RESOLUTION APPROVING ALTERATION OF SUPERVISORY
DISTRICT BOUNDARIES RESULTING FROM AN
ANNEXATION TO THE VILLAGE OF BALDWIN
1 WHEREAS, in 2011 the St. Croix County Board of Supervisors adopted a 10-year supervisory
2 district plan creating county supervisory districts, municipal aldermanic districts and election wards
3 following the 2010 Census; and
4
5 WHEREAS, Wisconsin Statutes § 59.10(3)(c) allows a county board, in its discretion, to alter the
6 boundaries of supervisory districts based on annexations which occur after the adoption of the 10-year
7 supervisory district plan, as long as the number of supervisory districts is not changed; and
8
9 WHEREAS, the Village of Baldwin completed annexations on November 2013 and April 2014 of
10 parcels described as follows:

12 1. Village of Baldwin Ordinance 42013-01 consisting of approximately 3.3 acres annexed by the Village
13 of Baldwin is part of County Supervisor District 19 consisting of Ward 1 of the Town of Eau Galle. It
14 is appropriate to move the annexed parcel into the Village of Baldwin, Ward 6, County Supervisor
15 District 18. The population of the annexed parcel is zero (0) residents. The property consists of the
16 Hardee's restaurant.

18 2. Village of Baldwin Ordinance 42014-01 consisting of approximately 101.7 acres annexed by the
19 Village of Baldwin is part of County Supervisor District 15 consisting of Ward 1 in the Town of Rush
20 River. It is appropriate to move the annexed parcel into the Village of Baldwin, Ward 6, County
21 Supervisor District 18. The population of the annexed parcel is three (3) residents. The Baldwin
22 Area Medical Center plans to build a new facility on this property.

24 3. Village of Baldwin Ordinance 42014-02 consisting of approximately .07 acres annexed by the Village
25 of Baldwin is part of County Supervisor District 15 consisting of Ward 1 in the Town of Rush River.
26 It is appropriate to move the annexed parcel into the Village of Baldwin, Ward 6, County Supervisor
27 District 18. The population of the annexed parcel is zero (0) residents. The property consists of a
28 sliver of land adjacent to land in the Village of Baldwin known as the A&W Restaurant.

30 WHEREAS, maps of the annexed parcels, along with copies of the annexation ordinances, have
31 been filed with the St. Croix County Clerk and are attached; and

33 WHEREAS, this resolution does not change the number of supervisory districts.

35 NOW, THEREFORE BE IT RESOLVED by the St. Croix County Board of Supervisors that the
36 supervisory district boundaries are hereby altered as described above;
37
38 BE IT FURTHER RESOLVED that the St. Croix County Clerk is hereby directed to forward all
39 notices required under Wisconsin Statutes, Chapter 59, to the Secretary of State for the purpose of
40 advising that office of said supervisory district boundary changes.

AN ORDINANCE ANNEXING TERRITORY TO THE
VILLAGE OF BALDWIN, WISCONSIN
WHEREAS petitioners GGB Investments, LP, CJK Apartments, LLC, and Munger
Properties, LLC, have petitioned pursuant to §66.0217 of the Wisconsin Statutes for annexation
of two parcels of their property into the Village of Baldwin; and
WHERAS the parcels currently contain a Hardee's restaurant and have a population of
zero; .and
WHEREAS the procedure specified in §66.0217 for such annexation has been duly
followed; and
WHEREAS the State of Wisconsin, Department of Administration has issued its opinion
as to the proposed annexation by letter to the Village of Baldwin dated Nov. 4, 2013; and
WHEREAS the Village Board of the Village of Baldwin has considered the opinion of
the Department of Administration in its deliberations on this petition;
NOW, THEREFORE, the Village Board of the Village of Baldwin, Wisconsin, does
ordain as follows:
SECTION 1. TERRITORY ANNEXED.
In accordance with Sec. 66.0217 of the Wisconsin Statutes and the petition for direct
annexation filed with the village clerk on October 14, 2013, and upon certifying there are no
electors living in the Territory, the following described territory in the Town of Eau Galle, St.
Croix County, Wisconsin, is annexed to the Village of Baldwin, Wisconsin:
Being a part of and including Lots 1 and 2 of Certified Survey Map filed in
Volume 2 of Certified Survey Maps, Page 360 of Section 6, Town 28 North,
Range 16 West, Town of Eau Galle, St. Croix County, Wisconsin, more
particularly described as follows:
Commencing at the West 1/ corner of said Section 6; Thence S87°39'45"E
94.30 feet to the southwest corner of Lot 1 of said Certified Survey Map
recorded in Volume 2 of Certified Survey Maps, Page 360, also being the point
of beginning; Thence North 288.00 feet; Thence. S87°39'45"E 468.18 feet;
Thence South 288 feet; Thence N87°39'45"E 468.18 feet to the point of
beginning.
SECTION 2. EFFECT OF ANNEXATION.
From and after the date of this ordinance, the territory described in Section 1 shall be
part of the Village of Baldwin for any and all purposes provided by law and all persons coming
to or residing within such territory shall be subject to all ordinances, rules and regulations
governing the Village of Baldwin.
SECTION 3. ZONING CLASSIFICATION.
The territory annexed to the Village of Baldwin by this ordinance is currently zoned as
commercial.
SECTION 4. SEVERABILITY.
If any provision of this ordinance is invalid or unconstitutional, or if the application of
this ordinance to any person or circumstances is invalid or unconstitutional, such invalidity or
unconstitutionality shall not affect the other provisions or applications of this ordinance which
can be given effect without the invalid or unconstitutional provision or application.
SECTION 5. EFFECTIVE DATE.
The annexation is effective upon enactment of this ordinance.

