The St. Croix County Board of Adjustment (Board) has reviewed your request for the following item:
Conditional Use Permit for a Limited Commercial Recreational Activity pursuant to
Section 17.15(6)(m) of the St. Croix County Zoning Ordinance for a Renaissance Festival
up to three (3) weekends a year.
After the hearing on May 28, 2015, the Board approved the request with conditions. The enclosed
document is the formal decision regarding the application.
You must obtain any other required local, State, and Federal permit requirements, licenses and approvals.

OF THE ZONING BOARD OF ADJUSTMENT

FINDINGS OF FACT AND CONCLUSIONS OF LAW
Having heard all the testimony, considered the entire record herein, and visited the site, the Board of Adjustment
makes the following Findings of Fact and Conclusions of Law pertinent to the request:
1. The property owner/applicant is Cory Schroeder.
2. The site is located in multiple parcels: N'/2 of the SE'/4, SE'/4 of the NE'/4, NE'/4 of the SW'/4, and SE'/4 of
the SE'/4 of Section 24, T3 ON, R15W, Town of Glenwood.
3. This event has been in operation since 2012. Securing a Conditional Use Permit for a Limited
Commercial Recreational Activity pursuant to Section 17.15(6)(m) will bring the use of the property for
the event into compliance with the St. Croix County Zoning Ordinance.
4. The applicant submitted a Conditional Use request for up to three (3) Renaissance Festival weekend
events per year during the months of July and August. This event would meet the ordinance
requirement for being subordinate to the primary agricultural use of the property, compatible with the
agricultural use of the property and surrounding properties and not likely to attract other related
commercial uses.
5. The proposed hours of operation for the event(s) will be Saturday from 10:00 a.m. to 6:00 p.m. and
Sunday from 10:00 a.m. to 5:00 p.m.
6. The Renaissance/Fantasy Fair initially anticipates 1,000 participants per event day, and up to 3,000
participants per event day in the future.
7. Traffic will be directed to the driveway entrance at 1442 Dunn/St Croix Road and will use an existing
field road to the designated parking area labeled on the site plan (page 3 of staff report). The applicant
has labeled an overflow parking area on the site plan and a parking area for entertainers, vendors and
volunteered staff. Parking will be mowed just prior to the event and is capable of holding
approximately 1,700 vehicles pursuant to Section 17.56 of the Zoning Ordinance, Off-Street Parking.
8. Sanitation facilities will be provided by a WI licensed service provider and will be cleaned/emptied the
morning of each event day. An adequate number of satellite toilets in the parking and event area will
prevent a public health or environmental hazard. This service will be dropped off prior to the event and
will be picked up the following Monday.
9. Solid waste facilities will be provided by a certified sanitation service equipped to provide temporary
waste management. This service will be dropped off prior to the event and will be picked up the
following Monday.
10. Emergency medical services will be located onsite during event hours.
11. St. Croix County Sheriff's Department has no public safety concerns but should be notified of the event.
12. There may be voice amplification of a few performances. If used, amplification will be very limited, as
there are multiple performances designed to be non-conflicting during each event day.
13. Staff will consist of volunteers and be responsible for traffic flow, parking, gate admission, emergency
medical services, and grounds keeping.
14. A designated area will be set aside for entertainers and vendors to camp for the event weekend only.
The applicant is responsible for obtaining any necessary licensure for special event camping.
15. There will be independent venders offering food and beverages for sale on site during event operational
hours only. The applicant/individual venders will be responsible for obtaining any necessary permits
for sale of food and beverages by the State, St. Croix County Public Health Department, and Town of
Glenwood.
DECISION
On the basis of the above Findings of Fact, Conclusions of Law, and the record herein, the Board of Adjustment
approved the conditional use request, with the following conditions:
1. This Conditional Use Permit allows the applicant to hold a Renaissance Festival as a Limited
Commercial Recreational activity pursuant to Section 17.15(6)(m) of the St. Croix County Zoning
Ordinance on the site, as indicated in the application and as provided in the conditions below. This
approval does not include any additional uses, structures, or activities on this site.
2. This permit approval allows for a maximum of three (3) annual weekend events (Saturday-Sunday)
during the months of July and August.
3. The hours of operation for the Renaissance Festival and all liquor sales will be on Saturday from 10:00
a.m. to 6:00 p.m. and Sunday from 10:00 a.m. to 5:00 p.m.
4. This permit approval allows for up to 3,000 participants per event day.
5. Off-street parking shall be provided pursuant to Section 17.56 of the Zoning Ordinance, Off-Street
Parking and directed by volunteered staff. There will be three (3) designated parking lots: lot 1 -
primary parking, lot 2- extending parking and lot 3- entertainer, vendor, and volunteered staff parking.
6. Sanitation facilities shall be provided and maintained by a WI licensed service provider at a minimum
ratio of 1:150 persons. Facilities shall be provided anytime participants, vendors, entertainers, and/or
volunteers are on-site and shall be maintained throughout the event. This service will be dropped off
prior to the event and will be picked up the following Monday.
7. Solid waste facilities shall be provided by a certified sanitation service equipped to provide temporary

