approvals: Legal Note: None Fiscal Impact: The PSC Alliance Final Report regarding the potential merger, estimates the one- time cost of merging the two PSAP's at $1.58 million and suggests a 62% (St. Croix) - 38% (Pierce) split. Additional costs are unknow at this time. The County Board approved spending up to $20,000 on 4/15/14 for further study of a merger. The $20,000 was never appropriated via Budget Amendment.