WHEREAS petitioners Baldwin Area Medical Center, Inc., have petitioned pursuant to
§66.0217 of the Wisconsin Statutes for annexation of a certain land, more particularly described
below, ("Property") into the Village of Baldwin; and
WHERAS the Property currently contains a rental house and has a population of three;
and

followed; and
WHEREAS the State of Wisconsin, Department of Administration has issued its opinion
as to the proposed annexation by letter to the Village of Baldwin dated February 10, 2014; and
WHEREAS the Village Board of the Village of Baldwin has considered the opinion of
the Department of Administration in its deliberations on this petition;

Pursuant to Village Ordinance 635-14.D., the territory annexed to the Village of
Baldwin by this ordinance is zoned OC Open Development Conservancy District.
SECTION 5. SEVERABILITY.
If any provision of this ordinance is invalid or unconstitutional, or if the application of
this ordinance to any person or circumstances is invalid or unconstitutional, such invalidity or
unconstitutionality shall not affect the other provisions or applications of this ordinance which
can be given effect without the invalid or unconstitutional provision or application.
SECTION 6. EFFECTIVE DATE.
The annexation is effective upon enactment of this ordinance.

VILLAGE OF BALDWIN, WISCONSIN
WHEREAS petitioners Randall J. Walker, Darlene Walker, and R. Walker, LLC, have
petitioned pursuant to §66.0217 of the Wisconsin Statutes for annexation of a certain land, more
particularly described below, ("Property") into the Village of Baldwin; and
WHEREAS the Property is a commercial property with zero population; and
WHEREAS the procedure specified in §66.0217 for such annexation has been duly
followed; and
WHEREAS the State of Wisconsin, Department of Administration has issued its opinion
as to the proposed annexation by letter to the Village of Baldwin dated March 28, 2014; and
WHEREAS the Village Board of the Village of Baldwin has considered the opinion of
the Department of Administration in its deliberations on this petition;
NOW, THEREFORE, the Village Board of the Village of Baldwin, Wisconsin, does
ordain as follows:
SECTION 1. TERRITORY ANNEXED.

Part of the Southeast Quarter of the Northeast Quarter (SE 1/a of NE 1/4) of Section One
(1), Township Twenty-eight (28) North, Range Seventeen (17) West, being the North Ten
(10) feet of Certified Survey Map, Vol. 2, Page 312, located in Town of Rush River, St.
Croix County, Wisconsin.
SECTION 2. EFFECT OF ANNEXATION.
From and after the date of this ordinance, the territory described in Section 1 shall be
part of the Village of Baldwin for any and all purposes provided by law and all persons coming
to or residing within such territory shall be subject to all ordinances, rules and regulations
governing the Village of Baldwin.

SECTION 3. WARD
The territory annexed to the Village of Baldwin by this ordinance is made a part of
existing Ward 6.
SECTION 4. ZONING CLASSIFICATION.
The territory annexed to the Village of Baldwin by this ordinance is zoned C-1-H
Highway Commercial District.
SECTION 5. SEVERABILITY.
If any provision of this ordinance is invalid or unconstitutional, or if the application of
this ordinance to any person or circumstances is invalid or unconstitutional, such invalidity or
unconstitutionality shall not affect the other provisions or applications of this ordinance which
can be given effect without the invalid or unconstitutional provision or application.
SECTION 6. EFFECTIVE DATE.
The annexation is effective upon enactment of this ordinance.
