Meeting called to order by Chairman Rock at . 9 : 00 a.m. in the County Board Room, Courthouse, Hudson. Present were Supervisors Rock, Kelly and R. Peterson. Absent were Supervisors Best and Thompson. Minutes of the November meeting accepted as written. Joe Grant presented the parks and snowmobile trail bills of $852 . 71 , for payment . Motion by Supervisor R. Peterson to approve payment of the bills . Seconded by Supervisor Kelly. Motion carried . Joe presented the fee structure for county parks in 1982 . Fee changes are as follows : Annual Stickers $10 : 00, Camping site fees ; Electric $6. 00, Primitive $5. 00. Motion by Supervisor Kelly to approve the fee structure for 1982 . Seconded by Supervisor R. Peterson. Motion carried . Dick Thompson and Joe Grant presented the park improvements since 1976 and projected needs in the next five years . Dick presented the planning bills of $62 . 75 for payment . Motion by Supervisor R. Peterson to approve payment of the bills . Seconded by Supervisor Kelly. Motion carried . Recreation fee license to be brought up at the January meeting . Jim Janke talked to the committee on planning and zoning seminars . Jim would like to set up training sessions that would run approximately 30-45 minutes during committee meetings . A seminar is .being scheduled for February 19th. More information will be forth coming . Harold asked the committee to have meeting days changed from Wed- nesday to Tuesday as it conflicts with the ETN training sessions . Motion by Supervisor Kelly to change meeting days to the third Tuesday of each month, starting in January 1982 . Seconded by Supervisor R. Peterson. Motion carried. • Dick presented copies of the solid waste plan to the committee . Dick to discuss sites with Donohue and Associates . The highway "12" and "U" intersection was discussed. Dick was requested to investigate the intersection due to the accident there . Harold presented the zoning bills of $324 . 39 and surveyor bill of $250. 00 for payment . Motion by Supervisor Kelly to' approve payment of the bills . Seconded by Supervisor R. Peterson. Motion carried. Discussion on use of zoning cars . Motion by Supervisor R. Peter- son to recommend to the personnel committee that the zoning cars be for county use. only, and that the Zoning Administrator/Civil Defense Director and Assistant Zoning Administrator not be charged for the use of the cars . They maintain the cars and are on duty when they leave their residence . Seconded by Supervisor Kelly. Motion carried . Meeting recessed for Public Hearings . Chairman Rock called the hearing to order at 11 : 00 a.'m. Zoning Administrator read notice of hearings as published in the county newspaper . Reopening of the Bauer hearing of November Mrs . Daniel Bauer presented their request to have a minor subdivision without constructing the roads to county standards. Zoning Administrator objected to this request as it would not be in compliance with the ordinance and would set a policy. We also have other subdivisions that have requested this and have been denied . Mrs . Carolyn Barrette , Clerk of St . Joseph township , objected for the township as they do not have subdivisions with roads that do not meet standards . Discussion by members of the committee. Motion by Supervisor Kelly to deny the request of Mrs . Bauer, due to the objection of the township . Seconded by Supervisor R. Peterson. Motion carried . Jim Rusch of Stevens Engineering presented the requests of Mr . Ed Jo a, to subdivide a parcel of land in the St . Croix Riverway D strict . The lots are more than the 2'x: 1 ration . Zoning Administrator read letter from D.N.R. , who' had no objection, provided the bluffline is staked . Questions by committee members . �- `- Motion by Supervisor R. Peterson to approve the request . Seconded by Supervisor Kelly. Motion carried . Tom Nelson presented the request of Richard Bestler on a lot that exceeds the 2k: 1 ratio , explaining the reasons for the narrower lot . Questions by members of the committee. Motion by Supervisor R. Peterson to approve the request on condition they receive Troy township approval . Seconded by Supervisor Kelly. Motion carried. Hearings closed at 11 : 35 a.m. Tom Nelson presented the following major subdivisions for approval . 1 . Turtle Lake Hills - Town of Somerset . Final Plat . Motion by Supervisor R. Peterson to approve the final plat on condition that the proper image should be on _the plat . Seconded by Supervisor Kelly. Motion carried . 2 . Crestview Addition - Town of Star Prairie . Final Plat . Motion by Supervisor Kelly to conditionally approve the final plat , the condition that the roads be brought up to standards before the plat is signed . Seconded by Supervisor R. Peterson. Motion carried . 3. Parkview Estates III - Town of Hudson. Preliminary Plat . Motion by Supervisor Kelly to give approval on the preliminary plat on the condition that all erosion guidelines be developed prior to final plat approval . Seconded by Supervisor R. Peter- son. Motion carried. Tom presented the minor subdivisions for approval . The following minor subdivision was approved . 1 . Vernon Kelly - Town of Kinnickinnic 1 lot The following minor subdivisions were given conditional approval . 1 . Ed J - Town of St . Joseph 4 lots luf ine must be staked and road brought up to standards . 2 . William Peavey - Town of Eau Galle 1 lot Lot stakes to be placed on the map and road description to include and exclude road right of way. Rezoning hearing for Town of Somerset is scheduled for January 20, 1982 , in the Somerset Town Hall , at 7 : 30 p .m. Somerset Town Hall is located on S .T.H. "64" just east of Somerset . Next scheduled meeting is Tuesday, January 19 , 1982 . Being no further business , a motion by Supervisor Kelly to adjourn. Seconded by Supervisor R. Peterson. Motion carried .