8. A staffed ambulance may be onsite during event hours.
9. The applicant shall contact the St. Croix County Sheriff Department prior to the event and work with
local law enforcement to provide adequate public safety measures during the event.
10. The applicant shall be responsible for securing all necessary local, State, or Federal permit
requirements, licenses and approvals, including but not limited to municipal liquor licensing, special
event camping and food and beverage licensing.
11. The applicant will provide Community Development staff with a list of food and beverage vendors the
Thursday prior to each event weekend.

12. A review of the Conditional Use Permit will occur within one O 1 year of issuance scheduled in April
2016 to review conditions and compliance at no cost to the applicant.
13. All signage whether temporary or permanent, on and off the site, must adhere to the standards and
requirements in the St. Croix County Sign Ordinance, Section 17.65.
14. The applicant must notify the Community Development Department, Public Health Department, St.
Croix County Sheriff's Department, and Town of Glenwood at least 30 days prior to each scheduled
event.
15. These conditions may be amended or additional conditions may be added if unanticipated circumstances
arise that would affect the health and/or safety of citizens or degrade the natural resources of St. Croix
County. Conditions will not be amended or added without notice to the applicant and an opportunity for
a public hearing.
16. Any new owners of the property must adhere to the standards and conditions of the approved
Conditional Use Permit. Any change or addition to use of the property, buildings; or modification of or
addition to the property, building, or facilities; or changes to the current project details shall require
review by the Zoning Administrator to determine if the use may be allowed. The permit applies to the
property rather than to the individual, is valid for the specific premises, and is not transferrable to other
properties.
17. The applicants shall have one (1) year from the date of approval of this Conditional Use Permit to
commence use on this site for the Renaissance Festival. Failure to do so will result in expiration of this
permit. If the permit expires within this timeframe, the applicant will be required to secure a new
Conditional Use Permit. Prior to expiration, the applicant may request two (2) extensions of up to six
(6) months each from the Zoning Administrator, for a total time not to exceed one (1) year.
18. Accepting this decision means that the applicant has read, understands, and agrees to all conditions of
this decision and has no objections if County staff conducts unannounced onsite inspections to check for
compliance with the conditions of this permit.
The following vote was taken to approve: Chairman Malick, yes; Peterson, excused absence; Nelson, yes; and
Sontag, excused absence; Niccum, yes. Motion carries.
APPEAL RIGHTS
Any person aggrieved by this decision may file an appeal in St. Croix County circuit court within 30 days after the
filing date shown below, pursuant to Sec. 59.694(10), Wisconsin Statutes. St. Croix County assumes no
responsibility for action taken in reliance on this decision prior to the expiration of the appeal period. St. Croix
County does not certify that the identity of all persons legally entitled to notice of the Board of Adjustment
proceedings, which resulted in this decision, was provided to the County.
If an appeal is taken of this decision, it is the responsibility of the appellant to submit at his/her expense a transcript
of the Board of Adjustment proceedings to the circuit court. The Planning and Zoning Department can be contacted
for information on how to obtain a transcript. It is the responsibility of the Board of Adjustment to submit its record
(file) of this matter to the circuit court.
