CROIX RIVER CROSSING LOOP TRAIL OPERATION AND MAINTENANCE 1 WHEREAS, a Bicycle/Pedestrian Loop Trail was identified as a mitigation item in the 2 2006 Supplemental Final Environmental Impact Statement for the new St. Croix River Bridge 3 Crossing; and 4 5 WHEREAS, a Cooperative Agreement of Riverway Mitigation as part of the St. Croix 6 River Crossing Project between the Minnesota Department of Transportation and St. Croix 7 County MN/DOT Agreement No. 95705, was entered into by St. Croix County; and 8 9 WHEREAS, the Cooperative Agreement incorporates the St. Croix River Crossing 10 Project Memorandum of Understanding for the Implementation of Riverway Mitigation Items 11 between the National Park Service, Minnesota Department of Natural Resources, Wisconsin 12 Department of Natural Resources, Federal Highway Administration, Minnesota Department of 13 Transportation and Wisconsin Department of Transportation; and 14 15 WHEREAS, as part of the Cooperative Agreement to compensate for and offset impacts 16 of a new river crossing on the recreational values of the St. Croix National Scenic Riverway, the 17 Wisconsin Department of Transportation (WisDOT) will complete a Bicycle/Pedestrian Loop 18 Trail system from the existing Lift Bridge to the new bridge crossing; and 19 20 WHEREAS, Wisconsin Department of Transportation does not, by policy, maintain 21 standalone bike and pedestrian facilities and as such requires another state agency or local unit of 22 government to become the responsible party for maintaining any trail funded by or constructed 23 on WisDOT rights-of-way; and 24 25 WHEREAS, without a third party responsible for maintenance, WisDOT would consider 26 not funding, constructing or allowing use of the Bicycle/Pedestrian Loop Trail within its right-of- 27 way; and 28 29 WHEREAS, the Bicycle/Pedestrian Loop Trail is included in the St. Croix County 30 Outdoor Recreation Plan and the St. Croix County Long-range Bicycle and Pedestrian Plan and 31 will ultimately be connected to the County's trail system; and 32 33 WHEREAS, the St. Croix County Board of Supervisors adopted a Resolution Supporting 34 a WisDOT TAP Application to create a county-wide Bicycle/Pedestrian Plan to develop and 35 connect county facilities to the Bicycle/Pedestrian Loop Trail; and 36 37 WHEREAS, the WisDOT met with Wisconsin Department of Natural Resources, 38 National Park Service and Town of St. Joseph to determine interest in maintaining the 39 Bicycle/Pedestrian Loop Trail and determined those agencies are not interested in maintenance 40 responsibility for the Bicycle/Pedestrian Loop Trail; and 41 42 WHEREAS, the Town of St. Joseph provided a letter of support for St. Croix County as 43 the maintaining authority for the Bicycle/Pedestrian Loop Trail; and 44 45 WHEREAS, the WisDOT will pay 100% of the Loop Trail design and construction costs 46 including a trail head and limited amenities as identified in the attached agreement; and 47 48 WHEREAS, the WisDOT agreed to provide St. Croix County with the upfront 49 capitalization costs for specialized maintenance equipment, a sum of $200,000 payable to St. 50 Croix County upon the County assuming operational and maintenance responsibility for the 51 Bicycle/Pedestrian Loop Trail. 52 53 THEREFORE be it resolved, that the St. Croix County Board of Supervisors approves 54 the Maintenance Agreement between the Wisconsin Department of Transportation Division of 55 Transportation System Development NW Region and St. Croix County and the State/Municipal 56 Financial Agreement for Operation and Maintenance of Pedestrian Facilities. The trail will be open seasonally with the expectation that one additional seasonal staff person will be needed and there will be equipment maintenance and incidental operational costs. The trail facility is expected to be turned over to the county with all facilities constructed. New maintenance equipment will be purchased from funds provided by the Wisconsin Department of Transportation will provide $200,000 to the county for purchase of maintenace equipment and to fund long-term maintenance of the trail. The construction of the TRAIL will be included in WisDOT Projects 8110-02-71, 8110-02-72, and 8110-02-75. The purpose of this Maintenance Agreement (AGREEMENT) is to establish roles and responsibilities placed upon the COUNTY for the maintenance and operations of the TRAIL constructed within WisDOT right-of- way. Background The TRAIL was identified as a mitigation item pursuant to approval of the 2006 Supplemental Final Environmental Impact Statement for the subject projects. WisDOT does not, by policy, maintain standalone bike and pedestrian facilities. As such, WisDOT requires another state agency or local