RESOLUTION APPROVING MEMORANDUM OF
UNDERSTANDING - RADIO ROAD, COUNTY TRUNK
HIGHWAY MM AND MANN LANE ALL IN ST. CROIX
COUNTY
1 WHEREAS, The opening of the State Trunk Highway 35 interchange at Radio Road this
2 year will draw significantly more traffic to the various local highways in the area; and

4 WHEREAS, The St. Croix County Transportation Committee, Town of Troy, and the
5 City of River Falls have been working to facilitate a plan that will improve roadways as
6 necessary to support the additional traffic and consider various changes in jurisdiction
7 responsibility that will better serve the public interest of the State, Region, County, Town and
8 City; and
9
10 WHEREAS, St. Croix County, the Town of Troy, and the City of River Falls all have
11 jurisdictional authority over various portions of the above referenced roadways; and
12
13 WHEREAS, each of these governmental bodies has determined that it is in the public
14 interest to consider various changes in jurisdictional responsibility that will better serve the State,
15 Region, County, Town, and City; and
16
17 WHEREAS, a Memorandum of Understanding (MOU) has been drafted; and
18
19 WHEREAS, the MOU has been approved by the St. Croix County Transportation
20 Committee contingent upon the City of River Falls and the Town of Troy approving the MOU
21 with resolutions; and
22
23 WHEREAS, the City of River Falls and the Town of Troy have passed resolutions
24 approving the MOU.

26 THEREFORE, be it resolved, that the St. Croix County Board of Supervisors hereby
27 approves the attached MOU.
Le-gal- Fiscal- Administrative Approvals:
Legal Note: none
Fiscal Impact: Reprioritizing this project in 2015, with an approximate cost of 1 million dollars, other
projects will be deferred to 2016 to offset expense. The net effect will be zero. This
is a shifting of projects in the Highway Department long range improvement plan.

Memorandum of Understanding (MOU)
Regarding Agreed to Roadway Jurisdictional Transfers
Between
St. Croix County, Wisconsin
Town of Troy, St. Croix County, Wisconsin
City of River Falls, St. Croix County, Wisconsin
Specific to
Radio Road, CTH MM, Mann Lane
All in St. Croix County
Whereas, St. Croix County, the Town of Troy in St. Croix County and the City of River Falls
have discussed the Roadways indicated above, and
Whereas, the St. Croix County Transportation Committee, The Town of Troy Town Board, and
the City of River Falls City Council all have jurisdictional authority over various portions of the
above referenced Roadways, and
Whereas, each of these governmental bodies has determined that it is in the public interest to
consider various changes in jurisdictional responsibility that will better serve the public interest
of the State, Region, County, Town, and City, and
Whereas, after review and discussion of the various options and alternatives each of the
respective governmental bodies with authority over the various sections of roadway agree to the
following jurisdictional changes, as identified generally in this MOU and more specifically, in
the attached and incorporated map (Figure A) that specifies the segments in detail:
St. Croix County will assume complete jurisdiction of Radio Road from Paulson Road/Radio
Road round-a-bout south of STH 35 continuing south to CTH "MM" and also Mann Lane from
CTH "MM" to CTH "M", including all appurtenant highway signage and structures, and the
County agrees to fund improvements to Radio Road and Mann Lane to establish a roadway that
meets required design parameters and applicable standards.
The County will be planning improvements on Radio Road targeted to take place in 2015 while
anticipating no later than 2017 (anticipated to be 36' wide). The County will also be planning
improvements on Mann Lane targeted to take place in 2016 while anticipating no later than 2020
(also anticipated to be 36' wide).
(1) The Town of Troy will release all jurisdictional responsibilities associated with Radio
Road and Mann Lane as stated above, and will assume complete jurisdictional
responsibility of CTH "MM" from including all appurtenant highway signage and
structures the intersection of Mann Lane west to CTH "F".
(2) The City of River Falls will assume all jurisdictional responsibilities of CTH "MM"
including all appurtenant highway signage and structures from the intersection of Radio
Road east to Main Street.
(3) The costs associated with all upgrades, construction, maintenance, and all future costs
will be the sole responsibility of the governmental body that has assumed all
jurisdictional responsibilities of the various roadway segments as identified through this
MOU. All Jurisdictional responsibilities on all the roadway portions identified in this
MOU will transfer upon completion of the improvements of Radio Road by the County.
(4) Any improvement over and above that desired by the entity with jurisdiction will be
borne by the requesting entity as agreed upon by both parties as design is developed.
Whereas: This MOU shall be considered agreed to only after adoption by resolution of
the Troy Town Board, the River Falls City Council, and the St. Croix County Board.
Now, therefore be it resolved: that the Common Council of the City of River Falls,
the Town of Troy Town Board, and St. Croix County Board hereby approves this MOU
contingent upon similar approvals of each other before December 31, 2014.
