HomeMy WebLinkAboutResolution 2014 (43) Resolution No. 43 (2014) RESOLUTION TO SUPPORT FUNDING OF MAIN ENTRANCE C) YNTY SCREENING AT THE ST. CROIX COUNTY GOVERNMENT CENTER IN THE 2015 BUDGET 1 WHEREAS, the Government Center Safety and Security Committee conducted staff 2 safety surveys in 2002, 2008 and 2013 indicating staff support for main entrance screening; and 3 4 WHEREAS, the Sheriff's Office completed a security assessment of the Government 5 Center in 2008 recommending many security improvements including a reduction of public 6 access points at the Government Center and consideration for main entrance screening; and 7 8 WHEREAS, on November 1, 2011, the County Board adopted Resolution 79(2011) 9 Prohibiting Firearms in All County-Owned Buildings in St. Croix County in order to prevent 10 disturbances to employees and members of the public and disruption in services; and 11 12 WHEREAS, due to several high profile court cases presently and in recent years, 13 temporary main entrance screening at the Government Center is used more often by the Sheriff's 14 Office to provide security for the Courts, the public and the employees; and 15 16 WHEREAS, incidents of individuals possessing concealed weapons within the 17 Government Center have occurred in recent years, some resulting in arrests; and 18 19 WHEREAS, the Sheriff has presented security information and costs for main entrance 20 screening at the Government Center to previous boards with no action taken or funding provided; 21 and 22 23 WHEREAS, an updated implementation plan for main entrance screening has been 24 developed including costs for staffing, infrastructure and equipment; and 25 26 WHEREAS, the Chief Judge of the Tenth Judicial Administrative District is in support of 27 main entrance screening; and 28 29 WHEREAS, the Public Protection Committee is in support of the implementation plan 30 and the associated costs of main entrance screening to provide increased safety and security to 31 the Courts,public and employees. 32 33 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the 34 County Administrator is directed to include funding in the proposed 2015 budget for the staffing, 35 infrastructure and equipment for main entrance screening at the St. Croix County Government 36 Center. 37 38 FURTHER, be it resolved that the County Administrator is directed to develop an 39 administrative policy governing any security screening procedures. 40 41 FURTHER, be it resolved that the Chief Judge of the Tenth Judicial Administrative 42 District must approve the administrative policy governing any security screening procedures.