governmental unit to become the responsible maintaining party for any trail funded by WisDOT or constructed on WisDOT rights-of- way. Without such a third party responsible maintaining authority, WisDOT would consider not funding, constructing or allowing use of said TRAIL within its right-of-way. The COUNTY has agreed to become the responsible maintaining authority for the subject TRAIL and amenities and has included said TRAIL within its County Long Range Bike and Pedestrian Plan. The following sections of this agreement identified the basis of maintaining authority and cost considerations provided by the WisDOT to the COUNTY for their assumption of maintenance responsibility of the TRAIL. Basis of Maintaining Authority Attachment 1 of this document is a map showing the route of the TRAIL, indentified as Segments 6A through 6E. The TRAIL follows a series of state, county and local roadways or rights-of-way, each having a different basis for assuming maintaining authority of the TRAIL. The basis of maintaining authority is as follows: TRAIL Segment 6A Pursuant to State Highway Change #865, referenced as Attachment 2 and beginning at the east abutment of the Stillwater Lift Bridge, said segment will be on highway rights-of-way assigned to the COUNTY. As such, all maintaining authority resides with the COUNTY. TRAIL Segment 6B - Pursuant to State Highway Change #864, referenced as Attachment 3, said segment will be on highway rights-of-way assigned to the town of St. Joseph (TOWN). As such, all maintaining responsibilities will be through agreements between the TOWN and COUNTY, without any WisDOT involvement. TRAIL Segment 6C - Pursuant to WisDOT 84.295 (6) Assignment, referenced as Attachment 4, said segment will be on highway rights-of-way assigned to the TOWN. As such, all maintaining responsibilities will be through agreements between the TOWN and COUNTY, without any WisDOT involvement. TRAIL Segment 6D - From the New Cul-De-Sac to the east abutment of the New St. Croix River Bridge (6-55- 224). This section includes the TRAIL parking lot (Trailhead lot) and amenities and is located at the end of the New Cul-De-Sac. The TRAIL will be constructed on WisDOT rights-of-way for new STH 35 and STH 64 as a separate path. It will be located on the west side of New STH 64, including an underpass of new STH 35 for the TRAIL west of New STH 35/64, south of the New Cul De Sac. Page 1 of 3 Continued on page 2 Trail Segment 6D continued from page 1. Pursuant to this AGREEMENT, the COUNTY will assume maintenance responsibility of the Trailhead Lot and its amenities and this section of the TRAIL within WisDOT rights-of-way upon completion of its construction. The COUNTY will be responsible for all costs associated with the operations and maintenance for any lighting system associated with this section of the TRAIL and Trailhead Lot, including the power costs. The COUNTY will also be responsible for keeping the underpass and the approaches clean. WisDOT will be responsible for any future reconstruction of the underpass. No rights-of-way or perpetual rights of easement for this TRAIL segment are conveyed by WisDOT to the COUNTY as part of this agreement. Rights of access to the COUNTY for pursuing its maintaining responsibilities is defined later in the document under the section titled, `Roles and Responsibilities of the County' TRAIL Segment 6E - From the east abutment of the New St. Croix River Bridge (B-55-224), to the Wisconsin and Minnesota State Line. This section of the TRAIL will be constructed on the north side of the New St. Croix River Bridge (B-55-224) as part of the project. The COUNTY will be responsible for operation and minor maintenance and WisDOT will be responsible for major maintenance of TRAIL Segment 6E from the east abutment to the Wisconsin and Minnesota State Line. No rights-of-way or perpetual rights of easement for this TRAIL segment are conveyed by WisDOT to the COUNTY as part of this agreement. Rights of access to the COUNTY for pursuing its maintaining responsibilities is defined later in the document under the section titled, `Roles and Responsibilities of the County' Roles and Responsibilities of the County Approval of this agreement authorizes the COUNTY to enter upon WisDOT highway right of way to inspect, maintain and operate the TRAIL facility without the need for a DT1812 "Application/Permit to Work on Highway Right-of-Way" permit. If a major recondition or reconstruction of the connecting trail on WisDOT right of way is planned, the COUNTY will contact WisDOT to determine if a DT1812 "Application/Permit to Work on Highway Right-of- Way" permit is needed. This agreement only authorizes the described activities to occur within the STH 64 and STH 35 