I would like to withdraw my BOA variance request as we agreed on the phone.
I am attaching the consult used to make the decision on my boat house.
I have circled some critical statues and definitions.
( I just opened it to make sure it went correctly and I found it is upside down!

Pursuant to Wisconsin statutes and the St. Croix County Zoning Ordinance,Section 17.70(5)(c)3,the St. Croix County
Board of Adjustment has the authority to issue a variance only when the following criteria are met:

INTRODUCTION, HISTORY, PROPOSAL
The roof supporting our deck was rotting and leaking when we bought our
cabin in October 1992. Since the deck was built directly on the roof, repair
would mean the removal of the deck. To preserve it as long as possible I had
placed sheets of black plastic between each of the joists. (see picture) This put
off definitive maintenance until now. This summer, June 2014, the joists gave
way from the rot and the roof and deck collapsed. I stabilized it for safety
with floor jacks. (see pictures). It was unusable and unsafe. I had an onsite
inspection and review by my architect who informed me there was no safe or
realistic way to redo the roof and the underlying rotten joists without taking
the deck off the roof. I removed the deck and the roof July 2014. (see pictures
1-51) The cement foundation, cement floor, and cement block walls remain
and will be the template for the replacement roof and deck. (see pictures)
I would like to replace the roof and deck with one that is exactly the same
length, width, and height, is less visually obvious from the river (see railing
product details), prevents previous ongoing river pollution from deteriorating
tar products, (see pictures for the amount of deteriorating tar products prior
to removal), decreases future pollution by not using treated wood on the deck
surface or the railing, and decreases pollution by replacing the tar containing
roof material with a rubber roof. The deck will be held three inches off the
roof to prevent similar premature roof destruction.

PROJECT SPECIFICS
1. The present foundation, floor, and walls will be retained and used
unchanged.
2. The deck dimensions will be the same as the previous: 20 feet by 16 feet
by 11 % inches. (see pictures of previous deck showing measurements:
pages 1-4 picture section)
3. The deck will decrease environmental pollution by using synthetic
decking that will not leach arsenic/ chromium/ and copper as the
treated wood decking had.
4. The deck will decrease environmental pollution by replacing the
previous treated wood rail slats with stainless steel wire. (see product
details page 1)

5. The deck will decrease visual impact from the river by using stainless
steel wire that will be virtually invisible from the river. (see product
details page 1)
6. The deck will be held 3 inches off the peak of the roof to prevent
premature deterioration. (see architectural detail drawings)
7. The replacement roof will be one sheet of seamless rubber roofing that
is guaranteed to 30 years. This will give off less pollution than the
previous deteriorating tar based roofing material.
8. The lilacs I planted in 1992 to decrease the visual impact from the river
will be preserved. (see pictures)
9. The rip-rap in front of the shed will remain unchanged.
10.The native tall grass prairie grass I planted on the rip-rap to decrease
visibility from river will remain unchanged. (see pictures from middle of
river, page 17. The two surfboards rise 5 feet above deck surface,
(broom is 5 feet tall), and can be seen on the right of the grass covered
rip-rap.
II.The window in the north wall will be replaced.
12.The door in the south wall will be replaced.
13.The garage door will be replaced.

14.There will be no changes in surrounding terrain.
15.There will be no impact on erosion since the footprint and the
foundation will remain the same. No excavation is needed.
16.There will be no changes in the road or the road corridor.
17.There will be no additional utilities. Electric will be reconnected.
18.The structure will remain above the 100 year flood mark elevation.
19.There will be no impact on surrounding properties.
20.The deck can be seen as a linear spec on the county's aerial.
21.All vegetation will remain the same including the Lilacs I planted 20
years ago to help decrease the visual impact on the river.
