HomeMy WebLinkAboutResolution 2015 (19) Resolution No. 19 (2015) RESOLUTION OF SUPPORT FOR CONTINUED DE- S ( uw) " lC.1NTY FEDERALIZATION OF THE REGIONAL CONSOLIDATED REVOLVING LOAN FUND 1 WHEREAS, St. Croix County voluntarily transferred the assets of its CDBG 2 funded Revolving Loan Fund to Regional Business Fund, Inc. (RBF) in 2007 to allow 3 the businesses in the municipality greater access to a more flexible source of business 4 financing and enhance economic development in the region; and 5 6 WHEREAS, staff of the West Central Wisconsin Regional Planning Commission 7 followed the direction provided by the Wisconsin Department of Commerce (DOC) and 8 the Department of Housing and Urban Development (HUD) in developing the process to 9 consolidate and de-federalize the municipal revolving loan funds into the RBF, Inc. as 10 outlined in the Investment Strategy and Memorandum of Understanding with DOC; and 11 12 WHEREAS, starting in 2011, administration of the CDBG program at the state 13 level was transferred from DOC to the Wisconsin Economic Development Corporation 14 (WEDC), and then to the Wisconsin Department of Administration (DOA) in July, 2013; 15 and 16 17 WHEREAS, on April 1, 2015 DOA notified the RBF that HUD has determined 18 that the proper de-federalization process was not followed and that all existing cash and 19 future consolidated loan fund repayments thereby must be considered federal and must 20 adhere to all accompanying federal rules and requirements; and 21 22 WHEREAS, St. Croix County does not agree with the DOA and HUD ruling 23 because the process for de-federalization was originally provided and directed by DOC 24 and HUD; and 25 26 WHEREAS, having to administer the Consolidated Revolving Loan Fund with the 27 federal restrictions will minimize the funds usefulness to businesses in that the federal 28 requirements are restrictive and burdensome. 29 30 THEREFORE, be it resolved that St. Croix County encourages DOA and HUD to 31 reconsider their ruling and allow the Consolidated Revolving Loan Fund proceeds to 32 continue in their de-federalized status. This de-federalization is necessary and vital to 33 West Central Wisconsin businesses as they seek to add jobs and investment to the 34 regional economy; 35 36 FURTHER be it resolved that the County Clerk is directed to send a copy of this 37 Resolution to: Governor Scott Walker, the Joint Finance Committee of the Wisconsin 38 Legislature, Senator Sheila Harsdorf, Senator Kathleen Vinehout, Senator Janet Bewley 39 and Assemblymen Adam Jarchow, Dean Knudson, John Murtha, Romaine Quinn and 40 Warren Petryk, and US Senators Ron Johnson and Tammy Baldwin, US 41 Representative Sean Duffy, the secretary of HUD, the Director of the Regional Business 42 Fund, and the Director of the Regional Planning Commission.