highway rights-of-way for as long as the terms of this agreement are met and WisDOT determines it's in the public's best interest. WisDOT retains sole authority to determine if there is inadequate maintenance to the described facilities within WisDOT rights-of-way, or whether any other actions or lack thereof on the described facilities within WisDOT rights-of-way may have a detrimental effect to public safety or the operations of STH 64 or STH 35. If such a determination is made by WisDOT, WisDOT will notify the COUNTY and work together toward resolution of the issue. If in the opinion of WisDOT, issues are not satisfactorily resolved, WisDOT retains the authority to take unilateral action it deems necessary to maintain public safety, welfare and operational integrity of the STH 35 and STH 64 travel way, up to and including closure of the trail. This AGREEMENT will commence upon final execution and completion of all of the following items: • Signature by WisDOT and COUNTY on this subject Maintenance Agreement. • Approval by WisDOT of STH Change #864, referenced as Attachment 3. • Approval by WisDOT of STH Change #865, referenced as Attachment 2. • Approval by WisDOT of Wisconsin Statute 84.295(6) Roadway Assignments, referenced as Attachment 4. • Official opening of new STH 35, new STH 64, and new St. Croix River Crossing identified as B- 55-244 and including all TRAIL construction. Upon completion, WisDOT will notify the COUNTY of their ownership of the facilities. Page 2 of 3 Cost Consideration by WisDOT to the County WisDOT and the COUNTY have negotiated cost considerations to the COUNTY for assuming operation and maintenance responsibilities of the TRAIL as defined within this Agreement. These cost considerations are identified in the State Financial Agreement referenced as Attachment 5 to this document. Upon the COUNTY assuming operations and maintenance responsibility for the TRAIL as defined in `Roles and Responsibilities of the County' of this agreement, WisDOT will make a Lump Sum Payment to the COUNTY in the amount of $200,000.00 (Two hundred thousand dollars) for future maintenance considerations. System Development Page 3 of 3 ATTACHMENT 2 STATE OF WISCONSIN DEPARTMENT OF TRANSPORTATION STATE TRUNK HIGHWAY SYSTEM CHANGE NUMBER 865 PERTAINING TO STATE TRUNK HIGHWAY (STH) 64 ST. CROIX COUNTY 1. Introduction The Wisconsin Department of Transportation (DEPARTMENT) has proposed a change to the State Trunk Highway System in the Town of St. Joseph in St. Croix County whereby STH 64 will be relocated to a new alignment pursuant to Project ID 1550-00-02. The proposed relocation of STH 64, was advertised in the local newspapers and presented at a public hearing on Tuesday September 21, 2004 at Stillwater Junior High School, 532 W. Marsh Street in Stillwater, Minnesota and on Wednesday September 22, 2004 at Somerset High School, 645 Sunset Drive in Somerset, Wisconsin. It was decided that the following proposed change to the State Trunk Highway System be approved and adopted: 2. Statutory Authority of State Highway Change All determinations and decisions herein and hereafter described are made in accordance with Section 84.02(1) and (3) (a) of the Wisconsin State Statutes whereby the DEPARTMENT is proposing to lay out and establish a segment of state trunk highway by way of a new location and having a distance along the deviation from the existing location of less than 2.5 miles. 3. Determination and Description of STH Segment To Be Removed The DEPARTMENT hereby finds, determines and makes this decision that the public good and public travel will best be served by removing from the State Trunk Highway System the following segment of road described as: Segment 1-64: Beginning at the intersecting point of the Wisconsin/Minnesota state border with STH 64 as officially laid out and marked as of January 1, 2014, and where said point is located on WI State Highway Bridge B-55-0919; thence east, northeasterly along said STH 64 to its point of intersection with STH 35 as officially laid out and marked as of January 1, 2014. Segment is depicted on Attachment 1-64. The segment length of this removal is 0.74 miles. Segment 2-64: Beginning at the end point of Segment 1-64 previously described and thence northerly and then easterly along STH 64 as it runs concurrent with STH 35, as it is currently marked and laid out as of January 1, 2014, to its point of intersection with 20th Street, a town of St. Joseph, County of St. Croix, WI town road, as currently laid out and marked as of January 1, 2014. Segment is depicted on Attachment 1-64. The segment length of this removal is 1.82 miles. On said segment 2-64, STH 64 and STH 35 run concurrent. The action of this state highway change removes the routing of STH 64 over said segment 2-64. The removal of the actual state highway mileage occurs under STH Change #864 for the concurrent STH 35 Page 1 of 2 4. Disposition of Segment Where STH Designation Has Been Removed Segment 1-64 as described in Section 3, is hereby assigned to St. Croix County, Wisconsin. Assignment also includes the Parking Lot constructed within the right-of-way of said segment and the local road connection to Hilltop Road. Segment 2-64 disposition is described under STH Change #864 for STH 35 which runs concurrent with this segment of STH 64. 