RESOLUTION AUTHORIZING APPLICATION FOR GRANT
ST R( uw C.1 lNTY FUNDS TO RENOVATE AND REDEVELOP ST. CROIX

COUNTY PARK FACILITIES
1 WHEREAS, St. Croix County has operated a county park system for over 40 years to provide
2 outdoor recreational opportunities to promote the well-being of individuals and families, improve the
3 attractiveness of the county and contribute to the social and economic health of the county and its
4 communities; and

6 WHEREAS, the County parks, consisting of Glen Hills, Homestead Parklands, Troy Beach, Pine
7 Lake, Bass Lake boat landing, Apple River, Squaw Lake boat landing, Wildwood Trail and the Kinnickinnic
8 and Stanton Forests, are important resources used by the public for recreation and enjoyment of natural
9 beauty; and

11 WHEREAS, the St. Croix County Outdoor Recreation Plan and Capital Improvement Plan both
12 identify the need to renovate and improve the county park facilities; and
13
14 WHEREAS, financial aid is needed to renovate and redevelop the park facilities as described in the
15 application; and
16
17 WHEREAS, St. Croix County desires to apply to the Wisconsin Department of Natural Resources
18 for 50 percent matching grants.

20 THEREFORE, be it resolved, that the St. Croix County Board of Supervisors has budgeted
21 $35,000, for 2015 in Community Development Capital Improvement and intends to budget an additional
22 $35,000 for 2016 in Community Development Capital Improvement, as the 50 percent local share for a total
23 grant application of S 140,000.

25 FURTHER,be it resolved,hereby authorizes the Community Development Director to act on behalf
26 of St. Croix County to:
27 • Sign and submit an application for funds and assistance to the Wisconsin Department of Natural
28 Resources(WDNR)for any financial aid that may be available;
29 • Enter into a grant agreement with WDNR;
30 • Submit reimbursement claims along with necessary supporting documentation within 6 months
31 of project completion date;
32 • Submit signed documents,quarterly and/or final reports; and
33 • Take necessary action to undertake, direct and complete the approved project.

35 FURTHER,be it resolved,that St.Croix County will comply with state or federal rules for
36 program access to the general public during reasonable hours consistent with the type of facility; and will
37 obtain from the State of Wisconsin Department of Natural Resources or the National Park Service
38 approval in writing before any change is made in the use of the project site.

Fiscal Impact: The St. Croix County Capital Improvement Plan adopted by the County Board
budgeted $35,000 in 2015 and identified an additional $35,000 in 2016 as the
County's 50% match to a park improvement grant for the county park system.
