Dear Mr. &Mrs. Stenso-Velo:
This letter confirms zoning approval according to the plans you have submitted to construct a
deck (approximately 540 square feet) onto your home in the Lower St. Croix River Valley
District in the Town of St. Joseph.
Staff finds that the proposed work meets the spirit and intent of the St. Croix County Zoning
Ordinance and Lower St. Croix River Valley Overlay District with the following findings:
1. The proposed repairs and improvements, with proper earth-tone coloring and vegetative
screening,will not detract from the natural beauty of the bluff or shoreline;
2. The proposed addition meets the required setbacks from the OHWM, bluffline, property
lines,and road;
3. The approval of this project meets the intent and purpose of the Ordinance and will not
affect the public health, safety and welfare of County residents.
Approval of the land use permit is subject to the following conditions:
1. The deck, spindles and handrail must be painted or finished in natural or earth tone
colors.
2. The applicant must contact the Planning and Zoning Department prior to commencing
site preparation and when all construction is completed.
3. Immediately upon completion of the construction,the applicants shall re-establish native
groundcover over all disturbed areas.
4. Upon completion of the construction,the applicants shall submit to the Planning and
Zoning Department photos of the completed deck as viewed from the top of the bluff and
from shoreline.
5. Upon completion of the construction, the applicant shall plant additional trees and shrubs
as needed to screen the addition and porch from the river as viewed from any direction
during summer leaf-on conditions.
This approval does not allow for any construction,grading,filling, or clearing of vegetation
beyond the limits of this request. Please be advised that any structures - including walkways,
patios, stoops, steps, or decks—added onto or adjacent to the house within the 100' bluffline
setback will require a variance under the current ordinance.
Your information will remain on file in the St. Croix County Planning and Zoning Department.
Please contact the Town of St. Joseph to obtain the necessary building permits for the proposed
construction. It is your responsibility to ensure compliance with any other local, State, or federal
rules or regulations.

Applications will not be accepted until the applicant has met with department staff to review the reauest
to determine if additional information is needed.
It is important to note that some information may be waived by the Planning&Zoning Department following review of the plans
and/or a site visit by staff.
A general written statement that specifically identifies the request.
A statement indicating whether or not a private water or sewage system is to be installed.
❑ SITE DEVELOPMENT PLAN—
A complete site plan showing at a minimum the location of the following:
■ Identify all slopes of 20%and greater.
■ (Riverway)Identify all blufflines(any slopes 12%or greater)and show setbacks from blufflines,
• Lot dimensions—total area,
■ Location of any structures with distances measured from the lot lines and centerline of all abutting streets or highways,
■ Location of any existing or proposed on-site septic system or private water supply systems,
■ Location of the ordinary high water mark(OHWM)of any abutting navigable waterways and show all setbacks from the
OHWM.
■ Location and landward limit of all wetlands,specifications and dimensions for areas of proposed wetland alteration.
■ Existing and proposed topographic and drainage features and vegetative cover,
■ Location of floodplain and floodway limits on the property as determined from the County floodplain zoning maps.
■ Location of existing access roads,and recorded easements,
• Any other unique limiting condition of the property
For projects that involve land disturbance requests the following information may be required:
❑ Detailed Drawings(scale should not be greater than 1 inch to 200 feet)
❑ Grading Plans(Pre and Post Contours)
❑ Project Schedule
❑ Erosion Control Plans(Best Management Practices)
❑ Storm water Management Plan stamped by an engineer and including all calculations
❑ Vegetation Plan(Seeding rates and species type)
❑ Landscaping(Screening)Plan(Include the species,size and location)
❑ Other documents

Our lot is 796' long and 210' wide and is adjacent to the St. Croix River. The house is
250 feet from Hwy 35 to the east and 580' from the river to the west. It is 120' from the
bluff line. See attached maps—lot 4. The septic system is on the east side of the house
and will not be impacted by this project.
We would like to build a deck on the west side of our house(river side). The deck will
extend 14' from the house,but still be 106' from the bluff line. Dimensions of the deck
can be seen on the attached drawing.