5. Determination and Description of STH Segment To Be Added The DEPARTMENT hereby finds, determines and makes this decision that the public good and public travel will best be served by laying and adding to the State Trunk Highway System, in lieu of the road so removed, the road described as: Segment 3-64 Beginning at the intersection point on the new location for STH 64 as laid out and to be constructed under WI Project ID 8110-02-71, and the Wisconsin/Minnesota state line, thence northeast and northerly along said new location for STH 64 to its intersection point with the new location for STH 35 as laid out and to be constructed under WI Project ID 8110-02-71; all in the town of St. Joseph, St. Croix County, WI. Said segment is depicted on Attachment 1-64. The segment length of this addition is 3.03 miles In addition, the routing of STH 64 shall continue from the end point of Segment 3-64 running concurrent with the new location and added state highway mileage for STH 35 as described in STH Change #364. The net change in highway mileage for STH 64 is 2.29 miles. 6. Effective Date of Change The effective date for discontinuance of the State Trunk Highway on its old location shall be the date the new facility is opened to travel, either by portions or in its entirety. The segment length of this removal is 0.68 miles. Segment 2-35 Beginning at the same starting point as Segment 1-35 previously described, thence northerly and then easterly along STH 64 as it runs concurrent with STH 35, as it is currently marked and laid out as of January 1, 2014, to its point of intersection with 20th Street, a town of St. Joseph roadway, as currently laid out and marked as of January 1, 2014, and as shown on Attachment 1-35. The segment length of this removal is 1.82 miles. On said Segment 2-35, STH 35 and STH 64 run concurrent. The routing of STH 64 was removed from this segment under STH Change #865. The removal of actual state trunk highway mileage for said segment 2-35 occurs under this STH Change #864. Page 1 of 2 4. Disposition of Segment Where STH Designation Has Been Removed Segment 1-35 As described in Section 3, is hereby assigned as a town road to the town of St. Joseph, St. Croix County, Wisconsin and is depicted on Attachment 2-35. Segment 2-35A From its point of beginning to the intersection with the west right-of-way line of the new alignment of STH 64 as laid out and to be constructed under WI Project ID 8110-02-71 is hereby assigned as a town road to the town of St. Joseph, St. Croix County, WI. Said segment is depicted on Attachment 2-35. Segment 2-35B Said segment is between the town of St. Joseph, St. Croix County, WI roadways of Settlers Way and 20th Street as currently laid out and maintained on January 1, 2014 is hereby assigned as a town road to the town of St. Joseph, St. Croix County, Wisconsin. This segment is depicted on Attachment 2- 35. 5. Determination and Description of STH Segment To Be Added The DEPARTMENT hereby finds, determines and makes this decision that the public good and public travel will best be served laying and adding to the State Trunk Highway System the following segments of road described as: Segment 3-35 Beginning at a point on the official laid out, marked and traveled State Trunk Highway System designated STH 35 as January 1, 2014, with the intersection of relocated STH 35 as laid out and to be constructed under WI Project ID 8110-02-71; then easterly along said relocated STH 35 to its intersection with relocated STH 64 as laid out and to be constructed under WI Project ID 8110-02-71, and as shown on Attachment 3-35. The segment length of this addition is 0.57 miles Segment 4-35 Beginning at the endpoint of Segment 3-35 previously described, thence northerly and then easterly on relocated STH 35 as laid out and to be constructed under WI Project ID 8110-02-71 to its intersection with 20th Street as currently laid out and maintained on January 1, 2014 in the Town of St. Joseph, St. Croix County, and as shown on Attachment 3-35. The segment length of this addition is 1.66 miles. The net change in highway mileage for STH 35 is (0.27) miles. 