RESOLUTION APPROVING ALTERATION OF SUPERVISORY
DISTRICT BOUNDARIES RESULTING FROM AN
ANNEXATION TO THE CITY OF RIVER FALLS
1 WHEREAS, in 2011 the St. Croix County Board of Supervisors adopted a 10-year supervisory
2 district plan creating county supervisory districts, municipal aldermanic districts and election wards
3 following the 2010 Census; and
4
5 WHEREAS, Wisconsin Statutes § 59.10(3)(c) allows a county board, in its discretion, to alter the
6 boundaries of supervisory districts based on annexations which occur after the adoption of the 10-year
7 supervisory district plan, as long as the number of supervisory districts is not changed; and
8
9 WHEREAS, the City of River Falls completed an annexation on September 10, 2013 of parcels
10 of approximately 23 acres in total (Ordinance No. 2013-04); and
11
12 WHEREAS, a map of the annexed parcel, along with a copy of the annexation ordinance, has
13 been filed with the St. Croix County Clerk and are attached; and
14
15 WHEREAS, the parcel annexed described in Annexation Area Segment 1 (attached) by the City
16 of River Falls was part of County Supervisor District 9, consisting of Ward 3 of the Town of Troy; and
17
18 WHEREAS, the City of River Falls enacted Ordinance No. 2013-04 created a new Ward 15 to
19 fulfill the statutory requirement in which territory crossed a county supervisory district; and
20
21 WHEREAS, on June 10, 2014 the City of River Falls adopted a resolution requesting the St.
22 Croix County Board of Supervisors exercise its power under Wis. Stats. 59.10(3) to alter County
23 Supervisor District 10 to include the parcel described in Ward 15 and to eliminate Ward 15 (copy
24 attached); and
25
26 WHEREAS, it is appropriate to move the annexed parcel into County Supervisor District 10 in
27 the City of River Falls; and
28
29 WHEREAS, the population of the annexed parcel is zero (0) residents which maintains the
30 original numbers of the affected districts; and
31
32 WHEREAS, this resolution does not change the number of supervisory districts.

34 NOW, THEREFORE BE IT RESOLVED by the St. Croix County Board of Supervisors that the
35 supervisory district boundary is hereby altered by moving the annexed parcel of land from County
36 Supervisor District 9 to County Supervisor District 10 consisting of Ward 1 in the City of River Falls as
37 shown on the attached;

39 BE IT FURTHER RESOLVED that the St. Croix County Clerk is hereby directed to forward all
40 notices required under Wisconsin Statutes, Chapter 59, to the Secretary of State for the purpose of
41 advising that office of said supervisory district boundary changes.
