CROIX RIVER CROSSING LOOP TRAIL TO ST R01,r: QNTY WILLOW RIVER STATE PARK, TOWN OF HUDSON, VILLAGE OF NORTH HUDSON, CITY OF HUDSON AND THE INTERSTATE 94 BRIDGE OVER THE ST. CROIX RIVER VIA STATE HIGHWAY 35 1 WHEREAS, the Wisconsin Department of Transportation will build a bike and 2 pedestrian trail in Wisconsin, currently referred to as the Loop Trail, as part of the St. Croix 3 River Crossing Project; and 4 5 WHEREAS, the Loop Trail connects Minnesota and Wisconsin across both the Stillwater 6 Lift Bridge and the new St. Croix River Crossing Bridge; and 7 8 WHEREAS, a connection from the Stillwater Lift Bridge, the new St. Croix River 9 Crossing and the Loop Trail to Willow River State Park, Town of Hudson, City of Hudson, 10 Village of North Hudson and the Interstate 94 (I-94)Bridge, is identified in the St. Croix County 11 Outdoor Recreation Plan, adopted January 8, 2013 by the St. Croix County Board of 12 Supervisors; and 13 14 WHEREAS, the City of Hudson and I-94 Bridge currently have on-road routes, off-road 15 paths, and trails developed for bikes and pedestrian; and 16 17 WHEREAS, the Town of Hudson, Village of North Hudson, City of Hudson, Town of St. 18 Joseph, Town of Somerset, Town of Star Prairie, City of New Richmond, and the Town of 19 Richmond have approved resolutions in support of a connection between the Loop Trail and the 20 I94 bridge via State Highway 35; and 21 22 WHEREAS, bicycle tourism is a recognized engine of economic development and has 23 been known to promote tourism in local communities; and 24 25 WHEREAS, additional connections between the Loop Trail, major tourist attractions and 26 the local communities will promote tourism and the economic benefits tourism brings to local 27 communities and St. Croix County; and 28 29 WHEREAS, off-road trails are safer alternatives for families and commuters, offer 30 healthy exercise opportunities, and offer greater opportunity to enjoy the scenic beauty of the St. 31 Croix River Valley and St. Croix County. 32 33 THEREFORE, be it resolved that the St. Croix County Board of Supervisors officially 34 supports action by the Wisconsin Department of Transportation to connect the Stillwater Lift 35 Bridge, the new St. Croix River Crossing and the Loop Trail to Willow River State Park, Town 36 of Hudson, City of Hudson, Village of North Hudson, the Interstate 94 (I-94)Bridge and the 37 State of Minnesota via State Highway 35 and City of Hudson trails to facilitate bike and 38 pedestrian connections and promote tourism. 39 40 FURTHER be it resolved that the St. Croix County Board of Supervisors encourages said 41 connection to be by off-road trail where feasible. 42 43 FURTHER be it resolved that the St. Croix County Board of Supervisors requests that the 44 Wisconsin Department of Transportation set aside funds from the St. Croix River Crossing 45 project for future construction of proposed loop trail connections. Legal—Fiscal—Administrative Approvals: Legal Note: None Fiscal Impact: There is no immediate fiscal impact from this resolution as it is asking for Wisconsin Department of Transportation to create and fund bike routes on STH 35 from the St. Croix River Crossing Loop Trail to major tourist attractions and local communities. However,there may be future fiscal impacts from the request that the request for off-road trails as WisDOT would request local match;the financial impact of that request for construction and operational costs cannot be estimated at this time.