6. Effective Date of Change The effective date for discontinuance of the State Trunk Highway on its old location shall be the date the new facility is opened to travel, either by portions or in its entirety. CROIX CROSSING ST. CROIX RIVER TO 150TH AVENUE TOWN OF ST. JOSEPH ST. CROIX COUNTY, WISCONSIN In accordance with Wisconsin State Statute 84.295(5) (6) (7) & (8), which grants specific authority to the Wisconsin Department of Transportation (DEPARTMENT) to Vacate, Relocate, Extend, Combine and or Alter the Jurisdiction and Maintenance of the non-State Trunk Highway system on Freeway/Expressway projects, the DEPARTMENT assigns and or routes to the Town of St. Joseph (TOWN), and St. Croix County (COUNTY) the following segments of roadway as depicted on Attachment 1. Said alterations and routing assignments are the result of the construction of the St. Croix River Crossing Bridge and Highway Approaches under State Highway Project numbers 1550-00-02 and 8110-02-71. SECTION 1 - TOWN ROAD ASSIGNMENTS 1.1 Segment 1 - Assigned to the TOWN under State Highway Change #864. 1.2 Segment 2 - From the westerly right-of-way of STH 35/64 as shown in State Highway Project ID 8110-02-21 to Anderson Scout Camp Road: Assigned to the TOWN. 1.3 Segment 3 - New Local Road from Existing 15th Street (Anderson Scout Camp Road) to Cul-de- Sac: Assigned to the TOWN. 1.4 Segment 4 - From the existing Settlers Way intersection, east to the existing 20th Street intersection: Assigned to the TOWN 1.5 Segment 5 - New Local Road from Relocated STH 35 southerly a distance of approximately 500 feet and also northerly from Relocated STH 35 to Existing CTH E: Assigned to the TOWN. 1.6 Segment 6 - Existing CTH E from Existing STH 64 to the New Cul-de-Sac: Assigned to the TOWN. SECTION 2 - COUNTY TRUNK HIGHWAY ROUTING 2.1 CTH E routing, from the existing intersection with STH 35 to Thelen Farm Trail shall be discontinued. CTH E shall be routed, from the Thelen Farm Trial intersection to the eastbound ramp termini of the New STH 35/64 interchange (INTERCHANGE.) SECTION 3 - EFFECTIVE DATE OF ROUTING 3.1 The effective date of the Jurisdictional Authority and Maintenance assignments as noted in Sections 1 and 2 shall be the day the INTERCHANGE is opened to the traveling public. Local Road Assignments WisDOT - Town of St. Joseph, St. Croix County STH 35/64 - St. Croix Crossing Page 1 of 2 I D 1550-00-02 SECTION 4 - OWNERSHIP AND MAINTENANCE 4.1 Upon notification of the opening of the INTERCHANGE each Municipality to which a roadway segment has been assigned will have full Jurisdictional authority and maintenance responsibility of said segment. 4.2 The DEPARTMENT shall continue to be the fee title holder of any underlying rights-of-way of the assigned segments that was acquired by the DEPARTMENT under Project ID's 8110-02-20 and 8110-02-21 unless otherwise noted by separate document. 4.3 The DEPARTMENT shall continue to own and manage in perpetuity any access control rights that were purchased, assigned or designated under its authority prior to the effective date noted in Section 3 on any of the assigned segments. As part of the compensation to offset impacts of a new river crossing on the recreational values of the Riverway, WisDOT will complete a loop trail system from the existing Lift Bridge (B-55-0919) to the New River Crossing Bridge (B-55-224). WisDOT has agreed to include the upfront capitalization costs for specialized maintenance additional equipment and will pay 100% of the design and construction costs. This loop trail is included in the County's Long Range Bike/Pedestrian Plan and will ultimately be connected to the County's trail system. Upon completion and acceptance of the Projects, St. Croix County will become responsible for the operations and maintenance of the pedestrian bridge and trail facility located within WisDOT right of way. This request is subject to the terms and conditions that follow (page 2) and is made by the undersigned under proper authority to make such request for the designated Municipality and upon signature by the State and delivery to the Municipality shall constitute agreement between the Municipality and the State. No term or provision of neither the State/Municipal Agreement nor any of its attachments may be changed, waived or terminated orally but only by an instrument in writing executed by both parties to the State/Municipal Agreement. Initial construction of the loop trail will include, at State expense as part of the improvement project, the trail head and limited amenities to include: • Small shelter • Signage/Kiosk • Picnic tables (4-6) • Recycling and Trash receptacles (2-4) • Benches (1-2) • Landscaping • Electricity • Well/Water/Drinking Fountain • Parking Areas (2) with 30-40 