HomeMy WebLinkAboutResolution 2015 (17) Resolution No. 17 (2015) RESOLUTION APPROVING THE HORTY ELVING DESIGN ST R01 QNT`t' OF A 50 BED SKILLED NURSING FACILITY, 10 BED DEMENTIA CRISIS STABILIZATION UNIT AND 40 BED COMMUNITY BASED RESIDENTIAL FACILITY 1 WHEREAS, on 10/07/14 the Board of Supervisors adopted Resolution No. 38 (2014) 2 authorizing the County Administrator to contract with Horty Elving for Architectural and 3 Engineering services to design a new 50 bed Skilled Nursing Facility, 10 bed Dementia Crisis 4 Stabilization Unit and 40 bed Community Based Residential facility with a maximum project 5 budget of Fifteen Million ($15,000,000) and established an Ad Hoc Health Center Construction 6 Committee to oversee the design and construction of the project; and 7 8 WHEREAS, on 1/6/15 the Board of Supervisors adopted Resolution No. 2 (2015) 9 authorizing the Ad Hoc Health Center Construction Committee to proceed with the proposed 10 program and conceptual design and increased the project budget to Twenty Million dollars 11 ($20,000,000); and 12 13 WHEREAS, there have been multiple stakeholder meetings with staff and residents and 14 Ad Hoc Committee members where design has been reviewed and updated; and 15 16 WHEREAS, on 3/27/2015 the Ad Hoc Health Center Construction Committee reviewed 17 the Design of the 50 bed Skilled Nursing Facility, 10 bed Dementia Crisis Stabilization Unit and 18 40 bed Community Based Residential Facility and recommended approval of the design; and 19 20 WHEREAS, on 3/31/2015 Horty Elving and Market & Johnson staff presented the design 21 and budget to date to the Committee of the Whole; and 22 23 WHEREAS, on 4/14/2015 the Health and Human Services Board reviewed and voted to 24 endorse the design and budget to date; and 25 26 WHEREAS, on 4/15/2015 the Administration Committee reviewed and voted to 27 recommend the design and budget to date under their duty in the Rules and Bylaws to 28 recommended long-term facility plans to the County Board. 29 30 THEREFORE, be it resolved that the St. Croix County Board of Supervisors approves 31 the proposed Horty Elving design of the 50 bed Skilled Nursing Facility, 10 bed Dementia Crisis 32 Stabilization Unit and 40 bed Community Based Residential Facility. 33 34 FURTHER BE IT RESOLVED, that the St. Croix County Board of Supervisors approves 35 the increase in the project Twenty Million Dollar($20,000,000)budget by $670,000 to include 36 Geothermal Option Two and directs staff to bring back a financing plan for the amount needed 37 above Twenty Million dollars ($20,000,000)in bonding once the results of the competitive 38 bidding process are known.
