RESOLUTION OPPOSING STATE BUDGET PROPOSAL TO
ST. R01 UNTY TRANSITION PROPERTY ASSESSMENT FROM MUNICIPAL
TO COUNTY RESPONSIBILITY
1 WHEREAS, Governor Walker's 2015-2017 state budget transitions from municipal
2 assessment to county assessment of property values by 2017; and
3
4 WHEREAS, the assessment proposal arbitrarily establishes 2015 as the base year for
5 determining a municipality's payment to the county for assessment services; and
6
7 WHEREAS, the current funding proposal provides counties with insufficient funding to
8 cover assessment costs; and
9
10 WHEREAS, the current state levy limit law prohibits counties from generating additional
11 property tax dollars to support county assessment; and
12
13 WHEREAS, the state's concerns over current assessment practices are better addressed
14 outside of the state budget process.

16 THEREFORE be it resolved, that St. Croix County opposes the proposed transition from
17 municipal to county assessment and urges the Wisconsin State Legislature to remove the
18 provision from the state budget;
19
20 FURTHER be it resolved that the State of Wisconsin, local governments, assessors, and
21 other stakeholders should study how the current assessment system can be improved and jointly
22 recommend a set of changes to improve assessment practices.

24 FURTHER be it resolved that the County Clerk is directed to send a copy of this
25 Resolution to; Governor Walker, the Joint Finance Committee of the Wisconsin Legislature,
26 Senator Sheila Harsdorf and Assemblymen Adam Jarchow, Dean Knudson and John Murtha.