stalls • Restroom (pit vault toilet, handicapped accessible, multiple occupancy, power vents, security lights, storage area) delivered, installed • County sanitary permit • Facilities along the trail: Historic Interpretive Signage (12), Recycling and Trash receptacles (2-3), and benches (2-3) Upon the County assuming operational and maintenance responsibility for the bicycle/pedestrian trail (Trail Segment 6D and 6E), as described in (MOA and STH Change #864 and #865), WisDOT will make a Lump Sum Payment to the County in the amount of $200,000.00 (Two hundred thousand dollars). This Lump Sum Payment will be used by the County for future maintenance/replacement costs of the facility and equipment purchase as described below: 1. A lump sum payment of $123,000 for future replacement costs. This payment is based on construction estimates of $123,000 for work necessary to provide a 20 year life cycle based on a low traffic volume town road. It is adjusted for inflation, beginning in 2017, the anticipated year of trail completion. 2. A lump sum payment of $62,000 for capitalization of specialized equipment necessary for the ongoing maintenance of the trail. 3. A lump sum payment of $15,000 for specialized emergency service equipment for use on the specific trail. In addition to the lump sum payment agreements, the County will be able to use State contracts and have work such as crackfill or chipseal maintenance done when road repairs are scheduled. Page 2 of 2 Loop Trail Staff Report to Community Development Committee 7-17-14 The St. Croix River Crossing bridge project includes the construction of an interstate bike and pedestrian trail, referred to as the loop trail and scheduled to open in 2017. Loop Trail features include: • 12' Trail Width (10' asphalt) for off-road segments. • Pavement structure consistent with low volume road standards. • Pedestrian underpass which accommodates maintenance & emergency vehicles. • Vehicle turnarounds incorporated into design. • Two parking facilities. • Benches and resting areas. • Oak savannah landscaping. The Community Development Committee (CDC) reviewed presentations fall and winter of 2013 by Wisconsin Department of Transportation (WisDOT) and Community Development Department staff regarding the ownership, operation and maintenance of the loop trail which will be constructed as part of the St. Croix River Bridge Crossing project. Community Development staff also presented benefits and costs associated with the loop trail to the Committee. The CDC authorized staff to negotiate with WisDOT regarding County ownership, operation and maintenance of the loop trail. Based on the negotiated agreement, the CDC recommended staff develop agreements with WisDOT for St. Croix County to take over the operation and maintenance of the loop trail and bring those agreements back to the Committee for recommendation to the County Board of Supervisors. The County will assume operational and maintenance responsibility of the trail upon completion of construction, as outlined in the attached Loop Trail Maintenance Agreement. There is significant interest from communities on the western side of the county in planning for bicycle routes that will connect to the future St. Croix River Loop Trail. The St. Croix Bike and Pedestrian Coalition organized to promote bicycle and pedestrian trails, routes and connections throughout the county, to the future St. Croix River loop trail and to connect and promote various bicycle organizations around the county. First and foremost we believe the Loop Trail will be a valuable and inviting asset for both St. Croix County and our Town. While the Loop Trail will lie entirely within the Town we also see this as a resource that will be more of a regional resource rather than a local one, and hopefully, be a connecting point to existing and future County Parks and Trails. At the present time the Town is not in position to maintain the Loop Trail and its' associated amenities. We have limited resources to accomplish this task on our own. We feel that that the County with its' existing Park Department experience, personnel, facilities and equipment is better positioned to take on this responsibility and provide a quality solution for the Loop Trail maintenance. That being said, the Town would still like to be a partner with the County as the design and planning for the Loop Trail moves ahead with the DOT and DNR. This is very important to the Town as we are also continuing our own plans for the impact to the Town with the new River Crossing. We will support the County if they wish to move forward and take on the maintenance responsibilities, and we look forward to working with the County as this entire project moves along.
